The Iraqi PM Spokesman Ahmed Mulla Talal has revealed in a press conference today that the discussion between Kurdistan Regional Government and the Federal Government will be resumed soon.

“Dialogue is the only choice for two parties to make an agreement that confirms the constitution. The government will hold its sessions in all governorates without distinction”, he explained.

Adding that “The government will find a financial and legal solution to help the contract staffs and day workers”

“A committee led by the Minister of Water Resources was created to manage the issue of water and dams with turkey”, he said, revealing that “the Minister of Water Resources will lead a delegation to Turkey to discuss the share of Iraq according to the international conventions”.

“The PM ordered to hold a session to discuss the next school year, in order to prevent the same complication that happened at the beginning of Covid-19 pandemic”, he added.

A potential mid-August summit could focus on Iraq's needs for debt relief, stable electricity, trade and security and Trump's desire to bring troops home.
 
Vice President Mike Pence is giving Iraq's new prime minister a warm embrace ahead of an expected visit to the White House later this month, saying the administration has high hopes Mustafa al-Kadhimi can return his country to prosperity and peace after two decades of war.

Al-Kadhimi's visit, which U.S. officials told Just the News could happen Aug. 18-21, comes at a critical time for both Washington and Baghdad.

President Trump is looking for a partner to help him fulfill one of his last open campaign promises — to bring U.S. troops home from Iraq after 17 years of war.

Al-Kadhimi, who earned U.S. trust as the country's intelligence chief before being named prime minister in April, is looking for urgent help to boost Iraq's sagging economy, which has been stifled by war, sectarian strife, the pandemic and a sudden drop in oil prices and a shortage of electricity during a long, hot summer.

The need for help grows more dire as Iraq approaches debt ceilings it cannot exceed.

Pence told Just the News in a written statement Thursday night that the Trump administration is eager to assist al-Kadhimi in carrying out his promised reforms and bringing long-term economic stability and security.

"When I visited Iraq last November, I learned firsthand the aspirations of the Iraqi people for a rebuilt and stable nation," Pence said. "Prime Minister al-Kadhimi is determined to implement reforms that reflect these aspirations, and the United States supports a strong, sovereign, and prosperous Iraq."

Al-Kadhimi has signaled his commitment to reforms with several moves, including freeing some political protesters and setting new elections for 2021, a year before they were planned.

And his planned first visit to Washington as prime minister has been preceded by some extensive shuttle diplomacy.

Secretary of State Mike Pompeo took the first actions to help al-Kadhimi with an energy crunch shortly after he took over as prime minister, signing a temporary waiver to allow Baghdad to buy badly needed electricity from neighboring Iran without violating sanctions.

State Department officials then held an official strategic dialogue with al-Kadhimi's new government in June, meetings that ended with a commitment for economic and security assistance ahead.

Late last month, Iraq's oil minister met U.S. Energy Secretary Dan Brouillette to discuss new ways the two countries could jump-start Iraq's oil industry, including such ideas as a partnership with the semi-autonomous Kurds."Iraq’s energy sector is full of promise, and together, @ENERGY  can work on policies to chart a sustained energy future for the Iraqi people," Brouillette tweeted after the meeting.

 

 

In between, al-Kadhimi made a brief visit to Iran, where he signaled a desire for better relations with Iraq's meddlesome neighbor by vowing he would not allow attacks on Iran to be launched from Iraqi soil.
As the meeting between al-Kadhimi and Trump draws near, several ideas have been floating around Washington for how the West can assist Baghdad on its most pressing issues: maintaining and growing security stability, rooting out long-rampant corruption and jump-starting a long-stalled economy made worse by COVID-19 and low oil prices in recent months.
Among the ideas being discussed in official and unofficial policy arenas: Creating an oil marketing and distribution agreement between Iraq's oil ministry and the Kurdish Regional Government, an idea first floated late in the Obama administration and renewed in recent weeks under Trump as an American energy company has offered its assistance for such a plan. Seeking debt relief and economic investment from some of Iraq's Arab neighbors Converting some U.S. tax dollars committed to supporting U.S. troops on Iraqi soil in 2021 and 2022 to provide either debt relief or economic investment to help Baghdad to jump-start its economy, produce more electricity and keep its government from hitting its debt limits. His call for early elections signaled he knows the populist wave that ushered him into office will be short-lived without measurable progress on such issues as rooting out corruption, providing stable electricity and enhancing security in the face of threats ranging from ISIS to Iran.

Outside observers are watching with intrigue.

The situation in Iraq is a "wide-ranging subject," Samir F. Ghattas, spokesman for the United Nations Assistance Mission for Iraq, told Just the News in a statement. "Iraq faces multiple security, political, humanitarian, social and economic challenges."

Bilal Wahab, an analyst at the Washington Institute for Near East Policy, said trade and U.S. troop levels will be the two most important issues being monitored at any summit between al-Kadhimi and Trump in Washington.

And Wahab said the meeting will give Trump an opportunity to define where Iraq ranks in his overall foreign policy strategy.

"Between the United States and Iraq, the main issues are, where is Iraq positioned in U.S. foreign policy? Is Iraq part of a U.S. Middle East policy? Is it to be used for anti-ISIS actions, or is it an arena for the maximum pressure on Iran policy? I think those are questions Washington is not clear on,” he said

"What is missing," he added, "is a normal relationship between the two countries, where Iraq itself has value that is not exclusively anti-ISIS or part of U.S. policy toward Iran. What is missing is a cultural and diplomatic exchange. A normal, full relationship. This relationship is not normal."

A Washington meeting will provide "an opportunity to put this relationship on a normal path. If the PM comes to Washington, it will be an important step in a bilateral relationship."

On behalf of the Office of the General Secretariat of the Council of Ministers, Haider Majid announced the Prime Minister’s request to the Council members to disclose their financial assets.

Majeed said in a statement that Al-Mustaqilla received a copy of it on Friday night (August 8, 2020), "The Prime Minister directed that cabinet members fill out the financial disclosure form for the year 2020."

He added that "the directive issued during the eighteenth session on August 4, stipulated filling in the aforementioned form and sending it to the Integrity Commission as soon as possible."

He continued, "The directive is based on the Integrity Commission (Graft) Law No. (30) for the year 2011 as amended, as the first clause of Article (16) stipulates that everyone who occupies one of the jobs or positions on their own or an agency is obligated to submit a declaration of His financial disclosure.”

The first step that Iraq needs is to reformulate and write the non-Iraqi constitution that was brought by a group of mercenaries who coveted the wealth and money of the Iraqis, and because it wrote without will and a great real popular participation, and gave privileges to the politicians, and treated the Kurdish region as an independent entity, and a region Outside the geographical boundaries of Iraq, and this is what we were talking about by being fair and just, and Iraq is not divided according to minorities and regions, and this is completely different and opposite to what the democratic and national experience requires, and the writing and drafting of the constitution requires the participation of the active elites in the public space, and it is voted upon through A popular referendum from all Iraqis, and the people have the right to reject it or object to some of the articles that the committee can change. They have the right to reject it because it was written for their service, comfort and security. 

In the absence of the authority that feels responsible, corruption occurs, and its lack of absolute corruption occurs, and it is clear that political power in Iraq has ceased to exist. Its existence or lack thereof does not provide anything to the Iraqis after these faces have become allied with each other for the continuation of corruption that exists in all state institutions, due to the absence of Law and justice, the loss of people's money, and indifference to it, and it is impossible to hold corrupt persons accountable, and when the employee is safe from punishment, he will fall into corruption and the poor will suffer misfortune. It is a catastrophic matter, as corruption has reached and spread even in the Iraqi judiciary! The problem is that the system protects corruption and drives its spread, and the ruling political elite suffers from it to an absolute degree. If the leader is right, who would dare to corrupt? The Iraqi political system has been based on many and many mistakes when writing the constitution, including the allocation of positions in a manner based on sectarian affiliation rather than competence, and the division of positions is built at the expense of marginalizing the rights of others and plundering their wealth, in addition to the language of violence that is printed with it, which only resulted in destruction. Social, while the authority worked after 2003 to govern and show that it is democratic, but it was never democratic, and it is true to say that what is happening in Iraq is a democracy without democrats, or that it is a democracy that protects corruption. 

The political class has failed to find solutions to every crisis that Iraq has experienced, and we can mention this failure in the form of points: 

  • 1- The Iraqi constitution is not valid for Iraqis, and weak, and it was written by people who do not die for politics and political work for nothing more than for their interests and goals. 
  • 2- Dividing power on the basis of a sectarian system and quotas, and giving the three presidencies and ministries according to sect and sect, and not on the basis of competence. 
  • 3- Exploitation and concealment of religion by the so-called political Islam parties in a diverse society.
  • 4- The lack of independence of the High Elections Commission. 
  • 5- Granting outrageous privileges and salaries to politicians and leaders. 
  • 6- Establishing provincial councils that are inconsistent with the reality of Iraq. 
  • 7- The absence and exhaustion of a real and strong opposition that demands the rights of the people and opposes the political system in Parliament.
  • 8- Absence of the oversight and legislative role of parliament, and weakness and corruption in the judicial system.
  • 9- The absence of the national identity of Iraqi politicians and their dependence and absolute loyalty to neighboring countries or the West in order to preserve their interests.
  • 10- The absence of real strength and will to change the political system.
  • 11- The absence of an economic system in Iraq under the principle of the public interest of the country.
  • 12- The absence of the role of the authority and the law in uncovering corruption, holding the corrupt accountable, and bringing them to justice.
  • 13- The Iraqi political system is subject to a non-Iraqi external will that controls it, its wealth and its future.
  • 14- The regime's dependence on oil, leaving trade and industry that would raise the country's economy.
  • 15- Destroying the agricultural sector and not encouraging the Iraqi farmer and providing him with aid and the real requirements.
  • 16- Closing factories and factories and discouraging local national product and importing from neighboring and western countries.
  • 17- The high level of unemployment, especially the failure to assign specific degrees to graduates and benefit from their experiences.
  • 18- Lack of control over the smuggling of oil to the North and the neighboring countries and the massive corruption therein.
  • 19- Bad and weak security apparatus due to the corruption of the political system.
  • 20- The media is politicized and subjected to partisan hands, and in the interest of non-national political authority.
  • 21- Marginalization and displacement of honest and independent scientific competencies.
  • 22- The absence of the role of the law, which led to the spread of weapons outside the framework of the state and the establishment of armed groups that may threaten the state itself.
  • 23- The weakness of foreign diplomatic representation, whether in the United Nations or in international relations, after the Ministry of Foreign Affairs became the seat of the sons and relatives of the minister and his "sect", of necessity of quotas.
  • 24- Neglecting monitoring the Iraqi geographical borders and failing to protect them from those stalking the security of Iraq and its people.
  • 25- Poor necessary services needed by the Iraqi citizen. 
  • 26- Poor education in Iraq, the lack of adequate teaching staff, and the scarcity of schools.
  • 27- Destruction of culture and art, and the absence of any programs or transportation in support of cultural mobility.
  • 28- The lack of plans for urban modernization and infrastructure and the start of service projects. 

All these points are, but a small glance, a point in a sea of lapses, faults and flaws in the Iraqi political process, of which nothing has been fixed, and that problems in all the political system and institutions and corruption are rampant like a malignant disease. From this aggravating failure, the question arises about the fall of this regime, and is it possible for it to collapse? The strongest and greatest empires have faded with the passage of time, and in the world of politics there is nothing fixed, and the best example (the Soviet Union).
