Shafaq News / Samir Hawrami, spokesman for the Deputy Prime Minister of Kurdistan Region, Qubad Talabani announced on Sunday that a committee from the Ministry of Peshmerga has arrived in the Iraqi capital, Baghdad, to discuss two files.

 

Hawrami said in a press statement, that a committee from the Ministry of Peshmerga is currently visiting Baghdad to discuss the start of training Peshmerga forces, and the issue of financial dues for these forces in the general federal budget.

 

He added that soon a high-ranking delegation from the Kurdistan Region will visit the capital, Baghdad, but now it is not known who will lead the delegation, indicating that the delegation will discuss technical and legal issues related to the 2021 budget.

 

For his part, an informed source said that a technical delegation composed of two ministries, namely Finance, and the Ministry of Peshmerga Affairs, accompanied by a number of concerned managers, went to Baghdad to discuss the federal financial budget for 2021.

 

 

The source added, to Shafaq News, that the technical delegation from the region is currently in Baghdad, adding that the delegation did not go for the talks to resolve the differences and outstanding issues between Erbil and Baghdad.

 

The source explained that the delegation went to the capital for the 2021 budget bill, and to discuss its articles and provisions with the Iraqi government.

SULAIMANI — A delegation from the Kurdistan Regional Government (KRG) arrived in Baghdad on Sunday (August 30) for talks about the draft federal budget for 2021.

The delegation includes two KRG ministers and several general directors, a well-informed source told NRT Digital Media reporter in Baghdad Omed Muhammad on condition of anonymity.

The Council of Representatives passed a budget in 2019, but failed to do so in 2020 in part because of acrimony between Erbil and Baghdad.

Under the 2019 budget law, the Kurdistan Region was supposed to get a 12.67 percent share of the total, but received substantially less when Baghdad retaliated against Erbil’s failure to adhere to the terms of the law.

Lawmakers are expected to take up the task of drafting the budget when they return from recess in September.

ERBIL (Kurdistan 24) - A ministerial delegation from the Kurdistan Region has arrived in Baghdad to hold talks with the Iraqi government regarding a draft federal budget for three years.

The Undersecretary of the Ministry of Planning in the Kurdistan Region, Zakros Fattah, said in a statement to Kurdistan 24 that the Iraqi Ministry of Finance had invited the International Monetary Fund and the International Central Bank to discuss changing the budget system from a one-year budget to a three-year budget.

He added that, on the basis of this invitation, a committee was formed headed by the Iraqi Ministry of Finance and representatives of the Ministries of Oil and Planning and the Central Bank of Iraq, indicating that the Kurdistan Regional Government was invited to participate in the Federal Committee and discuss the subject technically.

Fattah indicated that the Kurdistan Region delegation will continue with the federal side to discuss this tripartite budget until next September.

Fattah stressed that the Kurdistan Region delegation will not go into political files, as it represents a technical committee that will discuss everything related to the budget in all its aspects.

Kurdistan 24 correspondent Shafan Jabbari says that the delegation of the Ministries of Finance and Planning will hold an "important meeting" with the federal side on Monday.

A ministerial delegation from the Kurdistan region arrived in the capital, Baghdad, to hold discussions on the IMF and International Central Bank proposal to prepare a three-year budget.
And political sources confirmed that "the delegation of the region will continue with the federal side to discuss this tripartite budget until next September."
According to the sources, "the government formed a committee to discuss this proposal, headed by the Ministry of Finance and representatives of the Ministries of Oil and Planning and the Central Bank of Iraq."

A member of the Parliamentary Finance Committee, Sherwan Mirza, said, "A technical delegation arrived in Baghdad today, to discuss the fiscal budget strategy for 2021."
According to preliminary information, the delegation includes two ministers and a number of general directors in the Ministry of Finance and the relevant ministries.
According to the information also, the government delegation will meet with officials in the federal government regarding the share of the Kurdistan region from the federal budget for 2021.

Working on a 3 year budget and asking the IMF to help with technical details is extremely encouraging to me.

I feel the HCL is already agreed on and why the Kurdish delegation accompanied Kademi to Washington. They also left with big contracts for investment, looking real good.

A three year budget deal gave me pause as well because before there was only talk of whatever they agree to would only be a temporary agreement, maybe last a month or two. Now they are discussing a 3 year deal that would lock in both governments to the agreement. A stability we haven't ever seen from them. It speaks to possibly an HCL agreement and hopefully rate change. We'll see but I see it as a hint to better things coming soon for them and us.

Nearly 150 ISIS attacks in 2020; Erbil and Baghdad yet to agree on joint-security: Peshmerga official

ERBIL (Kurdistan 24) – A Peshmerga official said on Sunday that there was no timeline for the resumption of security talks between the Kurdistan Regional Government (KRG) and the federal Iraqi government to, among others, confront the so-called Islamic State.

Since its territorial defeat in late 2017, the terrorist organization has continued to stage regular attacks in several areas across Iraq, prominent among them the disputed territories.

There have been several attacks in recent weeks that led to the killings of members of the security forces and civilians.

Members of the Islamic State, according to the official, have been behind 147 separate incidents in territories disputed by the regional and federal governments, based in Erbil and Baghdad, respectively, resulting in 650 casualties.

The Secretary-General of the Peshmerga Ministry, Jabar Yawar, pointed out that the Peshmerga does not currently have a delegation in Baghdad to hold meetings with officials from the Iraqi Ministry of Defense, as the two sides have not set a date for such discussions.

Such gatherings would aim to form committees to jointly administer the security of the disputed territories, which include many cities, towns, districts, and villages stretching from the provinces of Kirkuk and Diyala in the east to Nineveh in the west, near the Syrian border.

Yawar explained that the Kurdistan Region, at this time, has one delegation in Baghdad, working to create a strategic basis for the federal budget for the years of 2021, 2022, and 2023, and KRG's share of it, including that of the Peshmerga.

Joint Security

"The Peshmerga forces and Iraqi Security Forces have two high-level joint committees," Yawar said, noting that the Peshmerga Ministry administers one of them and the federal Defense Ministry's commander of the joint operations in Iraq the second one.

The official added that the Kurdish and Iraqi sides had conducted two meetings in July 2020 to discuss security coordination in the disputed territories, with no deal in sight as of yet.

"Erbil and Baghdad are still in the discussion period, with no agreement regarding coordination and cooperation yet."

Yawar said that the US-led Coalition had affirmed its support for the Peshmerga and Iraqi forces attempts to establish "intelligence, and security cooperation," adding that the best way to ensure a lasting defeat of the terror group is through such measures.

The Peshmerga official also explained that Erbil and Baghdad first introduced the idea of jointly administering the security of the disputed areas in 2009.
The plan, according to Yawar, consists of three phases: establishing a general coordination center between the Peshmerga and Iraqi forces; forming a second coordination center tasked with setting a line of defense in territories witnessing terrorist activities; a third phase would see the two sides carrying out military operations against terrorist groups such as the Islamic State.

SULAIMANI — Kurdistan Regional Government (KRG) Deputy Planning Minister Zagros Fatah said on Monday (August 31) that a KRG delegation has met with the special committee responsible for drawing up the draft federal budget law for 2021.

“The duty of our high committee is to meet with the Iraqi government’s relevant institutions and ministries to assess and evaluate income resources and to get a picture of what each governorate, including the Kurdistan Region, needs in the budget,” Fatah said in a press release.

“During the meeting, we reiterated that extreme attempts should be made to reduce the consumption budget and increase the investment budget in the interest of the people. Moreover, the investment budget should be distributed practically in the coming years, not like in previous years when [funds] were allocated, but not spent,” he added.

He said that federal income relied on the health of oil prices, saying that lawmakers expected the average price to be set at $43 per barrel for the 2021 budget and $46 for the budgets in 2022 and 2023.

He also said that the members of the KRG delegation told their federal counterparts that the KRG and federal government should conclude agreements with regard to oil, income from border crossings, and taxes.

When the Council of Representatives returns later in September, writing the budget will be among its priorities.

Fatah said that meetings between representatives of Erbil and Baghdad will resume in the coming weeks.

Right off the top, I can see a big savings in the budget if they stop filling the tables up with hundreds of flowers! On the other hand, maybe they need the flowers to mask any body odor issues that might be permeating the room ... 🤢😷

Yes indeed. For many there bathing 🧽 is still a curiosity :o 

Getting blasted with ripe body odor in 125+ degree heat is no joke. That puts a hurt on your nose 👃 not to mention that odor seems to attach itself to your nasal passages. 

I flushed out my nose with salt water- stung like hell for a bit, but you weren’t smelling someone’s STANK.

Imagine over 100 of them (in over 120 degree heat) in a Quonset hut..no AC... Permeated my multi cam (true story)👍🇺🇸
