It is noteworthy that the differences over financial resources between Baghdad and Erbil have not been resolved so far, while the Deputy Speaker of Parliament, Bashir Al-Haddad, said that a delegation from Kurdistan will visit Baghdad soon to discuss the issue of border crossings, oil export and the budget.

Cougar pointed out that "countries that think to bypass the rentier economy and diversify their economies must be led by competent people who do not have a militia mentality, and that external interference is one of the most important reasons for Iraq to maintain the rentier economy through interventions in Iraqi affairs, in its economic resources, and even in forming a government." .

Cougar stressed that "security, political and social stability is the critical point for transforming the rentier state into a country with multiple resources."

Iraq is considered one of the countries with a rentier economy, as the country relies on oil sales revenues to finance up to 95 percent of state expenditures.

Iraq resorted to borrowing months ago to secure the salaries of state employees, following the decline in oil prices due to the Corona pandemic that paralyzed world economies.
