Baghdad today - Kurdistan Today, Monday (August 24, 2020), a member of the Kurdistan Regional Parliament, Sherzad Hassan, confirmed that Baghdad and Erbil have reached a comprehensive agreement, stressing that what remains to declare it is the final touches, and then it will be implemented. Hassan said in an interview with (Baghdad Today) that "the agreement will be in effect until the end of 2020 and will be related to salaries and sending money in exchange for implementing the conditions of the federal government in terms of controlling border crossings and the rest of the files." He added that "other agreements on oil will be within the 2021 budget, which will be the prerogative of the Kurdish representatives in the government and parliament in order to obtain the rights of the region and install them in the budget law." He indicated that "a delegation from the regional government had intended to visit Baghdad, and the visit was postponed due to Al-Kazemi's travel to Washington, and it is most likely at the beginning of next week that the delegation will be in Baghdad to complete all files and sign a comprehensive agreement until the end of 2020." And the Minister of the Kurdistan Region for Negotiations with Baghdad, Khaled Shawani, announced on (August 16, 2020) that an agreement had been reached between Baghdad and Erbil, valid until the 2021 budget was approved, and included financial dues, outlets and a set of pending files. Shwani said in a statement, that after a series of visits by the delegation of the Kurdistan region, headed by Qubad Talabani, with the aim of obtaining financial dues for the Kurdistan region and the salaries of employees, and after a number of meetings, and changing the proposals and notes for 12 times, the agreement was announced between the two parties. He added, "The negotiations witnessed a lot of ebb and flow, and the process was difficult and complicated, and our efforts were seeking to secure the financial rights of the region’s employees and protect the constitutional rights of the Kurdistan region. The agreement will be in effect until the 2021 budget law is approved, starting a new phase of negotiations on the 2021 budget." He explained that the agreement includes sending 320 billion dinars per month to the Kurdistan region, and it deals with a set of other files such as monitoring, auditing, a mechanism for handling many financial and economic files, and a mechanism for dealing with the revenues of border crossings under the Federal Financial Management Law No. 6 of 2019. An amount of 320 billion dinars sent from Baghdad to Erbil is scheduled to arrive today, Monday, according to an agreement reached by the Iraqi Prime Minister, Mustafa Al-Kazemi, and the Prime Minister of the Kurdistan Region, Masrour Barzani, in a phone call yesterday, to disburse the salaries of the Kurdistan Region employees.

Committee member Shirwan Mirza said that the dialogues between the Kurdistan Regional Government and the federal government will start soon and will be in two stages.
He added: The first stage will be about the last agreement between the Kurdistan Regional Government and the federal government, according to which the federal government sent an amount of 320 billion dinars to the Kurdistan region as allocations for employees' salaries, indicating that this agreement will continue until the federal budget law is enacted for the year 2021.

That is what my guess is now! Hopefully by March 15th 2021! That is my new window after the window closed in July 2020! I really hope I’m wrong, though! What I don’t understand is why nobody got to pin both President’s down when they were in the same room, asking the damn question of when they expect Iraq to be operating with their own currency! Simple question to ask, especially since there are a quite a few Americans that are invested in their currency! This one act could have a major impact on our US economy! But No! I'm reading it different.. My take on it is that they are finishing up the final touches to the Baghdad/Erbil agreement (which I believe to be the HCL) and will implement it immediately. After this year, the HCL will be included in the budget starting 2021. Sounds like the KRG wants the agreement to be permanent so it can't be removed as it was in the past. 

 

Thats my 2 cents. Don't hesitate to correct me, I'd like to know for sure.

I know Kim brought up September as a Month of a lot of changes.. Hopefully it means RV is in there as well.. but I don’t think he actually said the dinar would RV in September..but I am surely hoping it will.

The ministry stated in a statement received (Baghdad Today), that it " affirms its commitment to its constitutional duties, economic and financial reform, and public financial management, including its obligations towards the Kurdistan Regional Government without the existence of the draft Federal Budget Law for the year / 2020. " She added, " When the government took over in the month of May / 2020, it was decided not to proceed immediately in drafting the budget for the year / 2020 until the stability of oil prices in the global markets for the purpose of knowing the most obvious revenues, and the ministry also had to compensate the revenues resulting from the collapse of oil prices and the decrease in demand for it. And Iraq's obligations under the OPEC Plus agreement . " The ministry continued, " The Coronavirus epidemic has led to the emergence of additional demands on state expenditures as well as very large additions to public salaries as a result of previous government commitments in the field of employment and employment, and the Ministry of Finance must also deal with the large number of new graduates who are waiting for jobs. In the final calculation between the federal government and the regional government, and based on all that, the Ministry of Finance approved this request on 8/17/2020 and authorized the financing of an amount of (320) billion dinars to the Kurdistan Regional Government for the month of August / 2020 . The Ministry of Finance stressed, "the necessity to proceed with the dialogue to implement the attached interim agreement regarding customs and oil revenues, the region’s commitment to the (OPEC Plus) agreement and settlement of the debts of the Trade Bank of Iraq TBI, and this must be done within 30 days ." She explained that, " Therefore, the total funds made by the Ministry of Finance since the beginning of this year are (1,360) trillion dinars through the previous government and (720) billion dinars by the current government, with a total of (2.080) trillion dinars ." The ministry concluded its statement that it will present the draft budget law for the year / 2020 before the end of next September of this year, and the funds will be determined to the regional government. For the sums allocated to the region, and the Ministry of Finance will clarify the financial basis for the funds for the region’s government in the final budget of 2021 .
