Iraq signs 3 agreements with the European Union

The minister added, “We also agreed with the European Union to extend the work of the energy agreement that includes work to modernize the energy sector, in cooperation with the World Bank, with the aim of carrying out reforms in the electricity and gas sectors, indicating that the second agreement was agreed to extend the work. In the field of supporting the economy and creating job opportunities, through the European Union’s contribution through UNESCO, to implement the project to revive the old city of Mosul. The agreement also includes improving the livelihoods of youth in Basra Governorate, through the implementation of a range of important projects.

For his part, the Ambassador of the European Union, Martin Hawth, expressed his happiness at the signing of the agreements, indicating that "Iraq is one of the priority countries within the global response plan implemented by the Union in cooperation with the World Health Organization, for the period from 2019-2023," noting that "the Union contributes also in the development of the agricultural sector in the Nineveh Plains region, and facilitating the return of displaced persons, pointing out that the number of projects that the European Union is implementing to support development in Iraq amounted to (69) projects during the period from 2016 to 2024.

Today, Sunday, the European Union signed a financing agreement with the Iraqi government in the amount of 90 million euros to support socio-economic recovery, stability and socio-economic development in Iraq.  

The  development assistance package amounting to 90 million euros was signed between the European Union, represented by the European Union Ambassador to Iraq and Planning Minister   Khaled Najm.

This package is part of the wider European Union response, worth 159 million euros, which was announced in August 2020 to support Iraq in responding to the multiple shocks affecting the country, especially the response to the Covid-19 pandemic. 

He told Martin Haute, the European Union ambassador in Iraq , "We are proud to announce the signing of the agreement with the Iraqi government. The European Union is a long - term partner of Iraq, and this new funding from the European Union underlines our commitment to support the government 's efforts to intensify its work in the economic recovery and economic reforms. It will The activities stipulated in this package contribute to creating job opportunities, providing basic services and advancing structural reforms such as social protection and reducing corruption.

The European Union has led international development and humanitarian efforts in addressing the crisis that Iraq is going through, in response to humanitarian needs and in support of stability and development in the country.

To combat Covid-19 at the global level, the efforts of the European Union, its member states, the European Investment Bank and the European Bank for Reconstruction and Development joined forces and announced the allocation of more than 20 billion euros to support the efforts of partner countries in addressing the pandemic. 

Through the “European Team” approach in Iraq, an amount of € 159 million will be raised in the short term to support the COVID-19 response in a larger scale. This includes reorienting existing activities, as well as providing new funds to respond to the acute crisis. 35 million euros will be allocated for urgent humanitarian needs, including health care, water, sanitation and protection, with priority given to the most vulnerable population groups such as the displaced. While the remaining 124 million euros will be directed to address the socio-economic impact of the crisis in Iraq by creating job opportunities - especially for Iraqi youth - and developing small and medium businesses and the private sector, especially in the agribusiness sector.

A member of the Parliamentary Finance Committee, Ahmed Haji Rashid, revealed on Sunday that the government had returned the draft budget law for the year 2020 to the Ministry of Finance to reconsider some of the items.

Rashid said in a televised statement followed by Al-Akhbariya that "the Parliamentary Finance Committee was awaiting the arrival of the draft fiscal budget law for the year 2020 to the House of Representatives, explaining that the Council of Ministers returned the project to the Federal Ministry of Finance."

US gives Iraqi Kurdistan Peshmerga $250 million worth of Humvees, ammo

The United State is paying more than $15 million per month toward peshmerga salaries, despite recent progress in Baghdad’s relations with the KRG.

Peshmerga units are considered essential in keeping the lid on extremist groups such as IS, but continue to suffer from political factionalism and nepotism, coalition military officers told Al-Monitor at a training facility in Sulaimaniyah last year.

The coalition has urged the peshmerga and Baghdad’s security forces to coordinate more closely and patrol the disputed territories between federally controlled Iraq and the Kurdistan region. The US-led coalition says IS remnants often take refuge in the territories. During last month's strategic dialogue with Iraqi leaders, Washington officials said progress has been made on joint security cooperation. IS lost its last pocket of territory in a battle at Baghouz in Syria, near the Iraqi border, in March 2019.

The Trump administration is reducing its presence in Iraq by roughly a third this month, to 3,000 personnel, the head of US Central Command Gen. Kenneth “Frank” McKenzie, said last week. Earlier this year, the coalition departed several smaller Iraqi military bases around the country to consolidate at larger facilities such as Union III in Baghdad’s Green Zone and Erbil air base.

In an attack that is the seventh of its kind since the beginning of this month, gunmen carried out, at dawn today, Tuesday, a new missile attack targeting the Green Zone in the center of the Iraqi capital, Baghdad, hours after two explosive devices targeted two convoys of the International Coalition Forces in the governorates of Qadisiyah and Babil, in the south of the country.

The information adds that the missile attack constituted a disturbing development in terms of quality. It is very clear that the state militias tamper with the security, stability and prosperity of Iraq, and they are also insistent on hijacking Iraq and making it one of Iran's tools in its struggle with the United States of America. Today in Iraq there are dozens of TV and radio channels and websites funded by these militias that work according to unified and coordinated directives to attack any writer who publishes anything contrary to their influence or even opposes Iranian trends in Iraq and the region. Iran, which established, trained and supported these militias, has become the red line of the Republic of Terror that controls Iraq. Any talk about Iranian or state influence in the militia republic of terror became like criticism of Saddam and his family in the former Republic of Fear.

Al-Kazemi's strategy, which is based on strengthening the state's security institutions on the one hand, and containing the activities of these militias by urging the Shiite leaders that have influence over these militias on the other hand, will not have more time to pursue them. Al-Kazemi's approach against the pro-militia seeks to restore respect to the state, and to secure its resources that have become plundering them, because they can only reject Iranian hegemony over the Iraqi reality.

Al-Maliki realizes that the multiplicity of constituencies within one governorate will eliminate his hopes of returning to the forefront of the political scene from the gate of the next parliament, because his audience is distributed among the various southern governorates, and it needs to gather during the poll in order to be useful at the mathematical level, unlike Al-Sadr who has in all Province enough of the public to win the number of seats planned.

Despite the pragmatism of Al-Maliki's position and his endeavor to preserve his political interests that he places above all considerations, including those of the country, his objections are based on technical and legal facts that cannot be overlooked.

The multi-district formula requires that the boundaries between the districts and sub-districts of each governorate be clear and fixed, which is not the case in Iraq. Rather, the differences reach the borders of the governorates themselves and their relations between each other. For example, there are conflicts between Arabs and Kurds over many areas in the north of the country, while Shiites and Sunnis are fighting over the borders of other provinces in southwestern Iraq.

The Ministry of Planning is unable to provide final lists of the names of districts and sub-districts for all regions of Iraq, due to the perceptions of the political forces crossing the borders and others.

Observers say that applying the constituency formula for each seat is almost impossible in light of the existing complications, and may hinder the holding of elections in the first place. Therefore, there is talk about a “compromise” that guarantees multiple districts in each governorate, without requiring that one district be defined for each seat.

Law experts and political advisers representing various forces and independent organizations with the support of the United Nations are studying the best options for the upcoming electoral process.

Prime Minister Mustafa Al-Kazemi supports the district formula for each seat, but he is open to discussing a proposal that states that each governorate should be considered four electoral districts, or that the whole of Iraq be considered 80 electoral districts, each producing 4 representatives, so that the number of representatives in the new parliament is 320 before adding minority representatives.

The Electoral Commission says that it may not be able to hold the polling at the date set by the government - which is June 1, 2021 - unless the controversy over the election law is settled quickly.

A member of the Parliamentary Finance Committee, Faisal Al-Issawi, told Shafaq News, "The General Secretariat of the Council of Ministers is conducting an audit of numbers, schedule, details, data and some amendments to the items of the general budget for the year 2020."


Al-Issawi explained that "the government has committed itself to sending the general budget to parliament this week," suggesting that it will reach Parliament "before the end of the week." He pointed out that "the Parliamentary Finance Committee did not know these details because it is one of the government's duties, and the details of the budget will be known as soon as it reaches Parliament."

For his part, a source in the General Secretariat of the Council of Ministers told Shafaq News that "the secretariat will send this Monday, the draft law of the Iraqi state budget for the year 2020 to the House of Representatives."

Committee member Jamal Cougar told Shafaq News earlier that the general budget for the year 2020 has not yet reached the House of Representatives, and he explained that the Parliamentary Finance Committee is not able to view its details until after it reaches the parliament.

On September 14, the Iraqi Council of Ministers approved the draft federal budget bill for the year 2020, indicating that it was sent to the House of Representatives.

The Parliamentary Economic and Investment Committee revealed, earlier, that the size of the federal budget deficit for 2020 amounted to 45%, indicating that it focuses on securing salaries and financing the ration card, as well as facing the Corona pandemic.
