Last December, the House of Representatives voted on the Parliamentary Elections Law without mentioning the article related to the scheduling or distribution of electoral districts, which is considered the basis for conducting the elections, which hindered sending the law to the Presidency of the Republic for approval, and did not specify a date to complete the approval of these districts until now.

Al-Oqabi continues, “The multiple districts need two basic issues. The first concerns the existence of an existing population census and it is not available at the present time. Prime Minister Mustafa Al-Kazemi had confirmed in a televised speech on Monday that his government would "work to hold early elections and that he was determined to hold them." Shafq News/ The Parliamentary Legal Committee revealed on Monday that the political blocs agreed to adopt a "compromise" to end the dispute over the new electoral law in preparation for passage in parliament.

"The presidency of the House of Representatives and the heads of political blocs have agreed to compromise on the dispute over the adoption of the judiciary as a single electoral district or province," committee member Bhar Mahmoud told Shafq News.

"The solution ensures that the judiciary, which had a population of 100,000 in the 2010 legislative elections, is one electoral district, while the other districts are a market that is merged into a single electoral district," she said.

Prime Minister Mustafa Al-Kadhimi announced Friday that early parliamentary elections would be held on June 6th.

The new draft electoral law is the biggest obstacle to the holding of elections, as the bill has been in place since last year due to disagreements by political blocs over some of its provisions.

The Iraqi parliament began discussing the new legislation late last year under the pressure of popular protests calling for reform laws. The new law is expected to give more room for the rise of independents and small blocs to Parliament.

However, differences remain on key provisions of the law, including those relating to the adoption of a single electoral district at the level of one or multiple constituencies.

He added that "the Kurds are determined to vote unanimously within the Federal Court on the decisions of the court and this is not accepted by the Sunni and Shiite blocs," revealing "the existence of a political dialogue between all the components to come up with a decisive solution to the law of the Federal Court."

Member of the Committee, Deputy Kata al-Rikabi, said in a statement to the official agency, which was followed by "NAS" (August 4, 2020), "It is the result of the many requests received from employees of the Ministry of Interior to facilitate the issue of age for admission to the Police College and Commissioners Institute, the committee decided to host the Minister of Interior, Police College, Director of the Institute of Commissioners, and Director of the Higher Institute after the Eid Al-Adha holiday, to discuss amending the Police College Law.  

He added that "the committee seeks to facilitate the issue of age, and the admission of employees of the Ministry of Interior to the Police College for the age of 40 years."  

The Directorate of Volunteering in the Ministry of the Interior announced last year that it would open the door to apply for the 68th session of the Police College, according to the following conditions:  

1- To be an Iraqi by birth (from Iraqi parents by birth) and of non-foreign origin.  

2- Holds a certificate of middle school with its branches (scientific - literary - industrial - commercial)  

3- His age must not be less than (17) seventeen years and not more than (22) twenty two and six months, and it is permissible to accept affiliates from the Internal Security Forces with a age of no more than (25) twenty five years.  

4- Its length is (168) one hundred and sixty-eight centimeters or more and the width of its chest (80) is eighty centimeters or more.  

5- The student must pass physical fitness tests, medical examination, final interview and prescribed tests.  

6- Good conduct and behavior, and he was not previously convicted of a non-political felony, felony or misdemeanor involving honor.  

7- The acceptance rate is not less than (75%) seventy-five percent for the public channel and (70%) for the private channels, according to the decision of the college’s board of directors at its second session for the year 2019.

On Monday, Representative Yousra Rajab called on the House of Representatives to hold an extraordinary session on the draft law to protect and approve domestic violence, confirming the increase in the phenomenon of violence and crimes within the family as a result of the quarantine.

Rajab said in a statement received / information / that "the cabinet voted today on the law on protection from family violence, and it will refer it to the parliament for the purpose of voting on it in accordance with constitutional contexts."

And she continued, "Many demands we made earlier to the relevant authorities to present the draft law to the parliament to provide protection for all family members, not just women, and for members of Iraqi families to live in a healthy family environment."

She stressed that "the constitution according to Article (29) of it, the state must provide protection to the family as the basis of society, especially motherhood, childhood and old age, as the constitution prohibited all forms of violence and abuse in the family, school and society."

Rajab indicated that "the legislative and executive branches, based on this constitutional text, must cooperate in enacting appropriate laws that provide protection for the family and society."

Rajab stressed that "an extraordinary session of the parliament should be held in accordance with the provisions of Article (58 / First) of the constitution, to discuss the draft law on protection from family violence and expedite its approval after recording many cases of violence within the family within the quarantine as a result of the outbreak of the Corona epidemic." 25 h has ended

The Cabinet approved the Domestic Violence Act, today, Tuesday, and sent it to the House of Representatives.

On Friday, the Parliamentary Legal Committee confirmed that the Council of Ministers Law will be read first after the resumption of Parliament sessions .

The committee member, Mohamed Al-Ghazzi  said today (7 August 2020) that "the Cabinet Law came to the Legal Committee at the end of the year 2019, and it was discussed in the Committee, then it was sent to Parliament," noting that "he will read a first reading after the resumption of Parliament sessions ."   

Regarding the laws of judicial supervision and public prosecution, Al-Ghazi affirmed that "the two laws are still in effect, and they were voted on in the previous session of the House of Representatives, but there are only amendments to them, and there are no new laws," noting that "the two laws with their paragraphs are still in force, but they are Now it has not been implemented by the executive . " 

Article 80 of the constitution defines the powers of the Council of Ministers as follows: 

First: planning and implementing the general policy of the state and general plans, and supervising the work of ministries and entities not affiliated with a ministry 

Second: Proposing bills 

Third: Issuing regulations, instructions and decisions in order to implement the laws 

Fourth: Preparing the draft general budget, closing account and development plans 

Fifth: The recommendation of the House of Representatives to approve the appointment of deputy ministers, ambassadors, special-grade ambassadors, the chief of staff of the army and his assistants, those in the position of division commander and above, the head of the National Intelligence Service, and the heads of the security services.

Sixth: To negotiate and sign international treaties and agreements or whoever authorizes them .
