"The proposal to amend the unified pension law is in the Finance Committee, and we believe it is difficult to pass it in the House of Representatives as a bill proposal," Deputy Chairman of the Legal Committee Mohammed al-Ghozi told The Iraqi News Agency (AAP). 
"The decisions of the Federal Court restricted the House of Representatives from enacting laws that burden the state with financial burdens without the government's approval," he said.
He added, "Legislative measures that cost the state financially, must come from the government in the form of a bill," pointing out that "if there is seriousness in resolving the amendment of the pension law, it should be sent for discussion in parliament."
The member of the parliamentary finance committee, Mp Magda Tamimi, announced earlier that its committee intends to discuss six topics, most notably the amendment of the pension law and the benefits of holders of higher degrees.
Al-Tamimi said in a statement received by the Iraqi News Agency (AA) that she "has submitted a request to the Finance Committee to discuss six important topics, which directly affect the lives of citizens to take decisive action."
She added, "The six axes include, first: the second amendment to the Unified Retirement Law No. 9 of 2014 and the detailed report it submitted, second: the benefits of free lecturers, third: entitlements of holders of higher degrees, fourth: salaries transferred to other ministries, fifth: the appointment of first students, sixth: addition or any other axis by the members of the Finance Committee."

The Ministry of Labor and Social Affairs announced, on Tuesday, that 12,000 workers in private sector companies and investment projects will be covered by the retirement and social security law.  

The Minister of Labor, Adel Al-Rikabi, said in an interview with the official newspaper of Nass, (July 28, 2020) that "his ministry had launched, on the 12th of last June, a campaign to inspect investment projects and private sector companies in order to register the proportion of workers in them of foreign and domestic employment." ".  

Al-Rikabi pointed out that "11,727 workers from the national labor included the retirement and social security law, through field visits to projects and companies in Baghdad and four governorates: Basra, Kirkuk, Anbar and Nineveh."  

The Minister of Labor affirmed that "435 field visits were achieved through field inspection teams since the start of the campaign and until now."  

Pointing out that "there are projects that will be visited in Baghdad in order to register the largest number of workers from the national labor for the purpose of including them in the retirement and social security law, especially since the ministry had prepared a plan for this year aiming to include about 500 thousand of national labor in the law by the end of the current year ".

The Ministry of Labor and Social Affairs said, on Tuesday, that it included about 12,000 workers in private sector companies and investment projects in the retirement and social security law within five governorates, while coordinated with the Ministry of Oil to conduct visits to well sites after the total curfew was lifted.
The Minister of Labor, Adel Al-Rikabi, said that his ministry "had launched, on the 12th of last June, a campaign to inspect investment projects and private sector companies, in order to register the proportion of workers in them of foreign and domestic employment."
He disclosed that "11,727 workers from the national labor included the retirement and social security law through field visits to projects and companies in Baghdad and four governorates: Basra, Kirkuk, Anbar and Nineveh."
Al-Rikabi stressed, "Achieving 435 field visits through field inspection teams since the start of the campaign until now." He pointed out that "there will be projects that will be visited in Baghdad in order to register the largest number of workers from the national labor, for the purpose of including them in the retirement and social security law, especially since the ministry She had prepared a plan for this year aimed at including about 500,000 national workers in the law by the end of the current year, in order to raise the standard of living of the working class. "
He stressed his ministry’s endeavors to make adjustments to the pension and social security law for workers, in order to raise the standard of living for the working class in Iraq in a way that is compatible with the requirements of life, to secure a better living life for this segment, in order to encourage work in the private sector and reduce the burden on the government sector in Employment, "noting that" the draft amendment of the law will be discussed with the competent higher authorities and the National Retirement Authority. "
The Minister of Labor revealed that "the coming period will witness intensive campaigns to visit investment projects and companies belonging to the private and mixed sector after the ban is completely lifted, pointing out that coordination has been made with the Ministry of Oil to conduct inspection tours to all oil well sites in the country, in addition to coordinating with the Ministry of Transport For the registration of workers in the port companies in Basra Governorate. "

Members of the House of Representatives warned that the handling of corruption and reform files does not need to enact new laws, as much as they need to activate the laws in force, such as the law where you are from this, and graft, warning that corruption has become a deep-rooted public phenomenon, and needs the cooperation of all to eradicate it.
Sabah al-Akili, a member of the parliamentary integrity committee, said: The reform should start from activating laws that work to reduce and undermine corruption, pointing out that legal from where you have this, and graft, began work on them at the beginning of this year, and all employees have raised their financial profile to the Integrity Commission. 
Al-Akili added, in an interview with «Morning», that the problem of corruption now is that it is no longer limited to senior officials, but has become a general phenomenon in many circles of the state, and we need great cooperation from citizens with the state to reduce its spread, and uproot the base of this scourge, which must be eliminated.
Al-Akili pointed out that the first steps to reduce corruption is to document these crimes by society and report them by citizens or reviewers of state departments, pointing out that the government regulatory departments are very weak and do not rise to the challenge posed by corruption.
Al-Akili said the committee has demanded that the offices of the cancelled inspectors be included in the regulatory bodies, such as the Integrity Commission and others, to benefit from their expertise and competence, but they have been transferred to other departments.
Al-Akili called on the prime minister to work to activate the system of electronic governance between the departments to detect spoilers and manipulators, and to train the regulators because they are weak and do not rise to face the methods used by the corrupt.
For his part, mp for the Kurdistan Democratic Party bloc Diar Barwari, that the previous government identified 40 files of corruption in the state organs, and called on the House of Representatives to adopt laws to combat corruption, and the modernization of the law of integrity as a result of the demands, in addition to the power of the public prosecution and the judiciary to carry out greater responsibilities in this area, including the abolition of the offices of public inspectors. 
"Parliament is ready to legislate laws that will enable the government to eliminate the spread of corruption," Barwari said, noting that the government's anti-corruption mechanisms are still ineffective, because corruption has many facets and not only financial corruption, but there is the exploitation of power and the perpetuation of red tape to obtain some gains. 
He called on the government to activate all oversight departments and technical mechanisms in order to reduce corruption, and to refer all corruption files to the judiciary and to announce them and follow up them by the public prosecution, and this requires a collective effort from the society and the government. 
Economic Commission member Nada Shaker Joudat said the measures to curb corruption were about the government's real will to curb corruption, and it started with political blocs failing to protect their ministers, who are found guilty of corruption. 
Joudat told Al-Sabah that the government should develop deliberate plans to eliminate corruption, in addition to the participation of political blocs in these plans and not to protect spoilers who manipulate public money and not to provide cover for them. 
Joudat pointed out that Iraqi laws contain important paragraphs to reduce the spread of corruption, but their failure to apply them properly contributed to the spread of corruption, so we call on the House of Representatives and the government to activate laws to eliminate corruption and apply them in a practical and effective way.
