The government is facing a severe budget shortfall and is unable to pay its full public sector wage bill amid low oil prices and budget dispute with Baghdad.

Khader and Al-Yasiri, who are the alternatives to Al-Qaddu and Al-Jazaery, have been running joints within the Shabak and Saraya Al-Khorasani brigades for years.

Al-Shammari revealed that "the changes that took place had begun to be arranged since last August," noting that "the crowd does not wish to involve itself in armed actions carried out by some of its affiliates."

It seems that the beginning of the new central bank governor is a successful and good beginning, as he started his journey and in his first activity dealing with banking reform.

This news was published by Al-Sabah newspaper in two pages, political and economic, last week due to its importance. 

This procedure actually falls into the core of what banks really need, but?

Let me use this news as a model for the requirements for proper reform. 

Any reform process and in any important economic sector must be accompanied by the opinions and visions of the stakeholders, that is, their participation in the discussion and the presentation of remarks in order to produce the reform paper in a bright white color without any fault in it and no wrongdoing on anyone.

One of the main reasons for the failure of all economic reform attempts in the country is not listening to the opinions of the stakeholders' challenges, and therefore decisions, procedures and instructions are issued coercive and will not achieve the goals, because the dictates that are issued in them may be outside the capabilities of the authorities, and I mean the economic sectors to implement them, and here The defect lies, so I said it is imperative to listen to the stakeholders and to identify the challenges and difficulties in order to overcome them before the issuance of decisions or legislations, thus ensuring the ease of implementation and implementation.

I drew the attention of the decision-makers to the fact that "Al-Sabah" was often alerting to the importance of adopting the observations of stakeholders before the decisions were issued, and making them fully consistent with the public stakeholders. In this regard, we have dozens of articles and analyzes, and on this page, presented by the economic team, Al-Sabah through insights Academic and prestigious experience, but no one is listening, so the results are disappointing.

Therefore, "Al-Sabah" once again proceeded to assess the performance of institutions in order to help them overcome the mistakes that are often unintended before they occur, and there is nothing wrong with the beginning with the Central Bank. 

The central bank should involve bank leaders in discussing the supposed reform paper to clarify the challenges and difficulties they face, when that reform paper is 100 percent correct.

It should be noted that the previous central bank administration did well when it decided to include a representative of the banks in the membership of the Central Bank’s board of directors .. Here we note that in today's central bank’s procedure, it is not sufficient for there to be a representative of the banks on the board of the central bank. Despite its importance in discussing a new reform paper, it is imperative that the banking leaders participate in the discussion better in the case of the fateful decisions of the banking sector. If it is not possible to meet with them, then the paper can be presented to them through their representative in the Central Bank before it is approved by the Board of Directors, so the procedures are sound and the reform is more beneficial and more complete.
