Shwani said, "The role of America and Britain, as well as the representative of the United Nations in Iraq, in the negotiations between Erbil and Baghdad, was positive, and contributed to bringing the two parties closer together and reaching an agreement." And on sending 320 billion dinars a month by Baghdad to the Kurdistan Regional Government, Shawani says that "the agreement between Erbil and Baghdad is for three months, meaning that the Iraqi government will continue to send 320 billion dinars per month for only three months, and if Iraq's imports increase, the Kurdistan region’s share of The budget will increase to more than 320 billion Iraqi dinars, and the agreement on the Iraqi federal budget for the year 2021 may be in another form. He added, "It is easier to agree with the government than to pass the budget bill in parliament. Therefore, it is necessary for the Kurdistan Regional Government and its representatives in Baghdad to take serious work to facilitate the determination of the Kurdistan region’s share in the project and pass it in Parliament."
