Iraqi Prime Minister Mustafa Al-Kazemi confirmed that the failure to address the country's electricity crisis is due to corruption and financial waste in previous periods, while an Iraqi parliamentary committee began investigating the contracts concluded by the Ministry of Electricity for the 14 years.

 Activists and site goers said that the war on the corrupt in electricity will be against ghosts if the names and the parties involved are not announced.

Al-Kazimi said during a meeting he held with the ministers of electricity and oil that the past periods have seen spending billions of dollars on this sector, which were sufficient to build modern electrical networks, but corruption, financial waste and mismanagement have all prevented the treatment of the electric power crisis in Iraq, so that the suffering of citizens that It worsens in the summer months.

And Al-Kazemi indicated that the previous ministry did not carry out projects related to electricity maintenance, which exacerbated the problem, especially in this economic and financial circumstance that Iraq is living due to the collapse of oil prices globally as a result of the corona’s pandemic repercussions, and directed to activate all electricity projects, especially the agreement concluded with Siemens German.

Al-Kazemi’s statements coincide with the start of an Iraqi parliamentary committee to investigate the contracts concluded by the Ministry of Electricity for 14 years, following the decline in energy supplies in the country.

The formation of this committee, headed by Hassan al-Kaabi, deputy speaker of parliament, to scrutinize and investigate the contracts of the Ministry of Electricity came from 2006 to 2020, according to an official document issued by parliament speaker Muhammad al-Halbousi.

The document added that the formation of the committee comes in order to identify the reasons for the lack of clear progress in the sector and to hold accountable the neglected, following the continuous deterioration in the electrical system, the accumulated failures throughout the previous years, and the existence of suspicions of administrative and financial corruption.

The announcement of the investigation of the electrical energy contracts comes after angry protesters stormed a building to distribute electricity in Baghdad, due to the increase in periods of power outages.

The deputy in the Iraqi parliament, Dhafer Al-Ani, welcomed the formation of the committee, and said that it is the right of people to know where the huge amounts of money spent on electricity went and are still suffering darkness, vigor and disease.

Iraqis questioned the feasibility of forming the Parliamentary Committee, and said that these committees had been formed in the past and remained ink on paper without tangible impact on the ground.

Member of Parliament Alia Nassif stressed the need for Prime Minister Mustafa Al-Kazemi to "remove the corrupt hands from the Siemens agreement," saying that expelling what she called "the controlling gang" on the electricity file for years is the first step in the solution.

Nassif said in a statement, commenting on Al-Kazemi’s directives issued during the meeting held yesterday to activate all electricity projects, especially the agreement concluded with Siemens, according to its media office, “The Prime Minister’s personal supervision of the electricity file is a good gesture that may help put an end to all of those The years of failure and corruption in the electricity sector, but he must rely on clean tools in dealing with this file and not using the same people who were part of the problem over the past years, and we have talked in TV statements and dialogues about some of the corrupt, veteran corrupt who were and are still the cause of destruction Desolation, theft and fraud in the electricity sector.

The first reason is due to the change in the sector’s leaders due to the conditions of sectarian quotas, as the electricity sector has become one of the most important tools of conflicts, contradictions and political fallout so that success is not recorded in the name of this or that political bloc.

In addition to the deviation of the Ministry of Electricity from the central strategic plan program that was launched in 2006 and was presented in the House of Representatives under the auspices of the United Nations Development Program and the World Bank and expanded in 2010 to 2030 by Parsons Brinckerhoff, and to invest the important time and accelerate the achievement of what The Ministry started with it previously in building the strategic contracted stations, which were drawn up according to an accurate timetable planned and record periods of completion, due to the dictates of some political parties concerned with sector affairs.

  The most important reason, mainly in the absence of the service that the Ministry of Electricity must provide, is borne by the Ministry of Oil in failing to fulfill its obligations, due to its “delay and delay” in establishing the infrastructure to provide the fuel required to operate the electric power production plants, such as the delay in establishing new refineries and establishing a new network of lines. Pipes, and the investment of natural gas with both types of associated gas, which burns in large quantities by 1700 million cubic feet per day and free gas from gas reservoirs and by 1,600 million cubic feet per day. That is enough to run an additional 10,000 MW.

In addition, in the years 2014 and 2015, it imposed on the Ministry of Electricity four investment projects for gas stations with a total capacity of 8,340 megawatts for the production of electric energy, the Ministry of Electricity and contractual obligations with the investment companies were obliged to provide the Ministry with the quantities of natural gas needed to operate the investment stations by allocating the supplied and imported gas from The Islamic Republic of Iran, which is mainly contracted to operate some gas energy production stations that were implemented within the ministry’s plan to increase productivity and expand it to the combined cycle stage to add new production capabilities and without the use of additional fuel.

We warn that the electricity crisis will lead us to mistake the extrapolation of crises and their occurrence in supplying electrical energy. I hope that the induction will not be a political announcement to absorb the wrath of the citizen in his summer demonstrations.

 Because the institution's productive capabilities are usually 34 thousand MW, of which the capabilities affected by the terrorist attack by ISIS are 4,000 MW and 16,000 MW are disabled due to operational determinations for not carrying out preventive maintenance and rehabilitation work or stalled due to breakdowns or shortages of spare materials that require sums not large. In addition to the suspension of new projects under construction by 4700 MW due to the lack of funding. The current production is between (18-19) thousand MW, this capacity will decrease when no funds are available to maintain it.

We must restore the damaged and idle capacities amounting to 16 thousand MW in stages and according to a timetable not exceeding two years. Concurrently with the rehabilitation and completion of the capabilities affected by the ISIS aggression of 4,000 megawatts over a period of three years.

 Resuming the new stalled projects amounting to 4,700 megawatts, stopping the referral of any new investment projects, until completing the implementation of stalled projects, restoring idle productive capacities, focusing on expanding the transportation sector, removing bottlenecks, modernizing the distribution sector by converting air networks to the ground to reduce the percentage of losses that reached 42% and to prevent the phenomenon of overtaking The network, as it has been in the Zayouna and Yarmouk networks since 2010, which has not yet expanded in other areas of Baghdad. Or the governorates, preventing the governorates from exceeding their quotas, preventing the interference of the governors in the work of the control centers and raising the electrical system frequency protection devices that caused territorial expansions in the national network.

Here, government debt collection law No. 56 of 1977 should be activated to maximize the payment of electricity wages. The problem of electricity is not only cases of financial corruption, but rather the failure of the policy of coordination with other sectors to maintain its work of providing fuel and annual operating and maintenance amounts.
