A document issued by the Ministry of Finance two days ago stated that the value of the proposed budget amounts to 120 trillion and 160 billion Iraqi dinars, with a deficit of 70 trillion and 637 billion Iraqi dinars. According to the document, 48 trillion and 953 billion Iraqi dinars were covered from the deficit, and the remaining 21 trillion and 684 billion Iraqi dinars were covered.

Iraq has not passed the fiscal budget law as a result of the protests crisis that has swept the country since October 2019 and toppled the previous government.

Mustafa Al-Kazemi's government faced difficulties in preparing the draft budget at a time when the country suffers a stifling financial crisis, caused by the collapse of oil prices in world markets, as the country depends 97 percent on oil revenues to finance the country's annual budget.

We have a positive local experience that adopted the fingerprint for years in many institutions and achieved desired success, and prevented manipulation of the financial allocation, in addition to the fact that it revealed that large numbers of those who earn more than one salary in some institutions exceeded, why is the password used at this time?

We are looking for the best and most appropriate option that undermines corruption and we find it in our hands, but our choice goes towards another, less accurate than fingerprint, and it may be an outlet for corruption, unlike the ambition aimed at reducing manipulation With money.

In an interview with (Baghdad Today), Cougar said, "There are three main reasons that prompted the Iraqi government to send the budget for the remaining three months of this year 2020, the first of which is the current borrowing law, which will end with sending the budget, which requires another law legislation, and secondly: It is related to the government. That remains in the circle of instability in the event that the budget law is not legislated. "

He added that "the third and important reason for sending the budget is promises of appointment or confirmation of some segments that have recently obtained functional degrees, which will remain ink on paper, unless there is financial cover."

Cougar added that "the deficit in the budget for the remaining months of this year is not real at all," indicating that "the resources of the past state are less than its need to spend and pay its financial needs in all directions."

And the spokesman for the Prime Minister, Ahmed Mulla Talal, announced on Monday (14 September 2020) the approval of the draft General Budget Law 2020, and sending it to Parliament. 

Talal said in a tweet, on the Twitter platform, followed by (Baghdad Today), that “in order to organize the spending process and secure the necessary expenditures for the remaining three months of the fiscal year, and as a commitment from the government to the decision of the House of Representatives, the Cabinet approved the draft Federal Budget Law 2020, And send it to the House of Representatives. "

For its part, the Prime Minister's Office stated that the Council of Ministers voted on the Federal Budget Law of the Republic of Iraq for the fiscal year / 2020. 

The media office said in a statement received (Baghdad Today), that the law has been referred to the House of Representatives based on the provisions of Articles 61 / Article 1 and 80 / Clause 2 of the Constitution.

The media office of the Central Bank said in a statement received by Al-Mustaqilla today, Thursday, that “The Governor of the Central Bank of Iraq, Mustafa Ghaleb Al-Kitab, met with the President of the Supreme Judicial Council, Judge Faik Zaidan.”

The statement quoted the book as saying that "a deliberate banking plan has been developed that will develop the work of the central bank, strengthen the national currency and deal with negatives in cooperation with the courts specialized in joint work with the central bank."

For his part, Zidan said, "The selection of independent personalities from among the affiliates of state institutions to manage these institutions gives an indication of the government's seriousness in pursuing the professional institutional approach in building the state as well as emphasizing the importance of preserving the independence of the Central Bank in accordance with the constitution and the Central Bank of Iraq law."

Zidan stressed, "The need to adhere to banking laws, the law against money laundering and terrorist financing, and the instructions issued pursuant to them, to build a solid banking sector capable of facing financial and economic challenges and providing real opportunities for development."
