The Secretary General of the Iranian-Iraqi Chamber of Commerce Hamid Hosseini announced the establishment of a company in Iraq to settle Baghdad's debts to Tehran, which amount to about five billion dollars, according to a report published by Iranian websites.

Hosseini told Farda radio that the company, which will work for the Iranian government, will purchase food commodities to pay off the debts. He explained that, based on a mutual agreement between the two countries, last month, Iran will provide the new company with a list of "commodities and raw materials" it needs, and the company will purchase and ship it to Iran. And Iraq owes Iran the money and gas it imports from it. The payment of Iraqi debts comes through goods, not cash, because Iran is subject to US banking sanctions, so Baghdad cannot transfer foreign currencies to it.

According to Radio Farda, Iran is able to import goods only from Iraq, also because of the US sanctions. The Governor of the Central Bank of Iran, Abdel Nasser Hamti, announced, last month, from Baghdad, that Iraq had agreed to settle its debts, related to gas and electricity, to Tehran, by providing food and medicine.

He said that the debt funds will be used, in the Iraqi Bank of TBI, to pay for the "commodities" that will be purchased by the newly established company. Iran's non-oil exports to Iraq, excluding electricity and gas, reached nine billion dollars in 2018, while its total imports from Iraq reached only 59 million dollars. Since the beginning of the Iranian calendar year, on March 21, 2019, Tehran has stopped publishing details of its foreign trade. It is worth noting that Prime Minister Mustafa Al-Kazemi held talks recently with Iranian leaders on his first official visit abroad since he took office in May.

The prime minister's move to restore the state to the border outlets was widely welcomed, and calls were launched to launch similar operations targeting all outlets and return them to state authority.

The government was losing control of six border outlets on a daily basis from four in the afternoon until eight in the morning the following day in favor of armed actors.

Armed parties also control unauthorized outlets that enter goods, merchandise, corrupt drugs, and even forbidden materials such as drugs into Iraq in coordination with influential figures.

And Al-Abadi said, "The reason for the delay of the part related to the Gulf side lies in the events that the world witnessed, such as the Corona pandemic and the repercussions of the economic situation. However, despite this, the Ministry has had periodic meetings, and it was agreed to resume these actions through a set of obligations on Gulf Link. " 

He pointed out that "if the Gulf side returns to work by implementing the second phase of this agreement, the line will enter work within a year or more."

He added, "This agreement has great flexibility and readiness for electrical energy, given that Iraq will have another source of electricity for electricity in case the system is extinguished."

He stressed, "The electrical interconnection coil will enhance the situation of the entire system and the Basra situation mainly, and will ensure that low voltages are addressed."

These dollar/dinar figures are goofy . Iraq owes 5 trillion dinars to Iran , a mere pittance at 5 billion USD . Salaries , or payrole , for whom we don't know , is 9 trillion dinar ,or 9 billion USD  . Bear in mind that Iraq has a population of approximately 40 million people ,so that's quite a bit of scrilla per person . I don't get it . .

Al Rasheed Bank announced, on Sunday, the start of distributing the employees’ salaries for the month of July.

 

The bank’s media office said in a statement that {Al Furat News} received a copy of it that “the salaries of employees of ministries and state institutions for the month of July have been started.”

The Rafidain Bank announced earlier today that it would distribute the salaries of the ministries and institutions of the endemic country their salaries to the bank for the current month of July, through electronic payment tools.

Al-Kazemi launches the salaries of employees in the Kurdistan Region

The Minister of Agriculture and Water Resources in the Kurdistan Region, Bikard Talabani, announced on Sunday the approval of Federal Prime Minister Mustafa Al-Kazemi to pay the salaries of the General Directorate of Dams and Water Reserves in the region.

Talabani said in a post on social networking sites "Facebook" at an advanced time this morning, that the President of the Republic, Barham Salih, told her by phone call to solve the problem of the salaries of the Directorate with the Prime Minister. She added that Al-Kazemi decided to pay the salaries of the General Directorate of Dams and Water Reserves during this week.

The previous Iraqi government headed by Adel Abdul-Mahdi had cut last April the salaries of state employees in the Kurdistan Region after accusing the region of not committing to an agreement to deliver 250 thousand barrels of oil per day to the company "Sumo" owned by Baghdad, which was denied by the government of Erbil.

Al-Kazemi’s government agreed more than two months ago to launch one month’s salaries for the region’s employees, and mortgaged it on a regular basis on Baghdad and Erbil reaching an agreement on the oil file and the region’s share of the federal budget.

The government of the region had decided last June to deduct 21 percent of employee salaries for one month, due to the financial crisis that the region is suffering as a result of Baghdad cutting the salaries of the region's employees and declining oil prices in global markets . The government said it had taken this step to be able to distribute the available funds to all employees.

Minister of the Nile Nasser Hussein Al-Shibli discussed, Sunday, with the British Ambassador to Iraq, Stephen Hickey, operating direct flights to all airports in the Kingdom and vice versa.

A statement of the ministry, which received {Al Furat News} a copy of it, said that "it was discussed during the meeting to strengthen relations and open horizons of joint cooperation between the two sides in the field of transport in general."

Al-Shibli said during the meeting that "the Iraqi Ministry of Transport is keen on enhancing the prospects for joint work between the two parties and extending bridges of cooperation in the field of public transport, because of its economic and commercial importance to the two friendly countries."  "The two parties also discussed the importance of operating direct flights to all UK airports, and vice versa, for the benefit of both countries, as well as benefit from experiences and investment in public transport, and what contributes to them by lifting the European ban on the green bird."

For his part, the British ambassador expressed great interest in establishing solid and cooperative relations with Iraq, and building bridges of development at work and the most modern methods in transport and its various fields.

Baghdad tops the list .. Statistics reveal the percentage of mobile phone use in Iraq

The Central Bureau of Statistics announced, on Sunday, that the percentage of mobile phone use in Iraq reached more than 70% for the year 2019, indicating that Baghdad was the highest in terms of use compared to the rest of the other provinces.

The agency affiliated with the Ministry of Planning said in a report on a survey conducted by all governorates except for the Kurdistan Region; It was seen by Shafaq News that "the percentage of mobile phone use for people of five years and more reached 70.3%," noting that "the percentage of males increased compared to females, reaching 78% for males and 62.2% for females."

The report added, "As for the percentage of people who do not use a mobile phone, it reached 29.7%,"noting that "the highest governorates using a mobile phone are the capital, Baghdad, with 79.3%, followed by Basra Governorate, with 79.2%, and then Najaf Governorate, at 73%, and Muthanna Governorate, at 73.4%," Dhi Qar was the least used governorate by phone, at a rate of 56.9%."

The report of the Ministry of Planning indicated that "the results of the survey showed that the percentage of individuals who are 5 years old and over, who use a smart mobile phone reached 80.7%, while the percentage of individuals who use a regular mobile phone reached 22.8 %."

It is worth noting that before 2003, the Iraqis were using only the landline phone, and the mobile phone did not enter Iraq and was within the reach of all Iraqis who wish, except in 2004. In the year 2002, there were about one million and 200,000 subscribers to the Iraqi fixed network "Landline" That is, an average of four lines per 100 people, which represents a lower rate than the region’s rates.

It is noteworthy that mobile phones have developed very quickly, from ordinary to distinctive and smart, with the expectation of further development in the era of artificial intelligence. Mobile services have also evolved, from simple communications and text messages, to e-mail messages, browsing the Internet and many applications that include businesses, games, digital photos, and many services provided by premium phones, which led to their decisive intervention in many economic facilities of countries and companies.

Iraq goes beyond the salary insurance crisis

The Parliamentary Finance Committee said on Sunday that high oil prices and domestic and foreign borrowing secured employee salaries for the month of July.

"The high oil prices in the global markets and the law of local and foreign borrowing secured the salaries of employees and retirees this July," committee member Jamal Cougar told Shafaq News, stressing that "there is no excuse for the Ministry of Finance to delay the payment of salaries in a timely manner."

He added that "the availability of financial liquidity obliges the government and the Ministry of Finance to pay the salaries of employees according to the monthly entitlement to the times and schedules specified for each government ministry, department or institution."

The Iraqi government is struggling to secure employee salaries and other operating expenses due to the collapse in oil prices due to the Corona pandemic, which has paralyzed large sectors of the world economy. The country relies on revenue from the sale of crude to finance 95 percent of the country's expenditures.

The government had submitted the bill, which includes external borrowing worth $ 5 billion, and an internal amount of 15 trillion dinars to cover the country's fiscal deficit, which was approved by Parliament.
