Iraq and the European Union signed, today, Sunday, a new agreement and the extension of two other agreements, within the framework of joint cooperation between the two parties.

The three agreements were signed on the Iraqi side by the Minister of Planning, Khaled Battal Al-Najm, while on the European Union's behalf, Martin Hoth, the EU’s ambassador to Iraq, signed them. "The new agreement includes providing financial support to Iraq to confront the Covid-19 pandemic, support socio-economic recovery, and build the state through job creation, income improvement, and human rights," the Minister of Planning said in a statement, And returning the displaced to their areas.

The minister added, “We also agreed with the European Union to extend the work of the energy agreement that includes work to modernize the energy sector, in cooperation with the World Bank, with the aim of carrying out reforms in the electricity and gas sectors, indicating that the second agreement was agreed to extend the work. In the field of supporting the economy and creating job opportunities, through the European Union’s contribution through UNESCO, to implement the project to revive the old city of Mosul. The agreement also includes improving the livelihoods of youth in Basra Governorate, through the implementation of a range of important projects.

For his part, the Ambassador of the European Union, Martin Hawth, expressed his happiness at the signing of the agreements, indicating that "Iraq is one of the priority countries within the global response plan implemented by the Union in cooperation with the World Health Organization, for the period from 2019-2023," noting that "the Union contributes also in the development of the agricultural sector in the Nineveh Plains region, and facilitating the return of displaced persons, pointing out that the number of projects that the European Union is implementing to support development in Iraq amounted to (69) projects during the period from 2016 to 2024.

Acting President of the European Bank for Reconstruction and Development said today, Monday, that the bank is considering an application for membership submitted by Iraq.

Iraq, whose economy is suffering from the repercussions of the Corona virus crisis and the decline in oil prices, may obtain financing to support the private sector if it joins the bank. "A decision on Iraq's membership will be taken by the Board of Governors at the annual meeting, which will be held after three weeks," said Jürgen Rigtrenk, acting president of the bank.

The European Bank for Reconstruction and Development (EPRD) was established in 1991 to help ex-communist countries in Eastern Europe transform into a market economy. In recent years, the bank began expanding its geographical scope of work to countries including Egypt, Tunisia and Morocco. Earlier this year, bank shareholders gave Algeria the green light to become a member. "Algeria's membership has been approved, but we hope that we will be able to take the final steps, which will determine whether or not it will become a country that receives funding or not, at the beginning of next year, which is a decision that the bank’s shareholders will take," he said, adding, "A possible expansion of the bank's operations to countries. An Iraqi ministry reveals thousands of double wages and recovers billions of dinars

The Minister of Labor and Social Affairs, Adel Al-Rikabi confirmed, in a statement received by Shafaq News, that "the ministry will deal legally and firmly with double-wage workers who overstep the social protection benefit and the salary of a full-time employee, who numbered about 20,000 employees from the state ministries and agencies.

Al-Rikabi directed, during a meeting with the Vice President of the Authority for People with Disabilities and Special Needs, the Vice President of the Social Protection Authority, the General Director of the Social Protection Fund, the General Director of the Department of Planning and Studies, and the Director of the Information Technology Center to "recover the sums from the employees of double salaries as soon as possible to allocate them for the inclusion of citizens Renewed from the deserving poor."  He pointed out that "the deductions will be in the form of one batch or batches according to the ministries, provided that the time limit for returning the amount does not exceed five years, otherwise the employee will bear penalties according to the discipline of state employees."

British bank raises its forecast for oil price in 2020

The Parliamentary Services Committee announced, on Monday, its intention to host the Minister of Transport and the director of the Iraqi Ports Company to discuss the file of establishing Al-Faw port, considering his success by making Iraq the commercial destination of the world.

A member of the Parliamentary Services Committee, Burhan Al-Maamouri, said in a press conference with a number of members of the committee and attended by the correspondent of Shafaq News Agency, that "the large Faw port project is considered the effective lung of Iraq, and he wished all the Iraqi people with good because of its positive economic and sovereign returns in all aspects. Because of our urgent need for such a project that raises all levels and connects Iraq with most of the world's trade routes in the most important location."

Al-Mamouri revealed "a deliberate delay in the implementation of the project phases," wondering about "the reasons that impede implementation." He referred to the "developments circulating in many media outlets and some concerned parties regarding changing some paragraphs of designs in order to provide the necessary sums to expedite its completion, which leads to its lack of effectiveness and the lack of capacity for cargo, especially what is going on around depths, length of sidewalks, etc."

Al-Mamouri stressed the need to "fully adhere to the original designs and preliminary statements that were contracted and not to allow a paragraph to be reduced or deleted or to cancel a specification in order to reduce costs, and to provide the House of Representatives (the Services Committee) with a detailed report confirming that the initial designs are not tampered with." He stressed, "the necessity for all paragraphs, proposals and facilities of the port to meet the initial criteria that qualify the Grand Port of Faw to be one of the most important ports in the region and to be able to link commercial and according to the design capacities for which it was established." He pointed out that "his committee decided to host the Minister of Transport and the Director of Ports to discuss the above matters and to reassure the members of Parliament and all of our honorable people, and to cut off doubts with certainty for the success of this giant project that will make Iraq the commercial destination of the world."

Khaled Shawani, the regional minister and responsible for the dialogue file between the Kurdistan Regional Government and the Iraqi federal government, revealed on Monday that the regional government has formed a supreme committee regarding the disputed areas, indicating that the committee is about to meet to hold consultations with Baghdad. 

He added, Shawani, in a joint press conference with Khosrow Abdul Hakim, the official in charge of coordination and follow-up in the regional government, that "the supreme committee will put its recommendations before the regional government and on its light start consultations with Baghdad, adding that "it is not possible to remain silent on what is happening in the disputed areas. Because attacks on the Kurds continue." 

He explained that "the process of Arabization is continuing, and the situation cannot continue as it is now in conflict areas, and the regional government’s approach is to address the problems according to the law and revive the constitutional Article 140," noting that "these areas cannot be abandoned and we will intensify our efforts during the period." Near next."  "During our last visit, we spoke in detail with the Iraqi Prime Minister, Mustafa Al-Kazemi, about the processes of Arabization," Shwani added.

Commenting on the problems of agricultural lands in Kirkuk, Shwani pointed out that "the acting governor of Kirkuk (Rakan al-Jubouri) plays a major role in the Arabization process and he brings Arabs, and there are also judges in Kirkuk who issue judicial orders in favor of Arabs who practice the process of Arabization in Kirkuk." 

In response to a question about sending financial dues from Baghdad, Shawani said, "Until now, we are bound by financial obligations and the Iraqi government is also committed, but so far the amount of 320 billion Iraqi dinars has not reached the region."  He continued, "The committee concerned with the security, military and administrative situations in the Kurdish regions outside the region held its meeting today, and the committee will present its recommendations to the regional government," noting that "since 2017, 61 Kurdish officials have been changed and removed and their substitutes have been appointed, and this is an expression and a demographic change in Kirkuk."  

Kirkuk and the other disputed areas were subjected to a large-scale demographic change in the era of the former regime in favor of Arabs at the expense of the Kurds and Turkmen The former regime expelled the Kurdish and Turkmen citizens from their homes and agricultural lands and gave them to Arabs brought in from other provinces.

After the overthrow of the dictatorial regime in 2003, many Kurdish citizens returned to their homes and agricultural lands according to Article 140 of the Iraqi constitution, which stipulates the removal of demographic change policies and then conducting a census of the region’s population in preparation for the final stage of conducting a referendum whereby the residents of those areas choose to join the Kurdistan Region or Federal government in Baghdad.

It was scheduled to complete the implementation of Article 140 at the end of 2007, but the Kurdistan Region repeatedly pointed the finger at the federal authorities for obstructing the settlement of the dispute over those areas. In the last chapters of the return of Arabization to the Kurdish regions, the return of Arabs from the Shammar clan to the village of Balkana and the deportation of the Kurds returning to it after 2003, based on the directives of the acting governor of Kirkuk, Rakan al-Jubouri.

For his part, Khosrow Abdel Hakim, the official in charge of coordination and follow-up in the cabinet of the regional government, said, "The areas outside the region are important areas, and this is why the regional government always stresses to address the problems of these areas among the other pending files between the two parties." He pointed out that "this supreme committee will also prepare a detailed report on the crimes committed by ISIS in the conflict areas, and we will work to make ISIS crimes in conflict areas as crimes against humanity and genocide committed against the residents of these areas."

Abdul Hakim added, "Previously, an office was opened in Dohuk under the supervision of a judge, and all crimes committed against Kurdish citizens, as well as places of mass graves, were recorded and documented. Currently there is good coordination with the United Nations to internationalize this file."

A member of the committee, MP Ghaleb Muhammad, said in a press interview, "Iraq is an industrial country with large natural resources and large oil and gas reserves, but the weak governments that succeeded in Iraq after 2003 have thought about how to collect money instead of the building and reconstruction process. He added that "Iraq until now imports oil derivatives from gasoline and gas oil (kazoil), indicating that" Iraq's annual import of these derivatives amounts to 3 trillion dinars annually

Muhammad indicated that "Iraq is prepared to establish petrochemical plants as a result of the presence of large reserves of gas in the Kurdistan Region, Diyala, Anbar and in the southern regions of the country, as well as large quantities of reserves of oil. He pointed out that "the establishment of these factories would employ thousands of young workers, and the materials produced from these factories generate large profits, more than 10 times the money, if compared to the process of selling a cubic meter of gas or one barrel of oil
