A member of the Parliamentary Finance Committee, Representative Muhammad Sahib Al-Darraji, announced that an agreement had been reached in the House of Representatives with the Ministers of Planning and Finance to present the government economic reform paper at the end of this month.

Iraq government in a nutshell. Pre-occupied with things other than their jobs. And they've done little to nothing for the last 8 months. Still getting paid, I presume. New elections can't happen fast enough. I just hope it brings new faces, new dedication and change.

This part also interest me very much. How are you going to reach your goals for the people, do what you need to do, and not borrow more money . Hmmm, I know of a way to achieve that .

He explained that he will present a draft in the middle of next month for discussion and after consulting with the three presidencies, pointing out that Finance Minister Ali Abdul Amir Allawi indicated that there are previous accumulations and the treasury is almost empty, and the situation is exceptional and needs a long period.

Al-Faili said that the Minister of Finance confirmed that Iraq does not want to borrow from the International Monetary Fund because of its difficult and costly conditions.

He added, "The Minister of Finance mentioned that specifying a two-month period in Article Seven of the Borrowing Law to present the government with a reform paper or an economic development paper is not sufficient, because the period is short and the government needs six months to present this paper, especially since the official working hours have become 25 percent in the last period because of Corona outbreak, and it has become difficult to submit a repair paper during this period. "

Earlier, the Minister of Finance, Ali Abdul-Amir Allawi, confirmed that "the economic reform program needs a long time because the economic situation in Iraq is going through embarrassment due to the repercussions of previous cumulative economic policies that passed on the Iraqi state since the 1950s in the last century until now, especially the reform law legislation." The agricultural sector and the socialist package decisions, in addition to the loss of the economic vision that weakened the private sector and made all resources in the hands of governments. "

The economic crisis is the Deep State stole everything, draft budget law will discuss border, ports, oil % and newly found tax revenue and the Kurds %. The economic reform starts with a 3 month budget 2020 which will lead to fine tune the 3 year 2021 deal if the Kurds do what they say and e-governance fully implemented. IMO.... GM DV

The Parliamentary Finance Committee confirmed, on Monday, that priority is given to fixing contract and wage employees on the movement of owners during successive years, excluding everyone within a year, while indicating that there is no problem in legislating Resolution 315 and laying down its controls.   

The head of the committee, Haitham al-Jubouri, said in an interview with the official agency, which was followed by "People" (14 September 2020), that "the 315 decision if it is included in the budget law by the cabinet, there is no problem with its legislation and setting its own controls."  

Al-Jubouri ruled out "absorbing the stability of all contracts and wages in one year," describing this step as "something impossible, in light of the financial and economic conditions the country is going through."  

He pointed out that "it is possible to give priority to contracts and daily wages over the movement of owners and absorb them during successive years while preserving their pension rights."  

  

A government source revealed, on Monday, the size of the deficit in the current year’s budget and internal and external loans.  

The official agency quoted the source, and "People" followed him (September 14, 2020), that "the draft budget law for the current year voted on by the Council of Ministers amounts to about 148 trillion dinars with a deficit of 81 trillion," indicating that "the texts of the current year budget are no different from Texts in the 2019 Budget.    

He added, "The total oil and non-oil revenues in the 2020 budget are estimated at 67 trillion for a year," indicating that the spending process for the next 3 months is done through the budget.    

He pointed out that "the new internal and external borrowing in the 2020 budget amounts to 27 trillion for the purpose of meeting expenses."    

The spokesman for the Prime Minister, Ahmed Mulla Talal, confirmed today, Monday, that the 2020 budget has secured the salaries of employees and retirees and social care, while noting that the 2021 budget is in the process of preparation.    

The Cabinet approved the draft federal budget bill 2020, and sent it to the House of Representatives.    

  

The Parliamentary Oil and Energy Committee revealed, on Monday, that there are 8,000 job degrees in the 2021 draft federal budget bill for the Ministry of Oil.  

Deputy Chairman of the Committee, Rebwar Taha, said in a statement received by "People", a copy of it, (14 September 2020), that "the Parliamentary Oil and Energy Committee hosted today the Minister of Oil Ihssan Abdul-Jabbar to discuss the visions and trends related to the current policy of the Iraqi Ministry of Oil and how to deal with the oil and gas sector. In the future, pointing out that "the committee discussed with the minister the law of the national oil company and sent it to the parliament for the purpose of amending it."    

With regard to appointments and job grades, Taha commented that "8,000 job degrees for all of Iraq will be announced in the 2021 budget, by 3000 job degrees for graduates of petroleum engineering, geology and petrochemicals, and 5,000 job degrees for other majors."
