The head of the Parliamentary Finance Committee, Haitham al-Jubouri, confirmed, on Sunday, that the beginning of next week will witness the arrival of the 2020 budget to the parliament building, pointing out that the deficit will be 65%.

"At the beginning of next week, the 2020 budget will reach Parliament, with a deficit of 65%," Al-Jubouri said in a televised statement followed by Al-Malouma.

He added, "The government promised to present the 2021 budget at the end of next month."

And that "the salaries of employees in 2003 amounted to 6 billion dollars, while in 2020 it amounted to 50 billion dollars."

He pointed out that "the Federal Service Law provides for a new salary scale."

He explained that “the draft budget allows the Ministry of Education to contract with free lecturers covered by paragraph 15 of Cabinet Resolution No. 340 of 2019.”

He mentioned that the draft budget stipulated that the Ministry of Health be committed to the inclusion of those with the supportive health professions mentioned in Article 5 of Article 1 of Law No. 1 of 2020 with respect to the appointment of the owners' movement degrees in the Ministry of Health and the health departments in the governorates by 25 percent of the vacant degrees, as well as the period The contract for permanent owners is an actual service for the purposes of bonus, promotion and retirement, provided that retirement pensions are met. Shafaq News / The Parliamentary Finance Committee revealed, on Monday, that the amount of external debt owed by Iraq is $ 25   billion and the internal debt is 85 trillion dinars, while it indicated that the general budget provides salaries for employees for the remaining months for the current year 2020.

Committee reporter Ahmed Al-Saffar told Shafaq News, "The parliament will start the procedures for discussion and reading the draft general budget law for the year 2020," indicating that it will be "approved as soon as possible if it reaches the parliament."

Al-Saffar expected "it will be approved by the next session of the Council of Ministers and sent to Parliament next week," adding that "the budget includes within its law internal and external borrowing."

He pointed out that "the government will secure the salaries of employees for the remaining months of the year 2020," noting that "the volume of debts owed by the government to banks and banks amounted to 25 billion dollars abroad and 85 trillion internal dinars."

Iraq did not approve the financial budget due to the resignation of the previous government at the beginning of this year under the weight of unprecedented popular protests, and then the outbreak of the Corona epidemic in the country; That caused a financial crisis that resulted from a significant drop in oil prices.

The Iraqi government is struggling to secure employee salaries and other operating expenses due to the collapse in oil prices due to the Corona pandemic, which has crippled large sectors of the world economy. The country relies on revenues from selling crude to finance 95 percent of state expenditures.

It is noteworthy that, on June 24, parliament approved a bill submitted by the government for internal and external borrowing. 

The government had submitted the bill, which includes foreign borrowing of $ 5 billion, and internal borrowing of $ 15 trillion to bridge the country's fiscal deficit.
