Basra .. the capital of corruption in Iraq

Editing date: 10/4/2020 18:58  79 read times
[Basra-Where] It
can be said without exaggeration that Basra and its ports constitute the most important test field for the government in Baghdad, if it wants to achieve progress in the fight against corruption and impose state sovereignty, in a way that will directly and quickly affect the level of citizens' lives and livelihoods.
Basra Governorate is considered one of the poorest governorates in Iraq, a reality that completely contradicts the fact that this southern city is the main crossing point for more than 80 percent of the goods entering the Iraqi markets, an exceptional commercial importance that Iraq has accumulated since the 1930s when it decided to play its role. Natural as a major regional port.

In addition to the important sea ports in Basra, the governorate enjoys great oil resources, which reinforces the confused questions about the reasons that make Basrians not reach the benefits of these goods, which is reflected in their living standards in a better way.

There is general agreement that Basra represents the economic artery of Iraq, and that is why Mustafa Al-Kazemi's government methods for this file in which the phenomena of corruption and quotas with militias are intertwined with conflicts, as the visual sources of Shafaq News confirm, would confirm the government's declared desire to deal with these heavy files, and bear fruit. Quickly in front of the Iraqi public opinion.

For example, the Border Ports Authority stated in July 2020 that the port of Umm Qasr port in Basra Governorate achieved financial income for the state treasury in the amount of more than 23 billion Iraqi dinars during the month of June alone. In a report by the Central Bureau of Statistics last August, seen by Shafaq News, the revenues of Iraq's ports increased by 7.3%, and the total revenue of the General Ports Company amounted to 486.3 billion dinars for the year 2019 compared to 453.3 billion dinars for the year 2018.

On the other hand, the estimates of the Iraqi Ministry of Planning indicate that the poverty rate in Basra is 16 percent, which are figures recorded before the deterioration of the economic situation and the outbreak of the Corona pandemic, and it also contradicts other unofficial figures indicating that the poverty rate in this province reaches 50 per cent. Percent.

The Iraqi coastline extends over the Gulf with a length of 58 km, and it includes the Basra oil port dedicated to exporting oil and is considered one of the most important Iraqi oil export points on the Gulf waters, and it is also one of several commercial and oil ports, including Umm Qasr, Khor Al Zubair, and the large port of Faw.

Therefore, these facts require the posing of the essential question: Where do these resources go and why this deterioration in the situation in Basra?

The sources that Shafaq News spoke to agree that Basra and its ports are witnessing severe struggles for control and influence between different parties, which turns the city into a morsel that is fought by hungry stomachs from various forces of corruption, while its people are struggling with hunger.

The problem, according to the sources, is that the multiplicity of authorities in the work of the ports may have given the various parties the opportunity to struggle and devour their green and dry teeth in light of the spread of extreme poverty among many Iraqi and Al-Basra families.

Citizen Abu Hashem, a resident of Umm Qasr, told Shafaq News that his area is one of the areas that witness a great deterioration in services, indicating that despite the availability of some projects, they remain shy and not commensurate with the size of the community there.

Abu Hashem added that among the existing problems is the failure to restore life to the ports, including the port of Umm Qasr, which receives daily imports that can rebuild all of Basra, explaining, for example, that it is shameful that the road leading to the port suffers from curvatures and underdevelopments, which, in his opinion, indicates apparent effects. Corruption and partisan interference that hinders the work of the ports.

The former Iraqi Minister of Transport and the current member of the Iraqi parliament, Kazem Finjan Al-Hamami, in his speech to Shafak News Agency, indicates that political interference in the work of ports exists by the various political entities to control the higher positions and the management of Iraqi ports.

Al-Hamami confirmed that the interventions come from the various Iraqi formations from north to south, and it is a theoretical picture of quotas, as these quotas are working to impose themselves, their group and their agendas on the positions and higher positions from the minister to the general managers, which fall within the quota system that may cause the entire future of Iraq to be lost.

Al-Hamami called for stopping political interference in the work of Iraqi ports and moving away from quotas, considering that the best option is to form a real technocratic government in Iraq that takes over the ministerial portfolios and the prime minister works on that without the interference of political entities or seeking permission from them and he is the one who bears his responsibility, warning that if he works The prime minister, according to the mood of the political blocs, will give way to partisan interference that will keep him away from the correct way to build the country.

For his part, the head of the strategic center in Basra, Anmar Al-Safi, believes that the multiplicity of authorities in Iraqi ports is what affects the work and flow of goods entering Iraqi ports, indicating that this situation contradicts what is in place in various ports of the world where there is a single authority working to manage any Harbor.

As for the ports of Iraq, according to Al-Safi, all operating departments, ministries and their representatives inside the ports are sheltering in the Iraqi ports. He explained that the port manager should be the only person who moves the departments and directs them towards the right way to reach the flow of goods entering and leaving the ports in a sound, correct and fast manner because the effectiveness of the world's ports today is measured through the length of the stay of goods inside the ports, calling for Iraq to join these countries in This course.

Al-Safi stressed the Shafaq News Agency, the need for the port management to be on one side, such as the port and the customs of Umm Qasr, which is managed by one party, considering that the multiplicity of authorities constitutes a negative situation regarding the movement and flow of goods and port management, which delays the failure of the ports to develop. He added that one administration can diagnose the defect and fix it by directing all the departments inside the port.

The information indicates that widespread fraud is taking place at customs and include procedures for misrepresenting the weight of the ships, the type of goods and the procedures for registering the ships, in addition to bribes that officials obtain from the merchants who own the imported goods to allow them to pass their goods and threaten them with the risk of delaying their entry through the port customs, which sometimes exposes them to damage and exposes the traders To lose.

Undocumented information also indicates that political and partisan parties control the docks and lease them to their pockets, as they obtain royalties from importers, and sometimes the royalties are imposed from more than one party, which deprives the Iraqi treasury tens of millions of dollars annually.

Iraq ranks high in the list of the most corrupt countries in the world, according to Transparency International, while several estimates indicate that more than 450 billion dollars have been lost since the 2003 invasion, due to corruption.

Al-Safi sheds light on another aspect of the problems and explains that the supporting departments in the ports have duties inside the Iraqi ports and receive their directives from their ministry and general departments, and this can be coordinated with the higher management in the Iraqi ports so that the administration can receive the same directives. He added that merchants sometimes head to one port without another, because the procedures in this port are different from the other port.

As is the case in the border crossings, Al-Safi says that some merchants direct their goods to one port, since the port there differs from other outlets as it happens in the outlets of the Kurdistan region, adding that accordingly the source of directives must be central and unified, indicating that the port that is It can take out the goods and facilitate the movement of entry and exit of the ship quickly compared to the rest of the other ports, it will turn into a port that attracts all incoming goods in light of heading to the large port of Faw, which can be a link between East and West.

It can be said that the ports of Basra are a microcosm of Iraq's problems that hinder its ability to succeed and overcome its crises. Is it possible for Al-Kazemi's government to start treatment from somewhere?

The 'White Paper' on Economic Reform Promised by Al-Kazemi Completes

2020.10.04 - 21:03
The 'White Paper' on Economic Reform Promised by Al-Kazemi Completes

Baghdad - People

Today, Sunday, an informed source reported that the reform paper promised by the government of Prime Minister Mustafa Al-Kazemi, regarding the economic situation that Iraq is going through, has been completed.

The source said to "People" (October 4, 2020) that "the white paper consists of two parts, and includes reforms to the financial situation in the country and will be presented to Al-Kazemi during this week and after that to the House of Representatives."

He added that "the reforms included in the paper included radical solutions to gradually save the country and stabilize its financial and economic situation."

On Sunday, Finance Minister Ali Abdul Amir Allawi confirmed that Iraq will move from the traditional budget to the program budget within a year and a half, indicating that the tax rate will not be high, but the citizen will not accept it for not providing the necessary services.

Allawi said in a statement to the official agency, and "people" followed him (October 4, 2020), that "the budgets for the years 2021-2023 we have started working on them now, but they will not be the main ones, because the Ministry of Finance is currently unable to implement it in a complete way, but it may hinder it." For a year and a half so that we can move from the traditional budget-drawing method to the program budget. "

He added, "The tax returns constitute a very small percentage of the state's resources, and it is not high if compared to any other country, because the tax structure is reasonable in Iraq."

He pointed out that "citizens will not respond to taxes, and they may have a justification, because the state does not provide them with the necessary services, so the level of taxes must be linked to services and their quality."

He continued, "It is assumed that we get 8 trillion dinars from taxes, while we are currently getting less than one trillion, because there are large exemptions and exemptions."

He stated, "Iraq contains a kind of state seizure, as it is not necessary for this seizure to be by the parties, but it may be from all parties that have a stake and influence on decision-making."

He stressed, "The need to subject the state to completely different professional controls and ways of working, and the solution must be a kind of separation between the legitimate and quasi-legitimate requirements of political parties, according to the electoral results, because the balance is difficult, so that we have a completely independent government apparatus, which does not exist currently." ".

Finance Minister Ali Abdul-Amir Allawi said that paying employees' salaries is a matter related to the House of Representatives voting on the borrowing law, stressing that this step will address the current deficit in the country.

Allawi added, in a statement to the official agency, followed by "People" on Sunday (October 4, 2020), that "the salaries of retirees for the current month were launched without any problem, pointing out that the salaries and allowances of employees will be launched during the next few days or weeks."

He added, "The amounts will be available if the House of Representatives approves the borrowing law," stressing that "the borrowing law is very important because it meets the financial needs of the state and addresses the deficit in the budget."

The Parliamentary Finance Committee confirmed, earlier Friday, that the fiscal deficit is a temporary condition in Iraq, but the Minister of Finance has the powers to take immediate action.

The committee's reporter, Representative Ahmed Al-Saffar, said in a statement to the official channel, followed by "People" (October 2, 2020), that "the current deficit is a temporary and embarrassing deficit for the government and parliament, because there is a slight deficit to finance the salaries of the month of September, which the government is late in paying." Noting that "in the event of waiting for the submission of the draft budget or the submission of a new loan law, the issue will be delayed by more than a week, 10 days, or maybe more, and this will lead to a lot of embarrassment."

He added that "according to the public finance literature, the Iraqi constitution, and the Financial Administration Law, if there is a slight deficit, the Minister of Finance has the powers to take immediate action," indicating that "there are two types of debt; real fixed debt which results from a significant decrease in real revenues versus expenditures." The public deficit is a permanent and permanent deficit and it is called the fixed debt, but the current deficit in Iraq is a temporary deficit, and the debt is called a debt remaining in the public finances and it is possible to put up temporary treasury bills that express the existence of revenue but it is a delayed income. Future. "

He continued, "Iraq does not have a financial crisis because it has resources, but the state and the government cannot access them, so the current deficit in Iraq is a temporary deficit, and the debt is a debt and the deficit can be paid in the future," indicating that he "proposed to get out of this distress." The great embarrassment for the government is for the Finance Minister to move to offer bills and immediate borrowing from Iraqi banks or the central bank to pay salaries. Then the move will take place a week later when Parliament starts its sessions and the normal situation in Baghdad returns after the forty-day visit.

Al-Saffar pointed out that "the draft budget was delayed sending it to the House of Representatives, and there was only one night remaining in the Parliament's Office and it was withdrawn by the government until the Finance Committee did not see it. I do not know the reasons behind the withdrawal of the project and this embarrassment to the House of Representatives by the Ministry of Finance is never acceptable because The error and defect is the lack of monetary and financial policies in Iraq. All that exists is that they are waiting for debts and financing the operating budget. "

Al-Saffar stressed that "the parliament is ready to hold any emergency session in order to solve the current crisis. It is possible to borrow immediately and then remedy the situation after a while because it is not correct that the employee waits for days without a salary and this is his only source of income."

He pointed out that "there are two solutions; either submitting the draft budget as soon as possible until it is approved, or resorting to new borrowing if the government is able to obtain Parliament's approval because the issue of debt in Iraq has become in a very dangerous range and leads the Iraqi economy to the unknown."

I thought you wrote the book on silly. Silly is fine ,it makes people laugh ,is self depricating in a good way and is not meant to be serious at it's core nature . Cheeky is passive aggresive , and meant to vaguely disturb people , especially older folk . Ok ,let's keep this going in a good friendly way . Folk lore has it that way back in 2003 the CBI accidently leaked the $5.26 rate. It was the scuttlebutt on Din ar Speculator ,even though you could be severely punished if you talked rate on that site. It could be true ,but.  of coarse I have no concrete evidence. Do you have concrete evidence that they're  only cuttting 3 zeros ? Ha !

This did not work when Turkey tried it as a means to bring more value to their currency. Turkeys attempt at this failed miserably. Absent policy, economic, tax changes, stability in country, the real market value of a country's currency will always be reflected in trade on the world market.  No tricks will ever change that .

Are there another news articles again regarding to 25 dinar notes? I am really curious what are the goi and cbi going to do next after the picture of 25 dinar notes was released yesterday eventhough i am not so sure whether the picture of 25 dinar notes is real or fake. Question comes to mind, Are the goi and cbi going to make it happen and release 25 dinar notes for all iraqi citizens? I just hope that the picture of 25 dinar notes is not BS again. Go rv.
