At the beginning of this article, it is necessary to refer to the book "Applying Sound Economics to Confronting Troubled Times, Better Solutions to Our Biggest Problems", published in 2019 by its authors Abhijit Banerjee and Esther Dolphu, Nobel Prize winners in economics in the same year; As the authors of the book believe that “the proper application of economic sciences will help us solve the most difficult social and political problems facing us, from immigration to injustice, and from slowing growth to accelerating climate change. We have the necessary resources to deal with the challenges that face us, but in most cases we do not see this because of the ideologies that we believe in. I saw that I begin my article with this phrase that I was influenced by and that it applies a lot to Iraq and our Arab world, which we love and belong to.
Iraq is facing a severe financial crisis that has cast a shadow over all the facilities of economic and social life and other sectors due to the drop in oil prices, this resource on which Iraq depends almost completely in financing the budget, in addition to the weak contribution of the main sectors in the Iraqi economy - agriculture and industry in all its branches - in Boosting budget resources.
One of the most important reasons for the occurrence of the current economic and financial crisis in Iraq is that it is caused by the drop in oil prices since mid-2014; As these prices fell from an average of more than $ 100 a barrel to less than $ 40 a barrel, meaning a loss of more than 60% of its value, and that the drop in oil prices below the price approved in the budget increases the deficit and causes financial instability. In addition to that the Iraqi private sector is directly linked to the state, and is dominated by small and very small companies that mainly operate in the field of retail trade, construction and transportation services, as well as in the light industry.

Despite the strategy that has been developed to develop the private sector in Iraq, it still suffers from a set of problems that prevent its development, including the inadequate legislative and regulatory framework, unfair competition between the Iraqi government (the public sector) and the private sector, the absence of a governance system, and inefficiency. Infrastructure and power supply, and shortage of skilled workers.

The financial crisis halted investment flows and decreased confidence in the Iraqi economy, whether by the national or foreign investor, which caused an economic recession. The large budget deficit increased to $ 19.5 billion in 2019, and to $ 57 billion in 2020 (equivalent to 70.6 trillion Iraqi dinars), which represents the financing gap. The total debt of Iraq reached 132 billion dollars (internal and external debt); The budget depends on two basic elements for its financing: oil revenues and non-oil revenues, as well as domestic and external borrowing. This has led to a decrease in government spending in the field of investment, especially in the oil industry, and support for investment projects in the housing, infrastructure, construction and services sector has also stopped. And in the private and government sectors, which negatively affected the Iraqi economy; The number of unemployed increased, and the rates of poverty, unemployment and inflation increased.

In light of what has been known of the positive and negative effects of external borrowing, it can be said that choosing a borrowing method to solve financial crises, even if it is an appropriate immediate solution in the short term, it is not an optimal solution in the long term, and it will not bear positive fruits on the economy, unless it is accompanied by a series Among the measures and reforms that contribute to solving the crisis, namely:

- Reducing spending and focusing in controlling public finances on containing the growth of current expenditures; In particular, public sector wages, prioritizing capital expenditures, enhancing non-oil revenues, adopting a fiscal policy that works to further diversify the state’s sources of financial revenue, and directing the fiscal policy to increase investment spending and diversify the productive structure.

- The trend towards diversifying sources of income, through restructuring the various economic sectors and their contribution to the GDP, which aims to create income-generating sectors in order to reduce dependence on the oil sector, which leads to higher growth rates in the long term, and to get rid of the risks that it imposes. Almost dependence on oil.

Stimulating and supporting the private sector, and setting up a program to involve this sector in managing the economy, and through restructuring the private sector, in line with what was stated in the government program to encourage the transformation launched by the government to the private sector, and to implement its development strategy for the years 2014 to 2030.

Going to the International Monetary Fund is not our last resort, as the solutions it provides are important but not sustainable. In fact, there are many important options available to Iraq to address the financial crisis, the first of which is the exploitation of the material capabilities available in this large country, and perhaps the most important of them are renewable energy sources, as Iraq has a great abundance of renewable energy sources. Especially solar and wind energy; Most of the Arab countries are located in the solar belt region, with the highest solar radiation flux in the world. It also has good potential in the field of wind energy to generate electricity, in addition to hydropower and biomass energy.

 In the context of reducing future consumption of oil and gas, and to preserve the environment and reduce emissions from thermal power plants, it becomes necessary for Iraq to increase reliance on electrical generation from generation stations that operate on renewable energies to meet local demand on the one hand, and then export to provide hard currency for the budget. on the other side. 

Secondly, it is necessary to develop incentive financing measures to strengthen the national innovation system and support entrepreneurship, through a long-term national vision and a good science, technology and innovation system. In addition to diversifying the sources of the state's financial revenues, directing them to increase investment spending, and strengthening the building of technological and innovative institutions.

The US State Department announced today, Monday, that the US President’s Special Envoy for the International Coalition against ISIS and America’s Special Representative for Syria Affairs James Jefri will meet in Erbil, the President of Kurdistan Region, Nechirvan Barzani.

In a statement of the US State Department, which was seen by Shafaq News, regarding the visit, Jefri and senior officials in the Kurdistan Region will discuss continuous coordination to reassure the final defeat of ISIS in Iraq and Syria and the continuous efforts to stabilize the liberated areas.

According to the statement, James Jeffrey will affirm the continued support for the Iraqi security forces, including the Peshmerga forces, in the war against ISIS, and renew America's commitment to a strong, sovereign and prosperous Iraq.

The statement did not mention the date of the visit, but it comes at a time when Jeffrey is visiting the Kurdish regions in Syria to hold talks with their parties.

The US special envoy to the international coalition against ISIS, James Jeffrey, confirmed, on Tuesday, his country's support for Iraq and the Kurdistan region to eliminate terrorism.

The region’s presidency stated in a statement that Mawazine News received a copy of, that “the president of the region, Nechirvan Barzani, received today James Jeffrey and his accompanying delegation, and discussed the latest developments in the situation in Syria and the tasks of the international coalition against ISIS and combating the activities and dangers of“ terrorism ”in Syria and Iraq. The Kurds and the dialogue of the Kurdish parties in Syria to solve the problems and unify ranks among them."

Jeffrey stressed during the meeting that America and the international coalition continue to support the Kurds and their partners to confront "terrorism" and the final elimination of ISIS in Syria, the Kurdistan region and Iraq, pointing to "providing all necessary assistance to the Peshmerga and the Iraqi forces for this purpose." 

In turn, the President of the Kurdistan Region thanked the United States and the international coalition against ISIS for their continuous support and assistance, stressing the importance and need for the continuation of the tasks of the international coalition for the Kurdistan region, Iraq and their partners in the region until the complete elimination of ISIS.  The meeting also shed light on other issues, including relations between Erbil and Baghdad, the Kurdish issue in Syria, the foreign military presence in Syria and the situation in the region in general, efforts to protect stability, in addition to several files of common interest.
