ERBIL - Constructive negotiations between the Kurdistan Regional Government (KRG) and the federal government of Iraq is the "only viable way" to resolve the remaining disputes between Erbil and Baghdad, said the Special Representative of the United Nations Secretary-General (SRSG) for Iraq at a Security Council briefing on Wednesday.

"Now, the Iraqi Constitution was drafted under great time pressure in 2005. General principles were enshrined in the text, with their
implementation left to be specified by subsequent supporting 
legislation," Jeanine Hennis-Plasschaert added.

The UN envoy argued that the regional and federal governments could reach an agreement on their disputes between the sides if the Iraqi Constitution was implemented.

"But fifteen years later, this lack of specificity continues to shape the 
debate between the federal government and the KRG," she said. "Fifteen years without an agreement on the gradual enhancement of the federal system; fifteen years without a deal on natural resource distribution or disputed territories; fifteen years without laws enacted to clearly define the rights and obligations of both Baghdad and Erbil."

"Instead, we are witnessing another instance of ad-hoc crisis 
management. I am certain we can all agree that it is past time for Iraq to become more than the sum of its components."

However, Hennis-Plasschaert noted that they "do cautiously" salute a recent agreement between Erbil and Baghdad on the subject of salaries of Kurdish public servants.

Whats worse, it’s the 4th edition. Some folks and what they get up to. Even horses 🐎 aren’t exempt from these types of shenanigans. 

What the hell is wrong with some folks ???? Pick up a book 📖 - play some gin rummy for God’s sake and let the animals be.
