Ahmed Mulla Talal, a spokesman for the Iraqi Prime Minister, Mustafa Al-Kazemi revealed, on Monday, that the government will soon remove important names and refer them to the judiciary on charges of corruption.

"The statement of the religious authority is supportive of the government, and the government is going to fight corruption," Malal Talal said in a press conference attended by Shafaq News Agency correspondent. 

The supreme religious authority, Mr. Ali al-Sistani, during his meeting with the Special Representative of the Secretary-General of the United Nations in Iraq, Jeanine Hennes Blashardt, announced his support system" rel="">support for holding early elections as scheduled (June 2021), and the completion of the government program in the application of social justice, and the prosecution of criminals, including the killers of the demonstrators and the fight against corruption. And enhancing the performance of the security forces, imposing the prestige of the state and confining weapons in its hands.

These directives were welcomed by the presidents of the republic, Barham Salih, ministers, Mustafa Al-Kazemi, Parliament, Muhammad Al-Halbousi, and a number of political blocs, who confirmed their support system" rel="">support for holding early, free and fair elections.

Mulla Talal added, "Soon you may hear about the removal of important names and their referral to the judiciary as a result of corruption files."

Since its formation last May, the Al-Kazemi government has made wide-ranging changes in high-ranking positions in the state, affecting security leaders and high-ranking officials in the administration and financial institutions. These changes come within the framework of reforms in state institutions and the fight against corruption.

Mulla Talal indicated that "the fact-finding committee will soon be formed to find out the killers of the demonstrators," stressing that "the current government will not neglect any of the rights of citizens."

The leader of the Salvation and Development Front, Atheel Al-Nujaifi, commented on Monday, that Prime Minister Mustafa Al-Kazemi made major changes in a number of government positions, stressing the need to get rid of the "deep state".

Al-Nujaifi said, to Shafaq News, that “Prime Minister Mustafa Al-Kazemi must be given room for change,” indicating that “the presence of some political figures in the names assigned to important positions in the Iraqi state is not a defect, but if these figures have indications of corruption or negative suspicions, Here the defect will be."

He added, "It is not a shame if he was a politician or was a former minister. It is not reasonable to ask Al-Kazemi to choose all new, untested characters, and he also did not force them. Therefore, these new characters may be corrupt and worse than the old ones, and there is no problem in all these matters." Not even in the matter of quotas, in principle."

He explained that "the main issue that must be addressed is whether these personalities are competent to manage these positions or not. Today, Monday, the President of the Kurdistan Regional Government, Masrour Barzani, received the US Ambassador to Iraq Matthew Toller and his accompanying delegation.

According to the provincial government’s statement, which was attended by the US Consul General in Erbil Rob Waller, the meeting “discussed strengthening relations between the Kurdistan region and the United States, and developments in the Iraqi situation were discussed.”

Barzani touched on "the relations between the Kurdistan region and the federal government in light of a positive atmosphere and a favorable opportunity to settle all outstanding problems on the basis of the constitution, and to implement all the understandings reached by the two sides, taking into account the rights and financial entitlements of the Kurdistan Region in the interest of all Iraqi citizens."

Barzani highlighted the undesirable situation in the Kurdish regions outside the administration of the region, and expressed concern about the actions that are being exercised against Kurdish citizens in those areas, and pointed to the ongoing threats to the terrorist organization ISIS, and said: “We stress the need for security coordination between the Peshmerga forces and the army. Iraqi ”.

The American ambassador expressed his country's readiness to strengthen economic cooperation between the Kurdistan region and the United States, and urged American investors to invest in the region. In the meeting, they discussed ways to enhance coordination and frameworks for cooperation with the United States in order to advance the talks between Erbil and Baghdad, and overcome the financial crisis and the current health situation.

The Kurdish leader, Masoud Barzani discussed, on Monday, with the American ambassador to Iraq, the political situation in the country.

According to the statement by the office of Barzani, who is the leader of the Kurdistan Democratic Party, the American ambassador to Iraq, Matthew Toller, conveyed the greetings of US Secretary of State Mike Pompeo to Barzani and stressed the friendship between his country and the Kurdistan Region, and declared that the Kurdistan Region has a special status and importance among the American decision-making centers.

The American ambassador also offered that his country, within the framework of the strategic dialogue, wants to help its friends in Iraq and the Kurdistan Region to address the problems and strengthen the institutions of the Iraqi state. Toller also stressed the country's continued coordination and cooperation with the Peshmerga forces.

In another aspect of the meeting, and after Barzani's affirmation of the friendly relations between the Kurdish and American peoples, he thanked the institutions and the American decision-making centers for their concern for the situation and the status of the Kurdistan Region. The two sides also discussed the political situation in the region, the challenges facing the Iraqi government and the upcoming Iraqi elections, as well as the implications of the Corona virus on the economic, social and psychological aspects of society.

The Ministry of Commerce announced, on Monday, the launch of the One Stop Shop project in the Companies Registrar Department.

Trade Minister Alaa Al-Jubouri said, in a speech delivered on his behalf by the Deputy Administrative Secretary Walid Al-Mousawi, during a ceremony held at the General Secretariat of the Council of Ministers and attended by Torhan Al-Mufti, the representative of the government in the House of Representatives: “Today we celebrate a great achievement, which is the one-window electronic system program linking the companies registration department With the Federation of Chambers of Commerce and the Baghdad Chamber of Commerce."

He added, "Vigorous efforts have been made to complete this program, during which a series of consultative meetings and field visits were held by the concerned authorities in the Ministry of Trade with representatives of the World Bank and the Economic Department of the American Embassy being the donor for this project, and this program has been successful despite the circumstances and obstacles presented by I encountered it in cooperation with the General Secretariat of the Council of Ministers and the Ministry of Commerce."

Al-Jubouri added, "We in the Ministry of Trade as part of the Iraqi government believe that the automation of business in state institutions is the cornerstone of the real economic development process in Iraq, so that we will start afterwards to accomplish more advanced stages until all work is transformed in the company registration department in the Ministry of Commerce and the other departments and institutions associated with it."  To be electronic, as the Iraqi government is determined to develop the business environment in Iraq and that the Companies Registrar Department is the economic gateway to Iraq." The minister affirmed that "this electronic program will lead to speedy completion as well as transparency in dealing and creating a solid and sophisticated database."

The Finance Committee reveals the fate of the salaries for the remaining months of the current year

The Parliamentary Finance Committee revealed, on Monday, that the amount of external debt owed by Iraq is $ 25 billion and the internal debt is 85 trillion dinars, while it indicated that the general budget provides salaries for employees for the remaining months of the current year 2020

The committee's reporter, Ahmed Al-Saffar, said in a press statement, "The House of Representatives will start the procedures for discussion and reading the draft general budget law for the year 2020," indicating that it will be "approved as soon as possible if it reaches the parliament

Al-Saffar expected, "it will be approved by the next session of the Council of Ministers and sent to Parliament next week," adding that "the budget includes within its law internal and external borrowing

He pointed out that "the government will secure the salaries of employees for the remaining months of the year 2020," noting that "the volume of debts owed by the government to banks and banks reached 25 billion dollars abroad and 85 trillion internal dinars

The government had submitted the bill, which includes foreign borrowing of $ 5 billion, and internal borrowing of $ 15 trillion to bridge the country's fiscal deficit

The Parliamentary Finance Committee has set the date for submitting the reform paper by the Finance Ministry to Parliament for discussion, while indicating that hosting Allawi focused on three files.

The committee's rapporteur, Ahmed Al-Saffar, said in a statement to the official agency “Conscious” and his / her subsidiary “The Information /”, that “the Parliamentary Finance Committee held a meeting with the Minister of Finance, the Undersecretary of the Ministry, the General Directors of Tax and Customs, Rasheed and Rafidian Bankers, to discuss the economic crisis, the draft budget law, and the economic reform paper.”

Al-Saffar pointed out that "the Parliamentary Finance Committee is awaiting the sending of the draft budget law for the year 2020, since the project is still in the Council of Ministers," indicating that "the budget will include borrowing and a mechanism for facing the economic conditions and conditions for the next three months."

SULAIMANI — Spokesperson for the federal Council of Ministers said on Monday (September 14) that the council approved 2020 budget bill and will send it to the Council of Representatives.

Spokesperson Ahmed Mula Talal said during a press conference that the budget is to regulate the government spending for the next three months and the process of internal and external borrowing.

“There is large deficit in the 2020 budget, but the government plans to avoid this deficit,” he said.

He added that the budget secured the salaries of public sector workers, retired employees, and workers of social care.

“2021 budget will be different and will address many issues of concern to citizens, and the 2021 budget is in the process of preparation,” Talal added.

Iraqi Prime Minister Mustafa al-Kadhimi appointed on Monday Mustafa Ghaleb as governor of the Central Bank of Iraq, and Khaled al Obaidi as undersecretary of operations affairs at the Iraqi National Intelligence Service.

Media said the move comes as part of other appointments made by the Iraqi premier.

ERBIL, Kurdistan Region – Nine months into the fiscal year, the Iraqi government submitted its draft 2020 budget to the parliament for approval, the prime minister’s media office announced on Monday. 

The budget plan covers the last three months of the year, focuses on paying public sector salaries and pensions, and includes a massive deficit. 

“The 2020 budget draft that has been submitted by the government and sent to the Iraqi parliament has a very high deficit,” Ahmad Mullah Talal, spokesperson for prime minister Mustafa al-Kadhimi, told reporters in a press conference in Baghdad on Monday. “The 2020 budget plan will cover all the salaries of the public servants and the retired employees of the government.”

State media published details from the budget draft. Expenses are estimated to be 148 trillion dinars (about $123.7 billion) and income just 67 trillion dinars (about $56 billion), meaning the deficit will stand at 81 trillion dinars (about $67.7 billion). 

State media also revealed that Baghdad has internal and external debts of around 27 trillion dinars ($22.5 billion).

The 2021 budget is currently under review and will be different from previous years as the government aims to meet the demands of the Iraqi people, Talal said. Baghdad needs to make extensive investments in public infrastructure, such as the electricity sector. Lack of basic governmental services is a rallying cry of public protests. 

Each year sees a tedious and prolonged debate over the federal budget, and with each passing month apprehension rises over the potential disaster that could unfold if an agreement is not reached. It has happened once before. In 2014, lawmakers failed to table a budget because of low oil prices. This year, a political crisis delayed finalizing the budget draft. Baghdad had no active government for more than five months after Kadhimi’s predecessor Adil Abdul-Mahdi resigned last fall in the face of protests. Kadhimi was sworn into office on May 7.

In June, Finance Minister Ali Allawi said the government would not move forward with preparing a budget for 2020, but would instead focus on 2021.  

Iraq has almost exclusively relied on oil revenues since the US invasion in 2003. In June, Kadhimi stated that the country currently gets 94.7 percent of its incomefrom oil sales.  

The huge budget deficit is due to record low oil prices at the beginning of this year, compounded by the COVID-19 pandemic. 

The large number of civil servants is also a headache for the government. Iraq's government has three million employees on its payroll who need to be paid $36 billion annually. This figure does not include contract employees or those on daily rates, according to government data. 

Economic strife was one of several grievances that drove Iraqis onto the streets late last year. Initial calls for reform centered on unemployment, dissatisfaction with the Iraqi political elite who have dominated Baghdad since 2003, and corruption and cronyism in the public sector, but quickly evolved into calls for a complete change to the governmental system.

More than 600 people have died as a result of lethal force used to quell the nationwide protests, according to Amnesty International.

Hours after the issuance of the list of appointments to important positions, members of the House of Representatives welcomed them, with emphasis on legal points related to these changes, and the deputy of the coalition of "Iraqis" Ali Al-Badiri believed that all the changes that Al-Kazemi made in the positions related to the independent bodies fall within what he pledged In front of the people and their representatives in the House of Representatives that he “will bear the full responsibility to go the country to a safe shore.” He preceded the political forces - during the formation of the government - to give the green light to the Prime Minister and the full space to choose whom he deems appropriate to confront the government cabinet, to be responsible for it before the people Iraqi and his representatives in the House of Representatives in case of success or failure.

Al-Badiri added, "The names he announced, regardless of whether some of them are acceptable or not, are the first and last choice for the prime minister, and we have previously confirmed that we will remain supportive of the Al-Kazemi government as long as it is consistent with the demands of the masses and the reference calls for reform, change and fighting corruption."

Member of Parliament Azad Hamid said in an interview with Al-Sabah: “Those changes that have taken place in many positions and independent bodies are good. This campaign of changes came after the many demands by the street and some officials that managers and presidents who have been in office for years should be replaced, in order to be replaced by others who could devise successful strategies in line with Prime Minister Mustafa Al-Kazemi's vision of building the state.


The Parliamentary Legal Committee, for its part, had an opinion on the changes made by Al-Kazimi, as the deputy head of the committee, Muhammad Al-Ghazi, says: “The appointments announced (Monday) are considered within the powers of the Prime Minister to make changes to government positions, but they need Parliament's approval. ».

He added, "If the names are passed through the Council of Ministers and referred to the House of Representatives officially, the Council will exercise its authority to review the CVs of the new appointees," indicating that "the special grades of Deputy Minister and above must be voted on in the House of Representatives."

Al-Ghazi indicated that "Al-Kazemi's appointment to senior positions will be temporary, under the agency system, until the names that will be officially appointed are reached." 

Earlier on Monday, the Prime Minister, Mustafa Al-Kazemi, made changes to senior positions, and a government source told the Iraqi News Agency (INA) that “the changes that Al-Kazemi made in a number of positions included the following: Mustafa Ghaleb Makhaif, governor of the Central Bank, Soha Dawood Elias Al-Najjar as Chairman of the National Investment Authority, Engineer Manhal Aziz Raouf Al-Haboubi, Mayor of Baghdad, Salem Jawad Abdul-Hadi Al-Chalabi as Director of the Iraqi Trade Bank TBI, Dr. Khaled Al-Obeidi, Deputy Operations Affairs for the Iraqi National Intelligence Service, Faleh Yunus Hassan, as an agent of the National Security Agency, Faisal Wissam Al-Humais as Chairman of the Authority Securities, Sheikh Sami Al-Masoudi as Chairman of the Hajj and Umrah Authority, Alaa Jawad Hamid as Chairman of the Integrity Commission.
