A high-ranking delegation from the Kurdistan Regional Government headed by the deputy prime minister of the region, Qubad Talabani, arrived on Tuesday, in the capital, Baghdad. 

A spokesman for Deputy Prime Minister Samir Hawrami said, "The visit comes as an extension of the previous meetings between the Kurdistan Region and the federal government," according to "Rudaw".

He added that the discussions will revolve around the outstanding differences, including in particular the financial dues for the Kurdistan Region and how to fix them in the draft budget law for 2021. 

He stressed that the Kurdistan Regional Government has shown its willingness to reach an agreement with the federal government on oil and non-oil revenues and border crossings. 

The delegation will start its meetings today with the existence of sub-committees to discuss the legal details and find a way out of the controversial issues. 

So far, Baghdad and Erbil have not reached a definitive agreement, amid talk of several scenarios for an agreement. 

A member of the Parliamentary Finance Committee, Sherwan Mirza, said that there is a tendency not to rely on a percentage to determine the Kurdistan Region’s share of the budget because Baghdad had never previously committed to sending the specified rates. 

He explained that based on the population rate in Iraq, Kurdistan's share in the budget should not be less than 15%, but Baghdad has never sent this percentage of the budget during the past years, so the agreement will be on a specific amount of money instead of a percentage. 

Baghdad and Erbil previously agreed to send the federal government 320 billion dinars per month to the Kurdistan Region for the months of August, September and October until the 2021 budget is approved, in return for handing over 50% of the border crossing revenues to the region.

{Baghdad: Al Furat News} A high-ranking delegation from the Kurdistan Regional Government, headed by Qubad Talabani, Deputy Prime Minister, arrived Tuesday morning in the capital, Baghdad, to resume talks with the federal government to resolve differences and outstanding issues between the two sides.

SULAIMANI — Iraqi Prime Minister Mustafa al-Kadhimi met with Kurdistan Regional Government (KRG) Deputy Prime Minister Qubad Talabani in Baghdad on Tuesday (September 😎 for talks about the 2021 federal budget law.

“Kadhimi stressed the need for full cooperation between the federal government and the Kurdistan Regional Government on a range of issues in order to address the great challenges facing the country as a result of low global oil prices and to confront the effects of the coronavirus pandemic,” the prime minister’s office said in a statement.

Earlier in the day, Talabani and an accompanying delegation met with federal Finance Minister Ali Allwai to discuss the federal budget, which is currently being drafted by the Council of Representatives, a spokesperson for the KRG prime minister’s office said according to the state-owned Iraqi News Agency (INA).

The two sides agreed to form technical subcommittees in order to continue talks on specific issues, including oil and gas, financial dues, electricity, border crossings, and debt.

Erbil and Baghdad are involved in a long-running dispute over revenue sharing and the Region’s independent oil sales.

The current crisis stems from the KRG’s failure to abide by the terms of the 2019 federal budget law, refusing to send any oil to Baghdad for export. Former Prime Minister Adil Abdul Mahdi’s government eventually retaliated in April by cutting off all budget transfers to Erbil.

Since then, the two governments have agreed to a temporary arrangement to resume some transfers, but the KRG still faces a significant budget shortfall and has resorted to cutting public sector salaries.

ERBIL, Kurdistan Region – A high-level Kurdistan Regional Government (KRG) delegation arrived in Baghdad on Tuesday for oil and budget talks, with KRG officials having expressed hope that discussions will be fruitful.

The trip by the KRG deputy prime minister Qubad Talabani-led delegation is part of a series of visits to Baghdad beginning last month that mark the KRG's first-time participation in drafting Iraq's annual budget.

Talks will focus on "the KRG's financial entitlements, and how to work them into Iraq's 2021 budget law," Qubad Talabani's media officer Samir Hawrami told Rudaw.

An initial agreement reached between Erbil and Baghdad states that all Kurdistan Region "oil incomes, non-oil incomes and domestic revenues" will go the KRG, while "50 percent of the KRG's border crossings revenues will be given to the Iraqi government," Hawrami told Rudaw last week.

Two KRG representatives – deputy planning minister Zagros Fatah, and head of the KRG finance ministry's budget department Parikhan Nuri 
– are working in coordination with the Iraqi finance ministry to prepare a draft for the budgets of 2021, 2022 and 2023.

The KRG delegation's arrival to Baghdad comes less than two weeks after US Secretary of State Mike Pompeo said that he had urged the Iraqi federal government to "clinch a budget deal" with the KRG.

Pompeo's comment followed KRG Prime Minister Masrour Barzani and Iraqi Prime Minister Mustafa al-Kadhimi's announcement that they had reached a temporary deal, in which Baghdad would send 320 billion dinars ($270 million) monthly to Erbil for the KRG to pay its civil servants. A senior KRG official told Rudaw on Sunday that the 320 billion dinar payments would continue until either the end of 2020, or when Iraqi parliament approves a 2021 budget. 

On Saturday, KRG representative to Baghdad Faris Issa told Rudaw that Erbil is looking for a "once and for all agreement" with Baghdad through the budget talks. 

"There is certainly hope, there is a pure intention, there is will between the two sides. The preparation of the budget bill is also a step and an opportunity to reach an agreement,” Faris said. 

Last week, Kurdistan Region president Nechirvan Barzani paid a "successful" visit to Baghdad, where he met with a number of Iraqi leaders on the sidelines of a meeting with France's President Emmanuel Macron.

Ahmed Safar, a Kurdish member of the Iraqi parliament told Rudaw last week that the Iraqi finance ministry have been showing "a degree of leniency" towards the KRG, which will aid "resolution of the issues".

"We are confident that next year's budget will be in the interests of the Kurdistan Region," Safar said.

The Kurdistan Region is heavily dependent on its share of the Iraqi budget, and Kurdish officials have said they cannot pay civil servants without what it says is its fair share of federal government money.

Erbil says it is entitled to its 12.67% share of federal funds, as stipulated by Iraq's 2019 budget law, while Baghdad says the KRG has not lived up to its end of a deal that includes turning over 250,000 barrels of oil daily to Iraq's State Organization for the Marketing of Oil (SOMO), a state-owned oil company.

Before the August agreement between premiers Barzani and Kadhimi, Baghdad had not sent funds to Erbil since April, worsening the KRG's failure to pay complete and full public sector employee salaries this year.

KRG public sector employees have taken to the streets over delays in salary payments. Demonstrations and strikes calling on the KRG's current cabinet to resign have occurred several times in Sulaimani province, while protests by teachers in May over delayed pay in Duhok were shut down.

ERBIL (Kurdistan 24) – A delegation of high-ranking officials representing the Kurdistan Regional Government (KGR) arrived in Baghdad early Tuesday to hold talks with their federal Iraqi counterparts over outstanding disputes between the two governments, a KRG official announced.

The group was headed by regional Deputy Prime Minister Qubad Talabani and included relevant ministers and other officials and key topics on the agenda included oil, the national budget, and border management said Talabani's spokesperson, Samir Hawrami.

“Following the arrival of the KRG delegation to Baghdad, a comprehensive meeting was held with the Iraqi delegation on pending issues, particularly the Kurdistan Region’s financial entitlements and the mechanism of securing it within Iraq’s 2021 budget,” he said in a statement.

It is the first time such a KRG delegation has visited Baghdad following a phone call between Masrour Barzani, the autonomous region's prime minister, and Iraqi Prime Minister Mustafa al- Kadhimi in mid-August, in which the two agreed that Baghdad would send Erbil 320 billion Iraqi dinars ($269 million) on a monthly basis.

According to Talabani's spokesperson, officials from both camps had decided to “form relevant and minor committees to concentrate on talks of oil and gas, border management, electricity, KRG’s financial entitlements, and debts.”

Since the toppling of the former Iraqi regime in 2003, the federal and regional governments have proven unable to find much middle ground on these issues, plus others such as territory disputed by Baghdad and Erbil.

On the other hand, the Kurdistan Regional Government violated the text of Article (10 / second / d) in the Federal Budget Law for the year 2019 in force, which obliges the Kurdistan Regional Government, when there is any increase in the exported oil quantities, to deposit the revenues actually earned for the account of the state treasury. The increase has actually been achieved, according to a statement by the Federal Ministry of Oil, as the region's exports exceeded (500) thousand barrels per day in 2019.

As for the government of Mustafa Al-Kazemi, as soon as the government took power in Iraq in May 2020, it paid an amount (400) billion dinars to the Kurdistan Regional Government as a goodwill gesture to resume negotiations on the existing differences, despite the difficult financial situation that the state treasury witnessed at the time, and the loss of two-thirds of its oil revenues. Because of the collapse of oil prices in world markets. Iraq achieved oil revenues close to (2) billion dollars in the month of May compared to more than (6.163) billion dollars achieved in the month of January 2020.

The Ministry of Finance indicates that the basis for the talks was launched within the framework of the letter sent by the Ministry of Finance to the President of the Kurdistan Regional Government No. 802 on May 19, 2020, which includes the payment of the Ministry of Finance an amount of (400) billion Iraqi dinars. Although Article (1) of the book grants an amount of (400) billion to the regional government as salaries for the month of April, Article (2) stipulates the necessity of reaching a final settlement between the center and the region within a maximum period of (30) days from the date of depositing the amount of (400) A billion in the account of the regional government, however, the agreement has not yet been achieved, despite the exceeding of the period specified in the mentioned ministerial order.

Recently, and in a statement issued on (8/12/2020) by the Ministry of Finance to assess the progress of the negotiations between the two parties, in which the Ministry indicated that the financial payments sent to the Ministry of Finance of the Kurdistan Region do not reach the beneficiaries, in addition to receiving requests signed by tens of thousands of employees The region to link their salaries directly through the banking mechanisms of the federal government. In addition, the Kurdistan Regional Government refuses to provide the financial revenues obtained from the customs ports, which are in violation of the principle of partnership mentioned in Article 114 (First) of the Constitution to secure control over the border crossings in the region.

The irony is that the aforementioned Finance Ministry’s statement about the progress of negotiations with the Kurdistan Region, and holding the latter responsible for obstructing a fair agreement between the two parties that is consistent with the constitution and the law, despite the region’s receipt of an amount of (400) billion dinars, was met by a letter directed by the General Secretariat of the Council of Ministers (very urgent) To the Minister of Finance under the heading (Settlement of pending matters) on 15/8/2020. In it, it was stated that the federal government agreed with the Kurdistan Region on a number of points, and this time without time limits, due to the region’s breaching the time limit established in the first book of the Ministry of Finance directed to the region last May, in exchange for an amount of (320) billion dinars for the account of the Kurdistan Regional Government. . The aforementioned book reveals a number of manifestations, the most important of which is the weakness of institutional government coordination, a loophole that has long been exploited by Kurdish politicians. And the response to political pressures at the expense of the national interest. And the Kurdistan Regional Government’s continued acquisition of huge sums from the federal budget for nothing.

The Baghdad governments ’continuing to turn a blind eye to the continuing financial violations of the Kurdistan Regional Government is a dangerous compromise of the rights of the Iraqi people in the center and the region, and to consolidate the domination of Kurdish politicians over Kurdistan’s oil and non-oil resources, and to strengthen efforts to acquire a percentage of the federal budget under the pretext that the Kurdish people are part of the Iraqi people He has the right to salaries and other privileges, with complete abstinence from contributing to financing the federal treasury of Iraq from the oil and non-oil revenues achieved in the governorates of the Iraqi region, as stipulated in the constitution.

Instead, the Baghdad government should have a firm stance on the outstanding issues that is no less than giving the Kurdistan government the luxury of choosing between national sovereignty over all oil and non-oil resources in exchange for the Kurdistan Region obtaining a fair share of the federal budget, or agreeing on the financial independence of the Kurdistan Regional Government. To resolve the dispute over financial rights and obligations between Baghdad and the Kurdistan Region.

The continued active presence of everyone under the umbrella of the constitution and the commitment of the law in managing disputes between the two parties is at the forefront of future guarantees governing the nature of relations between the central government and the Kurdistan Regional Government. As long as the relationship between the center and the region is focused on exchanging independence for financial and geographic gains, security arrangements, and regional and international relations for Kurdistan while remaining nominally within Iraq, the legal and economic disputes between the two parties will become increasingly tense to dangerous ranges that are not in the interest of both parties.

ERBIL — Iraqi Prime Minister Mustafa al-Kadhimi is set to visit Kurdistan Region’s capital on Thursday, September 10.

Kadhimi will reportedly meet with top Kurdish officials to discuss a range of issues, among them the ongoing negotiations between Erbil and Baghdad on their prolonged oil and budgetary disputes.

This will be Kadhimi’s fist official visit to Erbil since he has taken office.

His trip also comes amid disagreements between Iraqi political factions over the election system designed for the upcoming snap polls in the country.

SULAIMANI — Iraqi Prime Minister Mustafa al-Kadhimi will visit Erbil on Thursday (September 10) for meetings with officials from the Kurdistan Regional Government (KRG).

Muhammad said that the focus will be firmly on bringing customs procedures at the Region’s border crossings into line with federal law and control.

Lawmaker from the Council of Representatives Hoshyar Abdulla said on his official Facebook page that Kadhimi will “settle the issue” of the border crossings and their hand-over to the federal government during his visit.

Last month, Kadhimi and KRG Prime Minister Masrour Barzani concluded a temporary budget agreement that saw Baghdad resume some budget transfers to Erbil on the condition that the KRG make concessions on customs procedures.

Kadhimi has made reasserting state control at Iraq’s border crossings a major priority for his government.

NRT has learned that he will visit Sulaimani governorate on Friday.

Qasim said in an interview received by "Al-Masala" that the government delegation from the Kurdistan region headed by Deputy Prime Minister Qubad Talabani, it was his duty to complete the previous dialogues conducted by delegations that visited Baghdad, indicating that there are a number of crises and pending files, including the budget file, oil, the Peshmerga and border crossings Article 140 and other important files between the two sides.

He added: The atmosphere during the dialogues was positive, and it is possible in light of such an atmosphere to reach satisfactory solutions for all parties through joint work to achieve the higher interests of the Iraqi and Kurdish peoples.

He continued: We must confirm any positive agreements in light of this optimistic atmosphere and protect it from the attempts of some who have lived through crises and want to continue disputes and create a gap between Baghdad and the region and are looking for problems so that they have a rich material for the elections or make the people preoccupied with their real and constitutional demands.

Qassem concluded that there is clear seriousness from the governments of Baghdad and Erbil to zero in crises and solve all problems in accordance with the constitution and the supreme interests of the people.

Earlier, the Kurdistan Regional Government’s delegation announced, on Tuesday, September 8, 2020, an agreement to form committees between Baghdad and the region to resolve 5 files.

Samir Hawrami, spokesman for the President of the Kurdistan government, said that the regional government delegation held its first meeting on Tuesday with a high-ranking delegation from the federal government headed by Minister of Finance Ali Allawi and Deputy Prime Minister.

Hawrami added that after the arrival of the Kurdistan Region delegation to Baghdad, and before this evening, a first expanded meeting was held between the two delegations on the outstanding issues, especially with regard to the region's financial dues and how to fix them in the draft fiscal budget for 2021.

He explained that during the meeting it was decided to form specialized and subsidiary committees to intensify discussions on issues (oil and gas, financial dues, electricity, border crossings, and debts), indicating that these committees are expected to present their observations, reviews, and discussions in light of the constitutional articles and articles to the two delegations. A spokesman for the Vice President of the Kurdistan Regional Government, Qubad Talabani, who heads the official delegation of the regional government, during his visit to Baghdad, today, Wednesday, revealed that the meetings are continuing in Baghdad with the Iraqi government, pointing out that there is a good intention to address the outstanding problems between the two parties.
In an interview, Samir Hawrami said, "In order to reach a final agreement, we need discussions, examining the differences in a deeper way, and reaching a joint understanding formula, and on the light of which we sign the final agreement."

Hawrami added, "The trouble spots have been diagnosed, and we are currently looking for legal justifications to address these problems."

The provincial government delegation headed by Talabani arrived in Baghdad on Tuesday to resume negotiations with senior officials in the Iraqi government to reach an understanding that would lead to an agreement to solve the outstanding problems between the two governments.

On Tuesday, the delegation met with the Iraqi Prime Minister, Mustafa Al-Kazemi, and the Minister of Finance, Ali Allawi.

Earlier Wednesday, an informed political source told Shafaq News that Al-Kazemi will visit Erbil tomorrow, Thursday, to meet with the region's leaders and leaders.

Al-Kazemi is expected to discuss several files in Erbil, including the pending disputes between Baghdad and Erbil for many years, and the fight against ISIS remnants, as well as the holding of early parliamentary elections.

This will be Al-Kazemi's first visit to the Kurdistan Region since the formation of his government last May.

The Kurdistan Region was among the parties that strongly supported Mustafa Al-Kazemi's rise to the presidency of the federal government.

I  believe by far that this thread here is the best news so far. Also ,there is lots of news on Fox about bringing troops home from Iraq . This follows the plan in the Strategic Framework Agreement that evidually restores them to full sovereignty . A requirement for a country to be a sovereign nation is that they are in control of their own currency .
