the other articles said that iraq didn't have enough monies to pay for the salaries. now iraq wants to build 1,000 schools, my question is where does iraq get the monies to build 1000 schools? and iraq wurks together with china to build 1,000 school,  since iraq didn't mention how much monies does it costs to build 1,000 schools, then i just assume that china lends monies to iraq. and, i just wonder if i say if china lends the monies to iraq to build 1,000 schools, then what does china get something in return? by rv"ing the iqd at least 1:1. come rv.

The {one thousand schools} is a project maturing on paper, and the privatizations are its main obstacles

Baghdad: Wafa Amer

With the growing problem of the small number of schools, their overcrowding in double and triple shifts, classrooms clustering with more than forty and fifty students, buildings dilapidated and most of their infrastructure unavailable, the Ministry of Construction, Housing and Public Municipalities completed the designs for establishing a thousand schools in Baghdad and the provinces within the Chinese agreement.
Earlier, the need for school buildings was identified at 8,000 schools, which will rise to 13,000 by the year 2025. The director of the National Center for Engineering Consulting in the ministry, Hassan Madab Mjhem, told Al-Sabah: “The center has completed the designs of the 1,000 schools project, which was included in the budget. The current year is 2021, after obtaining the approval of the Ministries of Planning and Finance. "Four Chinese companies were chosen by the Ministry of Foreign Affairs and the Chinese Embassy in Beijing to build schools," Mjhem said.
During the past period, the General Secretariat of the Council of Ministers delivered invitations to Chinese companies to sign the contract for building a thousand schools as a first phase out of a total of 7,000 schools within the Chinese agreement, and indicated that the criteria for their establishment depended on the population density and the actual need of each province. "The center has also prepared designs for equipping and furnishing schools, after reviewing the latest global developments in teaching methods and preparing a feasibility study, thus it was submitted to the Chinese companies to be equipped according to the center's plans and with the latest technology," Mjhem said.
He indicated that "a twinning will be created between local, private, governmental and Chinese companies in order to gain experience in the field of construction and reconstruction." Meetings are continuing with the education directorates in Baghdad and the governorates in order to prepare the plots of lands allocated for the implementation of schools, while all three neighboring governorates will be selected, so that a factory for infrastructure and special raw materials will be established to facilitate the implementation of this project. To be circulated with other countries and in different sectors, whether schools or hospitals, as well as infrastructure and road services. "
