Report: 8 indicators that Iraq is back on track

A report by the "Wall Street Journal" said that Iraq is finally back on the right track, although it is going through an unenviable situation at the present time as a result of the Corona pandemic and the conflict of regional and international wills within its territories.

The report monitored several indicators cited by the American Brookings Institution confirming progress in many ways in the country from 2003 until today.

First: The country's population has increased from about 25 million in the last years of Saddam Hussein’s rule to 40 million today. According to the newspaper, this in itself is neither good nor bad, but it does mean that Iraq is large enough to be an important player in Middle East politics.

Second: The per capita gross domestic product has risen to nearly six thousand dollars compared to less than four thousand two decades ago. The newspaper report indicates that it is certain that there is still great poverty in Iraq, corruption is rampant, and job prospects for Iraqi youth are modest, but nevertheless, there have been positive economic developments.

Third: Oil production has increased from about 2.5 million barrels per day in the last years of Saddam’s rule to about 4.5 million barrels now, and export revenues from oil have tripled on average since 2002.

Fourth: The annual rate of internal displacement has more than halved since the defeat of ISIS. ISIS.

Fifth: Many indicators of the quality of life have improved significantly over the past two decades. Cell phones, which were restricted to the Ba'athist elite, are now everywhere, and the total number of users is roughly equal to the population. The total internet users are now around 10 million.

Sixth: Life expectancy increased from 67 years in 2002 to about 73 years today.

Seventh: The number of modern sanitation facilities has increased, which now reaches more than 40 percent of the population, compared to 32 percent before 2003. More than half of the population has access to safe drinking water as well, although this issue still needs to be done. Greater efforts.

Eighth: The literacy rate at the national level has increased from 74 percent at the turn of the century to 85 percent today.

The Wall Street Journal report concludes that, however, there is still a long way to go for Iraq to achieve the desired political and economic stability, in light of the popular protests that erupted last year, high indicators of corruption and a decline in freedom of the press.

The protests began on the first of last October and lasted for several months, during which hundreds of thousands of Iraqis demanded jobs and services and the departure of the ruling elite, which they said were corrupt.  The protests led to the resignation of Prime Minister Adel Abdul Mahdi, who was replaced in May by Mustafa al-Kazemi, the former head of the intelligence service.

Iraq, which relies on oil exports for most of its revenues, has been suffering from corruption and mismanagement for many years and was ranked 161 out of 168 countries in Transparency International’s annual report on corruption for 2015. A source familiar with the Iraqi economic scene revealed that there is intense competition between a number of electronic payment companies, and reached a state of personal targeting for some officials in these companies.

The source, who asked not to be named, told Al-Mustaqilla that the most recent of these competitions is the conflict between the well-known Qi Card company and the emerging Switch Company, whose rapid growth threatens the company's first attempt to capture the salary localization market in Iraq.

The source confirmed that the Qi Card Company launched an organized campaign to question the “Al-Nakheel” card of Al-Rasheed Bank, issued by Switch, in order to push it out of competition and to acquire the electronic payment market in Iraq.

Available information indicates that in 2019, according to a report issued by the Central Bank, the Iraqi government paid nearly $ 47.5 billion to its employees and retirees, and most of this amount was distributed through the Qi Card portal.

The source explained that (Switch) electronic payment company had obtained the approval of the Central Bank to work on the localization of government salaries, as it quickly grew to reach its market share of more than 20% of the KCard share, which made the latter feel the danger and try to influence the new company by targeting its manager.

The source revealed that the director of (Switch) Company, Muhammad Al-Jarjafji, who at the same time heads the position of the Chairman of the Board of Directors of the Credit Bank, which owns the National Bank of Kuwait more than 86% of the bank’s shares, was exposed to a coordinated media campaign aimed at questioning its work spread in Iraq, including its establishment of a company (switch).

The source mentioned that what distinguishes the switch company is its direct link with the information exchange center in the Central Bank of Iraq (data center), which puts all financial movements under the control of the Central Bank, which is what the (Key Card) company has not done so far.

The source hinted at the effects of the investigation published by a newspaper American New York Times on corruption files in Iraq, which referred to the role of (Key Card) as working in an environment of corruption in order to develop its profits.

The report, which was published by the American newspaper, indicated that "transferring more Iraqis to the banking system - where payments leave a traceable effect - has been a goal of anti-corruption advocates in the country for years." He stated that "the transition from cash to electronic liquidity is perilous in itself. New technologies are also subject to acquisition by the oligarchy, who can transform these technologies into more effective tools for money laundering."

Indicating that the Qi Card company "works almost without supervision, according to the officials who spoke with the newspaper and the documents it obtained from the Iraqi Ministry of Finance and the Central Bank." After the report, Qi Card Company launched an organized media campaign on social media platforms and websites in order to cover the American journalist's report.

The source concluded on the need to provide a safe environment for financial work, and keep it away from illegal competition, in order to preserve the Iraqi economy and develop the private sector away from the climate of corruption.

An economist expects the dollar price to rise due to the economic paralysis in Lebanon

The area of arable land in Iraq is about (28) million dunams, but what is exploited of it is up to (52%) only unfortunately, and this certainly affects the volume of production and the contribution of the agricultural sector to the result, besides, this sector absorbs the largest proportion of The Iraqi workforce despite the expulsion factors that have characterized the countryside for decades, which led to the decrease in the size of the rural population to less than (30%) of the total population, while the shift that occurred in the composition of the social structure historically from the countryside to the city has a negative impact. On both sides, so the state of poverty is overtaken (30%) during this year, coinciding with massive unemployment, is one of the most prominent economic and social problems that immigration has produced.

The Corona crisis and what followed, which was known as the great closure, showed a number of important lessons in the context of dealing with the agricultural sector and the file of food and water security, and therefore we need a serious pause to review the data that were formed after the pandemic and take advantage of the opportunities it created, especially what is going on about the desire of some countries. In importing the Iraqi agricultural product, it is an opportunity to create a market share for our products that can be invested more in the future while completing the requirements for the success of the agricultural sector by addressing its problems in the aspects of salinity and water quotas, increasing production yields and supporting the requirements of stability in the countryside in a way that restores balance to the social and economic reality between the countryside and the city and creating A situation we can call the economic renaissance of the countryside

Parliamentary Finance: The draft budget for 2021 will be ready during the current month

The Iraqi government fails to make economic reforms

The head of the Parliamentary Finance Committee, Ahmed Al-Saffar, has confirmed today that the approved borrowing law was conditioned by submitting a governmental reform paper.

Al-Saffar said in an interview with Shafaq news agency that "the parliament stopped external borrowing in 2019 in order to rely on internal borrowing", indicating that the parliament agreed to restructure, and develop the economy".

He added that "the circumstances that occurred, the change of the government, and the adoption of the same approach are bad indicators, because when the borrowing law went through, the government was supposed to submit reforms within 60 days," pointing out that "forty days passed, and there is no signs that any economy reform takes place".

Al-Saffar deplored the economic situation in Iraq that deprived people from its basic needs like water and electricity.

Stressing that "these needs will not be provided until the officials start taking reforms seriously. The changes must include less dependence on oil incomes, adopting productive economy policies, and providing job vacancies for citizens.

It is noteworthy that since more than 90% of the Iraqi budget incomes rely on from oil, the government announced in April that it was unable to pay salaries for employees and retirees, due to the significant drop in oil prices. Then, the parliament was obliged to legislate a law allowing the government to obtain external loan.

He added that “the committee hopes to meet with the government to unify the two governmental and parliamentary economic papers in order to come up with one reform paper to save the country's economy and cross it to safety,” pointing out that “the committee requested hosting the Minister of Finance for the purpose of reviewing the government's financial plan and other measures.”

Al-Saffar called on "the government to take its measures by maximizing and controlling revenues," indicating that "there is an agreement not to agree to borrowing."

The Parliamentary Finance Committee confirmed the government's intention to present a paper on radical reforms during the coming period, noting that the Minister of Finance informed the committee that the government will present a paper for radical reforms that includes all economic and financial aspects.

He added that "mismanagement and planning also caused hundreds of billions of losses, in addition to the presence of economic bodies belonging to influential political forces that used their influence to seize public money."

Moussa indicated that "double salaries, the presence of space employees in state institutions, oil smuggling operations, smuggling operations at border outlets, money laundering operations, and most of these operations are political parties involved in them who have contributed to wasting public money during the past years." 

And a member of the Parliamentary Security and Defense Committee, Abd al-Khaliq al-Azzawi, said Monday (June 28, 2020), that fighting corruption and curbing the influence of parties influenced by Prime Minister Mustafa Al-Kazemi will be difficult unless the political blocs support him. 

Al-Azzawi said in an interview with (Baghdad Today), "There are many complex and thorny files that await the prime minister to solve them and fight corruption in them."

He added, "The task of the prime minister in facing the parties and the corrupt will be difficult unless the national political blocs support him." 

And, "Al-Kazemi's mission in these exceptional circumstances that Iraq is going through is very difficult, and then without support and assistance, he will fail in that."

Al-Mashhadani added, "Any new amendment will weaken the role of the government and the Ministry of Finance in passing its general budgets because the government cannot work without a budget, and also the parliament, which will not be able to monitor achievement rates without adopting a plan or budget," noting that "the state’s general budget is not approved." He continued: "A budget must be organized with the actual spending from January 2020 until July, and estimates of the total size of the budget must be added, and according to my estimation, it must be up to 65 trillion dinars to cover operational expenses and even the deficit will match the deficit percentage specified in the Financial Management Law," indicating that "oil prices Stable at about $ 40 a barrel, and its price in the budget is supposed to be set at around $ 35, and here the doors of exchange will laugh and laugh until the end of the year. "

Regarding the money smuggled outside Iraq, the economist said, "The money smuggled abroad is estimated between money laundering and illegal operations, estimated at at least 250 billion dollars and may reach 350 billion, and it is present in neighboring Arab countries as well as many countries of the world."

Regarding the possibility of recovering the smuggled money, he stressed that "recovering these funds is fraught with risks and requires an international effort and cooperation with international organizations, as well as cooperation with international research and investigation offices to find these funds and then return them, and it takes five years at least."

The economic expert pointed out that "the State of Morocco carried out an experiment in which it bargained with money smugglers that the lawsuits against them would be dropped in exchange for returning half or a third of that money, and this matter is faster than research and investigation and assigning follow-up bodies, because the matter may extend for years."

The Strategic Framework Agreement was considered one of the most important political documents in the history of Iraq, and great hopes were built upon it, as it defined the form of the relationship between Iraq and the United States of America, and ended an era of direct occupation after the war launched by America in 2003. The United States of America linked Iraq with a relationship of friendship and strategic partnership Long-term, and left a common alliance that preached enhanced security and lasting stability in Iraq.

History has witnessed similar experiences to the experience of Iraq with the United States of America. There are large countries, the first of which is the United States, which invested alliances and build a network of relationships with partners around the world in securing the greatest interests. Such agreements had a major role in achieving them. The Second World War was the most successful experience in this field, and they are today in the ranks of the great developed countries. The Strategic Framework Agreement was expected to achieve in Iraq what similar agreements have achieved in other countries, or at least reduce poverty and end fear.
Iraq emerged from a devastating war that affected the state and its founders, an occupier, mired in a fierce civil war, penetrating security, surrounded by major political, economic and social crises fueled by the conflict of conflicting wills. The United States of America took the decision to withdraw before the completion of the American project in Iraq, and the coalition was a necessity necessitated by the interest of security after the escalation of violence and the increase in material and human losses.

At that time, Iraq was confined to two options, either: removing foreign forces and staying under the rubble of war, terrorism and the machinations of foreign agendas, or maintaining a good relationship with the United States of America and building a strategic partnership with it. The Iraqi government was not able to manage political chaos and lived crises, and it needed To a strong ally who offers it a helping hand to survive the thwart of sectarian conflict and terrorism.

The strategic alliance between Iraq and a country the size of the United States of America represented a real opportunity to move in the state of Iraq, to achieve growth, development and progress by benefiting from American expertise and aid, and to achieve political openness and economic progress after years of isolation, siege and war.

The agreement was based on a common interest "mutual cooperation to ensure security and stability." The United States of America invested the partnership a way to complete what it could not complete during its direct occupation of Iraq. During which it eased the internal pressures in the United States and the burdens of the confrontation with the Iraqi forces opposed to the American presence in Iraq, as the agreement and the bilateral relationship that emerged from it over more than ten years enabled the United States to grant international legitimacy to its presence on the ground of Iraq as it is based on an existing contract. Between two sovereign states, and the withdrawal while remaining in the Gulf region at the same time.

The Cooperation and Partnership Agreement with the United States of America provided the opportunity to make a major shift in the reality of Iraq in a way that enhances security and stability in it, by achieving openness to the countries of the world and establishing positive relations with them, and receiving support to strengthen democracy and democratic institutions and protect them from internal and external dangers, and to achieve development through building a prosperous economy And growing and integrated into the global economic system, and the development of Iraq's natural and human resources. The United States has taken tasks towards Iraq that are embodied in political stability, economic transformation, and security stability, and has promised to build Iraq's security force, as well as support it in deterring risks, confronting terrorism, and stopping the flow of weapons and training from neighboring countries.

In fact, cooperation with the United States has provided Iraq with various benefits, from ending the direct occupation, achieving relative stability compared to the occupation phase, and liberating itself from Chapter Seven of the United Nations Charter, which opened the windows for openness to the international community and entering a new phase after decades of isolation and siege. Iraq built new relations with countries in the world and revived ties that had been cut for decades. The Iraqi-American partnership created opportunities for economic openness,and obtaining American support in building institutions and security and military forces, in which the United States provided material and logistical security assistance in terms of training, equipment and military equipment, according to reports amounting to 25 - 30 billion dollars, and more than a billion humanitarian aid.

However ... he expected more from this agreement than he has achieved so far. We are talking here about political stability, economic transformation and enhanced security, which has not yet been achieved.
Iraq still suffers from political and security breakthroughs by neighboring countries, and is under the weight of economic backwardness and impotence, and democracy in its reality is still locked up, still witnessing levels of ignorance, poverty and unemployment. As a result, Iraq has witnessed various crises that have shaken its security and confused the stability of its people, between repression, terrorism, and crises between political leaders that have reached the point of direct military engagement.

These facts, if anything, indicate the inability of the Strategic Framework Agreement and the alliance relationship that emerged from it to date in achieving Iraq's interests in terms of security - stability - and development. But this deficit is not linked to the agreement itself or to the nature of the reciprocal relationship with the United States, but is due largely to the failure of Iraqi political leaders to employ the relationship with a superpower the size of the United States of America to achieve development, progress and growth, and then security and stability for the country, which in turn is due to corruption. In the foreground, the policy of sharing gains, and the loss of the approach to work and the focus of the parties to the agreement on cooperation in the military security aspect and neglecting the development side of it.

These shortcomings wasted real opportunities for Iraq, if invested correctly, it might have brought about the expected change, and Iraq might have been in a better condition.
