Today ... a parliamentary session to settle the election law

Baghdad: Al-Sabah: Muhannad Abdul-Wahhab,
the House of Representatives will hold its session today, Saturday, to vote on the election law, while the weights indicate that the session will witness the final resolution of the electoral districts, and the closest is the intermediate districts.
On the other hand, the biometric card option is still supported by most political parties as a public demand, reducing the chances of fraud to a minimum.
Representative Amer Al-Fayez says: "The political forces are still in constant dialogues to reach a final agreement regarding the electoral districts in terms of their number, size and geographical boundaries," indicating that "the law, although it was voted upon by the adoption of multiple districts, but there is a tendency among some to return to a single district." For each province by amending the law ».
Al-Fayez added, "In the event that an agreement is reached, the first scenario will be achieved, which is to hold the session in its natural form and vote on the law," noting that, "In the event that differences of opinion remain, then within the routine context within parliament will go to the second scenario, which is to put all proposals and vote on them and who gets the highest." Votes are certified ».
He continued, "Adopting the option to put all proposals will lead to results that may not satisfy some parties, and this matter may make them look for other options and a third scenario, including not attending the session or withdrawing from it to breach the quorum and obstruct the session in order to gain more time for negotiations to obtain gains for it," explaining that "The proposal of the intermediate circles, perhaps in the event of agreement on the boundaries of the constituencies, it may satisfy most of the blocs, given that the problem today is within the boundaries of those constituencies which, according to the proposal, are not less than three seats and not more than five.
Al-Fayez stressed that "the coming hours will be the interval in resolving and clarifying the final picture of the shape of the electoral districts," stressing that "the biometric card option is a supported option and is available to all parties that do not want forgery, and it is a public demand considering that adopting it will reduce the chances of fraud to the lowest percentage."
For his part, MP Hussein Arab stated in a statement to Al-Sabah that "the final agreement on the form of the electoral district is settled and the closest to approval is the intermediate districts."
He stressed that "the political blocs and members of the House of Representatives will come to the session to resolve the matter of the electoral districts because we are facing a real national position to approve the multiple districts."
In turn, MP Fadel Jaber said, "The Ministry of Planning is supposed to have a vision in the elections file in order to know the population statistics with the aim of adopting them when determining the electoral districts in the provinces."
He added, "The population census should have taken place in the last period, as its failure to conduct it poses a problem when holding elections and determining electoral districts."
He indicated that the lack of knowledge of the real numbers of the population in all governorates leads us to adopt the statistical data of a decade ago, and based on the statistics of the ration card, especially with the inability of the Ministry of Planning to conduct a population census at the present time.

Mubasher: A member of the Parliamentary Committee for the Investigation of Electricity Contracts in Iraq, Representative Ali Al-Lami, confirmed today, Friday, that the results of the investigation into electricity contracts will be presented next week.

Ali al-Lami told the Iraqi News Agency, "INA", today, that the investigative committee formed to look into electricity contracts continues to work and has not stopped, pointing out that the committee's work is large because the files of the Ministry of Electricity are many and large.

He indicated that four to five sessions and meetings were held on this subject with the advanced staff in the Ministry of Electricity, as well as four sessions with the Integrity Commission.

He added that all contracts were sent from the year 2015, and these contracts need technicians to prove the defect and waste of public money in them, and there are recommendations and results by the committee that will be presented next week.

Last July, Parliament Speaker Muhammad al-Halbousi announced the formation of an investigative committee headed by the First Deputy Speaker, Hassan al-Kaabi, to look into contracts for the Ministry of Electricity.

The deputy of the coalition of Iraqis, Ali Al-Badiri, on Saturday, suggested that the parliament session will be held today with a complete quorum, indicating that the attendance now exceeds 120 deputies and there is a continuation of the entry of representatives from different blocs.

Al-Badiri said in an interview with Al-Sumaria News, “We recommend that the parliament session be held today with a complete quorum, as the attendance now exceeds the 120 deputies and there is a continuation of the deputies’ entry, and we are waiting for the rest of the blocs to complete their meeting and enter the session that is witnessing until the moment the continuation of the entry of members of parliament from different blocs in order to settle the law (law) Elections) in today's session and not to be postponed for another time due to the difficulty of time and the need to complete it at an early date to clear the way for the Election Commission to complete its procedures.

Al-Badiri added that "there are several options presented so far for the form of multiple districts with a desire from some blocs to adopt a single district for each governorate, but the closest option for electoral districts is the intermediate multi-districts, with the presence of some notes with the deputies of some governorates about the mechanism for distributing districts to those districts." It is likely that this matter will be resolved during the discussions now underway, and the final tables attached to the law will be finalized for a vote on them.

Baghdad / Al-Akhbariya

Independent MP Nada Shaker Jawdat revealed today, Saturday, an almost complete agreement that Baghdad will have 17 electoral districts, and some provinces have more than four electoral districts.

Jawdat told Al-Akhbariya, "The political forces are almost convinced of distributing the provinces into four electoral districts, provided that 25% of the female quota is for every three MPs."

She added that "Baghdad will be divided into 17 electoral districts, while some provinces will be divided into more than four circles because of their size and the difficulty of controlling them."

Jawdat indicated that "middle circles can be applied in the upcoming elections, especially with the government's inability to conduct a general population census and know the details of cities to end the border problems between governorates, districts and sub-districts." To be rated. "

The Speaker of the House of Representatives had set a session today, Saturday, to vote on the issue of multiple electoral districts, complete the election law in full, and prepare to legislate the rest of the laws needed by the elections scheduled for June 6, 2021.
