In recent years, the Iraqis have reached the conviction that eliminating political, financial and administrative corruption in Iraq is impossible, after they became certain that the continued existence of political parties completely depends on what their representatives steal from the state. Some activists even suggested legalizing corruption, such as the annual budget specifying a share Each party has public money, so that the state can get what it can use to serve the population.

But Al-Kazemi's awaited campaign against corruption whales was long overdue, and yet when its first signs appeared during the past three days, it garnered widespread popular sympathy.

Al-Kazemi had formed a special committee to follow up major corruption cases, which was surrounded by much controversy, headed by the prominent General Ahmed Aburjief, and it was said that he had unlimited powers.

The campaign began with the arrest of a middle-level official, Ahmed Al-Saadi, the director of the retirement department, which raised questions about the goals that Al-Kazemi could reach and his seriousness about pursuing adults.

But the excitement was doubled when Bahaa Abdul Hussain, director of the "Key Card" company concerned with facilitating the payment of salaries of retirees, was arrested while he was about to flee from Baghdad airport two days after Al-Saadi was arrested.

Informed sources said that Al-Saadi made confessions that led to the discovery of a wide network of money laundering, serving officials, politicians and parties, and relying on collaborators in Beirut.

Hussein's arrest caused a sensation, due to his strong ties to former officials and current leaders.

The sources indicate that the arrest of Abdel-Hussein may lead to the arrest of other personalities and the recovery of funds from inside and outside the country.

The new campaign of arrests also included the director of the Agricultural Bank, Adel Khudair, and 12 employees under his command.

Official authorities did not reveal the reason for Khudair's arrest, but informed sources said that investigations linked him to the disappearance of huge sums of money in what is known as the "agricultural initiative", which dates back to the era of former Prime Minister Nuri al-Maliki.

Al-Maliki took advantage of the coincidence of the rise in oil prices and the increase in Iraq's production of oil during his reign to obtain explosive budgets, but his government was not associated with any achievements despite this, leaving behind the largest files of corruption and waste of public money.

Al-Maliki’s name appeared in another case that Al-Kazemi is following, related to a giant water project in Baghdad, on which millions of dollars have been spent, without completion.

Judicial sources said that travel bans were issued against Dhikra Alloush, the former Secretary of Baghdad, and Director of Contracts at the Ministry of Planning Azhar al-Rubaie, due to their suspicion of collusion in dropping a fine of about $ 100 million on the company implementing the water project, as well as the arrest of the director of the Capital Water Department.

The executing company’s manager, a contractor named Essam al-Asadi, has a close relationship with al-Maliki, and information indicates that he is still managing his broad commercial interests, under various interfaces.

But the biggest blow in this campaign is that of Shaker al-Zamili, who is the head of the Baghdad Investment Commission, whose information indicates that he is closely related to the broad commercial interests that concern the Lebanese Hezbollah in Iraq.

Al-Aboudi says that "there are concerns about the possibility of political motives behind this campaign," noting that "Al-Kazemi overlooked the constitutional contexts by forming this special committee to combat corruption."

"The committee may be involved in corruption of some kind," he said, noting that the Fatah bloc to which he belongs, and is the only political representative of the Iraqi militias affiliated with Iran in parliament, "will face any selective and retaliatory measures that explode the situation in the country."

He went on to say that "fighting corruption needs political agreements," meaning that Al-Kazemi must seek permission from the parties before arresting their corrupt persons, because "Al-Kazemi's current steps are not legal, and there may be reactions against them."

As for the member of parliament for the "Iraqis" coalition, Ali Manea, he considered that the sanctions on Tehran would be detrimental to Iraq, assuring to Al-Araby Al-Jadeed that “the exceptions previously obtained by Iraq were temporary. The Council completed the first reading of the draft law amending the Law of the Iraqi High Criminal Court No. (10) of 2005 submitted by the Legal Committee in view of the criminal gravity that the so-called terrorist organization poses for Iraq and the international community and the ugliness of the crimes that They committed and resulted in brutal massacres that amounted to international crimes.

"The council has completed the first reading of the draft law of the National Authority for Nuclear, Radiological, Chemical and Biological Regulation submitted by the Higher Education and Scientific Research, Health and Environment Committees, to benefit from the peaceful uses of atomic energy in the medical, agricultural, industrial and educational fields and to conduct multiple applied research and to avoid the inherent dangers of ionizing radiation on workers," the statement added. , Society and the environment, including the illegal disposal of nuclear, chemical, biological and radioactive sources, and to establish a legal framework to control them."

Al-Shammari became the 'icon' of involvement in the killing of demonstrators during the popular protests, as the Zeitoun Bridge, in the Dhi Qar governorate, witnessed a massacre, in which dozens were killed and wounded, in which al-Shammari was accused, who arrived by order of the Commander-in-Chief at the time, Adel Abdul-Mahdi.

Al-Kinani explained that "the president of the Dhi Qar Appeals Court showed great cooperation as promised, and explained to the families of the martyrs and demonstrators all the legal joints that concern the demonstrations and the court's procedures during the recent period, and 15 arrest warrants were issued against officers of the security services who participated in the suppression of peaceful demonstrations, and the issuance of an arrest warrant against the President The former security committee, Sayed Jabbar Al-Mousawi, with the confiscation of his movable and immovable property in the case of the events of 10/26.    

The Deputy Governor of Dhi Qar stated that “the arrest warrant against Jamil al-Shammari has been renewed, preventing him from traveling and confiscating his movable and immovable property, provided that the arrest warrant is executed exclusively by the command of the Commander-in-Chief of the Armed Forces and no one else. A member of the Parliamentary Economic Committee , Nada Shaker Jawdat, said that she has confirmed information that no agreement has yet been reached between Baghdad and Erbil regarding the delivery of oil imports and ports to the central government, pointing out that things are still ambiguous.

Jawdat said in a press statement: “The visit of Prime Minister Mustafa Al-Kazemi to Kurdistan did not put points in the letters about the revenues that our Iraqi Kurdistan receives, and the truth about what happened has not been revealed, and whether the Erbil government will fulfill its commitments made in the negotiations.


She added that «the federal government and the Kurdistan Regional Government did not reach any agreement regarding oil and non-oil revenues, nor did he reveal what the Prime Minister’s recent visit to Kurdistan had achieved regarding the outstanding issues between the two parties. Pointing out that «our information says that there is no agreement between the two parties regarding the delivery of oil revenues, border crossings and airports to the treasury of the federal government».

Jawdat stressed "the necessity of a fair distribution of wealth among the Iraqi people, and subjecting Kurdistan's revenues to the federal state treasury."

Parliamentary Finance: The government has not yet sent the 2020 budget bill

The Parliamentary Finance Committee confirmed, on Saturday, that the government has not yet sent the draft federal budget for the year 2020 to the House of Representatives, calling on it to expedite sending it for the purpose of voting on it.

A statement by the committee said, "Referring to the extraordinary session of the Council of Ministers on Monday 14/9/2020, in which the draft Federal Budget Law for the year 2020 was approved, as the Finance Committee confirms that the Council of Ministers has not sent the budget until now."

The statement added, "The Finance Committee urges the government to expedite sending it for the purpose of voting on it, as it contains paragraphs that serve all segments of the people."

Stealing more than one billion dinars in banking and thwarting the bombing of southern Iraq

An official security source said on Sunday that unidentified gunmen robbed a banker of more than one billion Iraqi dinars, or nearly one million US dollars, in the center of Basra Governorate, in the far south of Iraq.

The source told Shafaq News that the incident took place in the city center, as the gunmen stole the aforementioned amount from the owner of the exchange and fled to an unknown destination. The source added that the security forces began to open an investigation into the incident, without giving further details.

In recent times, killings, looting, and looting have increased in separate areas of Iraq due to the deteriorating economic conditions, and social problems, indicating the increase in violence in the country, according to what security specialists indicate. On the same level, the security forces thwarted a detonation of an explosive device in the same governorate, according to what was reported by the Explosives Control Directorate at the Ministry of Interior.

The directorate said in a statement today that "after receiving a call to explosives experts stating that there was a homemade device in Basra police station, it was seized inside one of the wheels at one of the checkpoints of the 9th Basra Emergency Regiment, and immediately a specialized work team was formed and went to the scene of the accident and treated it according to Standard procedures."
