During the session, the Council postponed the vote on the first amendment law proposal to the Iraqi Commission for Approval (78) of 2017 submitted by the Economy, Investment and Finance Committees until the government’s opinion is taken regarding the financial aspect of amending the law.

The President of the Council directed each of the two committees concerned with approaching the Council of Ministers to express their opinion on amending the Iraqi Authority for Approval and Answer Law for a period not exceeding one week, otherwise the Council of Representatives proceeds with the enactment of the law.

The Council completed the first reading of the draft law of the first amendment of the General Census of Population and Housing Law No. (40) of 2008 submitted by the committees monitoring the implementation of the government program and strategic and legal planning. In order to reconfigure the General Authority for the General Population and Housing Census in light of the changes taking place in the state’s administrative structure, and to grant the Authority’s president the necessary powers to conduct the general population and housing census.

The Council completed the first reading of the proposed law to cancel the (dissolved) Revolutionary Command Council Decision No. 218 of 2002 submitted by the Legal Committee. In order to remove the unfairness of the employee who spent years of his life in compulsory service and the movements judged according to the laws of military service, and to consider that service for the purposes of bonus, promotion and retirement, and to cancel the dissolved Revolution Command Council's decision that considered that service for retirement purposes exclusively.

Al-Najm added that the delay in completing projects has led to the failure to provide services to citizens, including the presence of 42 unfinished housing complexes that need to be accurately recounted to begin their completion, in addition to the need to develop a real reform plan to address the delay in implementing projects .

The Minister of Planning stated that the Ministry had instructed to stop international obligations to pressure spending units, which led to depriving some governorates of services, noting that except for some projects in the governorates that have funds to implement their projects without requiring them for additional funds until liquidity becomes available.

Al-Najm stressed the importance of directing to alternatives in allocating funds for vital projects to complete them, especially health institutions and residential complexes in the governorates, pointing out that the inclusion of any new project requires its inclusion in the federal budget law or meets any development gap .

For his part, the Speaker of Parliament stressed the need to present any government move to negotiate any external loan to the relevant parliamentary committees before negotiating with foreign parties.

 Al-Halbousi pointed out, to address the lifting of the financial restriction taken by the previous government on contracts in the governorates that witnessed demonstrations, and to allow financial spending units to proceed.

During the session, the Council postponed the vote on the first amendment law proposal to the Iraqi Commission for Approval (78) of 2017 submitted by the Economy, Investment and Finance Committees until the government’s opinion is taken regarding the financial aspect of amending the law.

The President of the Council directed each of the two committees concerned with approaching the Council of Ministers to express their opinion on amending the Iraqi Authority for Approval and Answer Law for a period not exceeding one week, otherwise the Council of Representatives proceeds with the enactment of the law.

The Council completed the first reading of the draft law of the first amendment of the General Census of Population and Housing Law No. (40) of 2008 submitted by the committees monitoring the implementation of the government program and strategic and legal planning. In order to reconfigure the General Authority for the General Population and Housing Census in light of the changes taking place in the state’s administrative structure, and to grant the Authority’s president the necessary powers to conduct the general population and housing census.

The Council completed the first reading of the proposed law to cancel the (dissolved) Revolutionary Command Council Decision No. 218 of 2002 submitted by the Legal Committee. In order to remove the unfairness of the employee who spent years of his life in compulsory service and the movements judged according to the laws of military service, and to consider that service for the purposes of bonus, promotion and retirement, and to cancel the dissolved Revolution Command Council's decision that considered that service for retirement purposes exclusively.

The council decided to adjourn the meeting to next Thursday.

He pointed out that "30% of the electrical energy is lost, and 12% of the Iraqi population lives in slums," asserting, "We have prepared a draft law to deal with slums. We are awaiting legislation from the House of Representatives to solve this problem."

He pointed out that "the law enacted by the House of Representatives regarding the completion of studies is destructive to education, and the government is rejecting this law," explaining that "to deal with the file of higher degrees, we must separate the salary from the degree."

Al-Najm pointed out that "the opinion of the Ministry of Planning is not binding on the ministries concerned with regard to the expansion of studies," noting that "the problem in the distribution of powers, lies in those who address responsibility, especially in preparing the country's economic strategy."

The Minister of Planning explained that "the Financial Management Law was not clear in defining the role and powers of the Ministry of Planning," adding, "We completed the investment budget within the 2021 budget a month ago, and the FAO project is within the plan, and 400 billion dinars have been allocated for this project."

He stressed that "the government insists that the depth of the port be 19 meters, and is very optimistic about the completion of the project," noting, "We have suffered from poor distribution of imports, which led to an increase in poverty rates in Iraq."

He added that "the poverty line is   120 thousand dinars per person per month, multiplied by the number of family members." Chinese.

He pointed to "Memoranda of Understanding with Egypt in the health, agricultural, industrial and investment fields," and said, "We have agreed with the Saudi side, that the requirements for agricultural investment will be provided   from inside Iraq, such as feed and others."

And the Minister of Planning considered, "The crisis that Iraq faces today is not the first, and   it will disappear within a few months, but we have to work according to various new strategies, explaining that" the population of   Iraq has exceeded 40 million people.

He continued, "The aim of the census is not to know the number of the population only, but to provide a comprehensive and complete database on the reality in all its details." .

He attributed the reason for postponing the census to next year to "the pandemic and the financial crisis," and said that "the Council of Ministers authorized the Minister of Planning to announce the implementation of the census."
