There are no reliable figures on China's long-term spending on nuclear weapons, although the International Campaign to Abolish Nuclear Weapons estimates that Beijing allocated about $ 10.4 billion to its strategic arsenal in 2019, about 30% of the $ 35.4 billion the United States spent in the same year. .
Despite the imbalanced spending, Ray said that Washington's potential adversaries are modernizing "in a way the United States is not," and that these "counterpart states" have already developed their nuclear capabilities and delivery systems.

I not only can't get through this article this article but I absolutely cannot fathom the ignorance of any General making such statements. Thank God Trump is the only one capable of launching a nuclear weapon. 

And before anyone claims this garbage is true just remember how many times Trump is asked about his military options and how he ALWAYS says that he won't talk about it.
