Economy News - Baghdad:

A spokesman for the Ministry of Electricity in the Kurdistan Regional Government announced that the Iraqi federal government intends to obtain quantities of electrical energy from the Kurdistan Region and from Turkey to supply the rest of the Iraqi cities with electricity, and if that happens, "we have our conditions ."

On Monday (27 July 2020), the Minister of Electricity in the Iraqi Federal Government, Majid Mahdi Hantoush, announced in a press statement that followed a meeting between him and the governor of Najaf, Luay Al-Yasiri, that he had met with the Iraqi Prime Minister, Mustafa Al-Kazemi, about finding an urgent solution to provide electricity For Iraqi citizens, and that they decided to buy 450 megawatts of electricity from the Kurdistan region and 200 megawatts from Turkey, and that this would increase the provision of electricity to the cities of central Iraq .

The spokesman for the Kurdistan Regional Electricity Ministry, Omid Ahmed, said that they had received information about the efforts of the Iraqi government, "We have discussed this issue in the Ministry of Electricity and decided to provide Baghdad with electricity on conditions ."

Among the conditions of the Kurdistan Region Ministry of Electricity is that supplying Iraqi cities with electricity does not affect the national electricity in the Kurdistan Region and does not lead to a shortage of supply to the region’s citizens, and then Baghdad provides fuel for the stalled electricity production units in the Kurdistan Region to obtain in return the electricity produced from these Units .

The discontinued electric power production units in the Kurdistan Region are owned by investors, but a spokesman for the Kurdistan Regional Electricity Ministry says: “If the federal government implements these conditions and the Kurdistan Regional Government agrees, we will allow them to be supplied with electricity .”

There are 14 power plants in the Kurdistan Region, with a total production capacity of 6,737 megawatts of electricity, but they currently produce only about 3,000 megawatts .

The units that have stopped producing electrical energy are one in Erbil, one in Sulaymaniyah, and one in Bazian West in Dohuk, and if the necessary fuel is provided for them, they can return to work and produce electrical energy .

According to federal public budgets since 2003, more than 40 billion dollars have been spent for the electricity sector, but many regions of Iraq are supplied with national electricity 12 hours a day or less than this period .

At the end of last July, the shortage of providing citizens with national electricity led to clashes between the demonstrators and the Interior Forces in Tahrir Square in Baghdad .

Shafaq News / The Minister of Electricity in Kurdistan Regional Government, Kamal Muhammad announced on Wednesday that the ministry will supply Iraq with an average of 500 megawatts of electricity during the coming days, stressing that this amount of energy will not affect the processing hours in the region.

The minister said in a joint press conference held with the governor of Dohuk, Ali Tatar today, that in the coming days, the ministry will supply the national electricity network in Iraq with 500 megawatts of energy.

The minister went on to say that during the month of August of last year, citizens in the Kurdistan Region were being supplied at a rate ranging between 14-15 hours per day, but this year and in the same year they were provided with 20-21 hours a day, stressing that this is a good development in the field of increasing processing hours.

The minister indicated that the increase in the production of gas supplied to the stations, and the treatment of technical problems in both stations in Bekhal and Darbandikhan, and the opening of the 300 megawatt station in the district of Khabat in Erbil contributed to increasing energy production in the Kurdistan Region.

He warned that supplying Iraq with 500 megawatts would not have any excitement, and the rate of energy supply in the region will not decrease because that amount is produced from the units that have been operating recently, stressing that the federal government has secured funds for the rehabilitation of those units and stations.

Let me make sure I'm tracking these articles correctly. (1) Iraq has 11 power plants that have been just sitting idle because they don't have the fuel to operate them. (2) Iraq has an elected PM an over 300 people in parliament an several governors who let the people in Baghdad and Basra boycott an be murdered protesting the lack of electricity. (3) Iraq is third in the world with oil an gas (FUEL) reserves. (4) The corrupt politicians in Kurdistan will OK starting these 11 power plants back up only if Baghdad supplies the fuel.

It appears to me that Iraq is divided as much as America, just when you think America has the market on political corruption you read articles like this an see politicians are the same no matter what language they speak. Term limits in every country should be automatic an amended to every countries constitution....

U.S. reduces length of sanctions waiver, increasing pressure on Iraq and Iran

Louisa Loveluck and John Hudson, The Washington Post

BAGHDAD - The Trump administration intensified pressure Friday on Iraq and Iran by reducing the length of a sanctions waiver that allows Iraq to power its already overstretched energy grid.

The Trump administration's maximum-pressure campaign against Iran has left Iraq dependent on the rolling waivers, which exempt it from sanctions when it purchases a tranche of Iranian gas and electricity products that account for about a third of its energy needs.

A spokesman for the State Department said Friday that Secretary of State Mike Pompeo had extended the waiver for 45 more days, leaving the Trump administration with a final decision on whether to extend it or cut it altogether before the Jan. 20 inauguration.

Usually, the waivers last 120 days, allowing Iraqi and U.S. officials time to establish how to keep Iraq's lights on. After Pompeo intensified pressure on Iran, that period was reduced to 60 days in the summer.

"The secretary has renewed the sanctions waiver for Iraq to engage in financial transactions related to the import of electricity from Iran," the spokesman said. "The waiver ensures that Iraq is able to meet its short-term energy needs while it takes steps to reduce its dependence on Iranian energy imports."

In practice, the decision deepens pressure on an Iraqi government already under strain from the Trump administration's threat to withdraw its U.S. Embassy from Baghdad. The United States has used the sanctions waiver and embassy pullout as leverage to push Iraqi Prime Minister Mustafa al-Kadhimi to reduce his government's dependence on Iran and weaken the influence of Iran-backed militias in Iraq.

One of those militias broke a months-long pause in hostilities Tuesday by firing a barrage of rockets at Baghdad's heavily fortified Green Zone, where the U.S. Embassy compound is located. A U.S. defense system intercepted the attack midair, and an 18-year-old woman was killed in the crossfire as she left a popular fairground.

Shafaq News / An Iraqi official stated that Washington has extended the exemption granted to Iraq from the sanctions imposed on Iran in the energy field for an additional three months.

He pointed out, according to Agence France-Presse, that "this new exemption, which is longer term than all previous exemptions, is the result of long discussions," as this decision will allow Baghdad to continue importing gas and electricity from Iran until early April.

And Iraq depends heavily on Iran in the field of energy, as it imports a third of its consumption needs of gas and electricity, due to its aging infrastructure that makes it unable to achieve self-sufficiency in the energy field to secure the needs of its population.

And after the United States re-imposed sanctions on Iran at the end of 2018, Washington has been granting Iraq one exemption after another, while it finds other suppliers.

An American official: Generating electricity through Kurdistan gas is more beneficial to Iraq than the Gulf link

Saturday 23 January 2021 - 18:05

image.jpeg.f897a7981bc7ebdf47b431cc8b8cd894.jpeg

Baghdad (People) -  Matthew Zeiss, First Deputy Assistant to the Office of International Affairs in the US Department of Energy, considered generating electric power via the Kurdistan Region gas more efficiently for Iraq than the electrical connection with the Gulf states.

Zeiss said, in a statement during a hypothetical seminar of the Washington Institute for Near East Policy, which was followed by "People", (January 23, 2021): "Although Iraq has huge resources of natural gas, it burns large quantities of these potential supplies, Thus, it remains dependent on neighboring countries to meet its energy needs, and the gas resources inherent in the Kurdistan region will be essential to finding a solution to this present challenge.

He added, "Gas problems in the Kurdistan region are not just another aspect of the US policy towards Iran, and the development of this sector will allow Iraq to produce greater quantities of energy for domestic consumption and export to Turkey and other neighboring countries, and it will also allow greater economic integration within the region and with federal Iraq," This creates benefits for the entire country, and the United States realizes the importance of energy cooperation with the Kurdistan region, as the International Development Finance Corporation made clear through its support for US oil and gas companies working on projects in the region.

He continued, "Any efforts to further develop the gas sector in the Kurdistan region will face many challenges, and political obstacles include the scarcity of cooperation between international oil companies and the Ministry of Natural Resources in the Kurdistan region, and the abundance of sulfur gas in the region will require additional investments and technical expertise, and from a commercial point of view, it is considered. Not setting a reference price for gas is a fundamental problem, and despite these barriers, the Kurdistan region has the ability to produce 40 billion cubic meters of gas annually by 2035, compared to the current level of 5 billion cubic meters annually, and this vision can be achieved through a gradual process rather than an approach. It only focuses on big projects. "

He stated, "Cooperation in the field of natural gas and electricity production could lead to a rapprochement between the Kurdistan Regional Government and the Iraqi federal government. The energy potential of the region may contribute to easing tensions surrounding the annual budget discussions, and addressing this dispute would improve the business climate in The region by granting international oil companies greater guarantees regarding financial flows. "

He said, "The electricity generated from gas is mainly exported - gas is transported via cables from the Kurdistan region of Iraq to the federal Iraq. These exports are more applicable than other proposed solutions to the country's electricity problems, for example, linking with electricity networks in the Gulf Cooperation Council countries or Jordan." It is likely that a pipeline to transport gas to Turkey will eventually start from Duhok, but that will not prevent gas exports via cables before reaching this point.

He pointed out that "Iran is constantly trying to put an end to energy development in Iraq through its political influence, because it wants Iraq to remain dependent on its energy and electricity imports, just as Tehran manipulates its energy supplies for political purposes. Iraqi politicians must find a way to overcome this challenge." .

He explained, "Gas pricing is an important issue in the relatively underdeveloped market in the Kurdistan region of Iraq, as the pricing framework must secure adequate returns for investors and Kurdish authorities and attract consumers at the same time to use natural gas, and there are two reference standards that deserve close study: the Turkish market." Very competitive, which has many sources of imported supplies in addition to recent local gas discovery, and the Iraqi domestic market that is mostly dependent on oil besides Iranian gas imports and a small amount of domestic gas, in addition, pricing will be affected by the high amount of hydrogen sulfide in Kurdish gas This requires an expensive treatment when extracting, and it is also necessary to conduct reforms in the electricity sector that address the issue of subsidies - especially those that encourage oil consumption - in order to set a fair market price.

He added, "The Kurdistan region of Iraq has sufficient resources of gas for export to federal Iraq and Turkey while continuing to meet domestic demand, and exports are likely to start on a limited scale through the existing pipeline infrastructure, and if the sector develops quickly, it should be able to compete to win contracts. Turkish supplies that become available with the end of the gas deal between Ankara and Iran in 2026, and this and the Iraqi federal market is less competitive because current Iranian gas imports do not meet the demand, so the Kurdistan region of Iraq should be able to increase supply to the rest of the country as it develops capabilities Necessary.
