Economy News - Baghdad:

The Iraqi government began its plan to impose its control on the border crossings, as a military force authorized to shoot at all who blackmailed businessmen at the two border crossings with Iran, Mandali and Muntheria, arrived.

Until now, the central government has not made clear its intention to impose its control on the official and unofficial border crossings in the Kurdistan region, which the Parliamentary Finance Committee indicates is that its annual income is estimated at $ 5 billion, and the government estimates the amount of corruption in the border outlets more than $ 8 billion annually.

The Prime Minister, Mustafa Al-Kazemi, said that there is a tendency for the government to intensify non-oil resources through several means, foremost among which are the border entry points, through which sound management can achieve profits and revenues for the treasury, as an important economic artery .

He added that the Mandali border crossing is considered an important outlet, but it has turned into a den and a crossing for the corrupt, indicating that the government is launching a new stage today, which is to restore order and law in the work of the outlets and stop the waste of money in them, which is also the people's demand and social and political activities, so the money is the people's money and not the money of the corrupt .

He pointed to the presence of "ghosts" in the customs sanctuary extorting merchants and businessmen, and our message to them is that we will track them, infer them, present them to the judiciary and rid the border crossings from them .

The Commander in Chief of the Armed Forces confirmed that the Mandali border crossing has come under the protection of our military forces, and has the right to fire at anyone who tries to bypass or infringe on the customs campus and its workers, and indicated that he directed the automation of the administrative aspects of customs, in order to protect public money and fight corruption and corrupt And we also granted powers to the military commanders and the director general of the border outlets to address the situation of the outlets and develop the reality of their work .

On the other hand, the head of the Parliamentary Finance Committee, Haitham Al-Jubouri, said that the unofficial border crossings are two in Erbil, 4 in Sulaimaniyah and one in Maysan and Anbar in each of them, and are led by parties, clans, and factions, noting that the process of controlling customs is not carried out by the security authorities Rather, it is directed towards governance.

He stressed that Iraq loses about 95% of customs revenue due to corruption in border ports, noting that large exemptions for investors made them take advantage of these exemptions by importing raw materials and selling them in the market, as well as exemptions for civil society organizations.

He pointed out that the simple employee in the border outlets receives daily more than 10 thousand dollars due to manipulation in the gender of the goods, indicating that there are 4 companies submitted to control the border outlets, including two good companies, but so far have not been referred.

Meanwhile, economist Abdel-Rahman Al-Mashhadani stressed that the money wasted at the border outlets since 2003 until now is estimated at about 100 billion dollars, indicating that between 5 and 6 border outlets with Iran are losing control of the country after six in the evening .

Al-Mashhadani said, "The country's border revenues can include a large part of the country's current crisis, with taxes and customs duties forming the most important part of non-oil revenues in Iraq," noting that "Iraq has about 22 border outlets represented by land and sea ports and airports, but all of these The outlets did not meet the expected revenues that are supposed to be included in the general budget .

He added, "What has entered the budget for these revenues over the past years does not exceed a quarter of the assumed real income, except for some years in the period of the rule of the former Prime Minister, Haider al-Abadi, especially between 2016 and 2017, when the revenues accrued to the state increased to about 3 billion dollars. He pointed out that "the money wasted through the border crossings since 2003 until the moment is estimated at about 100 billion dollars."

Ports .. Ghost Arena and a hand on the trigger

 Time: 07/2020 2020 10:26:11

Ports .. Ghost Arena and a hand on the trigger

{Baghdad: Al Furat News} The outlets are a hotbed for “ghosts” corruption, as Prime Minister Mustafa al-Kazemi described them.

During his inauguration, the Mandali border crossing with Iran in Diyala province, last Saturday, vowed to fight customs corruption, impose order, and extend the law to Iraqi commercial outlets.
In an unprecedented step, Al-Kazemi gave the security forces the authority to fire live bullets against the infringers on what he called "the customs campus" and added that "this is a message for all the corrupt and whoever tries to blackmail the citizens, today we will restore the prestige of the state" in an indication of the size of the next challenge in fighting the corrupt And control the ports.
He pointed out that the customs work has come under the protection of military forces empowered to shoot at the abusers, pointing out that the country lost millions of dollars due to poor taxation of imported goods.
While at the Mandali crossing, Al-Kazemi said that the government would pursue "ghosts" that were transporting cargo trucks across the border without paying customs duties.
In front of reporters, he asked "businessmen to pay the customs and not to pay the bribes."
Although there is no accurate statistic regarding the size of the revenues of the border outlets, but a member of the Parliamentary Finance Committee Jamal Koujer "estimated it annually between 10 and 12 billion dollars annually, adding that" the annual revenues from the ports that enter the state treasury do not exceed two billion dollars, as for other funds She goes to the pockets of the corrupt, "he said.
And Finance Minister Ali Allawi had made it clear during an interview last June with the French Press Agency that customs taxes should be about $ 6 billion annually, but what is being collected is less than a billion dollars now.
Al-Kazemi promised to implement reforms in "3 stages", in particular by replacing the security forces operating in border centers and automating data and financial exchanges.
Iraq has more than 22 land ports with Iran, Turkey, Jordan, Syria and Kuwait, while the land ports with Saudi Arabia are still closed despite the completion of their rehabilitation operations since last year, based on a memorandum of understanding concluded between the two parties, except for the ports of Basra, which recently expanded its capacity by building loading and unloading berths New buildings, especially in the ports of Umm Qasr, Al-Amiq and Abu Flus.
And Iraq - which depends more than 90% of its budget on oil - is going through the worst economic crisis in its history, as the second largest oil producer in OPEC failed to diversify the economy and find alternatives to black gold.
Iraq has lost nearly 450 billion dollars due to theft and embezzlement over the past 17 years.
Several border provinces, including Wasit, called on the federal government to take a similar step and send military forces to control its outlets in order to fight corruption and seize revenues.
In conjunction with the Prime Minister's procedures regarding border crossings, Wasit governor Muhammed Jamil Al-Mayahi called out to him, and asked him to send a regiment of the army to control and protect the Zurbatiya border crossing near the Mandali port that Al-Kazemi visited.
In his statement, Al-Mayyahi confirmed, "Previous requests to send a special army regiment to protect the port until the general conditions in the country are stable."
And the problem of border crossings is among the most important dilemmas that the Prime Minister faces to find radical solutions to them after the deficit shown by all previous governments in solving them, and this complex problem is the control of partisan and armed groups and even some influential clans over the capabilities of those outlets, and the financial circles in Iraq More than half of the income from those financial outlets goes to the pockets of the corrupt and powerful gangs there.
A source who served earlier this year in one of the southern Basra outlets says, "Al-Kazemi's step is undoubtedly good. We hope that he will be lucky and eliminate chaos and recklessness in all border crossings."
The source, who preferred not to be named, added, "The force alone will not solve the problem of borders. Things are completely intertwined and complicated, and the government urgently needs the cooperation of the customs departments amounting to about 14 districts in each outlet. The government should provide them with the necessary protection from dangerous gangs in the outlets." It should eliminate the corrupt senior officials who collaborate with these gangs. "
And the official outlets and corruption are not the only challenge before the government, but it is not registered with it. A member of the Parliamentary Commission on Economy and Investment Mayada Al-Najjar revealed on May 19 that some border outlets are outside the control of the Iraqi government "after four o'clock in the afternoon", that is, after the end of the official working hours. Noting that “the border outlets that are out of control and their imports go to unofficial acquisitions, including political or clan ones.”
Informed sources and other security sources say that some outlets witness “smuggling currency, crude oil, even people, weapons and various commodities.” And
she adds, “ The anti-terrorist agency arrived at the Shalamcheh border crossing in Basra Governorate, but did not take any measures regarding the progress of work at the port.
There is another aspect of this file that is not less sensitive and is related to the border ports operated by the authorities of the Kurdistan region, and therefore, in Al-Kazimi's orientations about the outlets, it may spark a dispute with the government of Erbil, which oversees border outlets with both Turkey and Iran, and the crossings that border with Iran are a pilgrim. Imran, Bashmakh and Proizkhan.
And the region’s government has always pledged its willingness to dialogue with Baghdad on the authority of border outlets, provided that “the Iraqi government can establish effective control over the remaining ports, airports, and ports” and that it “is ready to engage in a legal debate in this regard in which it guarantees the rights of the Kurds.”
According to information, a crisis management cell is being formed to include representatives of the ministries of defense, interior, and finance, as well as the intelligence service, to capture the file of ports.
Political analysts and economists believe that the "success of Kazmi in control of the ports and the prestige of the state to impose on them, will be among the most important keys to success at all at the site of the prime minister and will enhance his reputation at the grassroots level dramatically" .anthy

Baghdad - Mawazine News
, the Finance Committee in the House of Representatives, on Monday, called for unifying the procedures of border outlets with the outlets of the Kurdistan region to ensure that goods do not enter through the outlets of the region and hit the national product.
"The measures taken to control the border crossings have become an economic and national necessity that we have repeatedly called upon," said committee member, MP Mohamed Al-Darraji in "Tweet" through his personal account on Twitter.
Al-Daraji added: "These measures must be accompanied by procedures similar to the ports of the Kurdistan region, such as joint management, unification of customs tariffs and protection of the national product between the center and the region, otherwise the entry of goods will be through the ports of the region." Parliamentary Finance calls on the government to cancel the commercial exchange agreement with Jordan and impose control on Kurdistan's ports
[Baghdad_Eye]
Member of Parliamentary Finance Committee Ahmad Hama called on the government on Monday to cancel trade agreements with Jordan and some Arab countries due to their lack of economic viability, indicating that imposing control over the border outlets in the region is a must.
Hama said that "the trade agreement with Jordan and even some Arab countries is a customs facilitation for the goods between the two countries, and considering that Iraq does not export any goods other than reduced oil, Jordan is the largest beneficiary of them."
He added that "the government is required to cancel these agreements and find forms of commercial understanding of equal opportunity between Iraqi goods and the countries that meet them."

Hama pointed out that "the file of controlling the outlets is very important, but controlling five official and four unofficial outlets in Kurdistan contributes to ending corruption, as protecting the outlets is a federal task."

Parliamentary finance reveals the number of outlets "out of control" in the north and south and stresses monitoring the currency auction

The Parliamentary Finance Committee revealed the number of "uncontrolled" outlets in the north and south, while stressing monitoring the auction of selling the currency and where its money goes, in light of the widespread corruption in the country .

The committee member, MP Ahmad Hama, said, "Today, the prime minister is required to start a campaign against the corrupt and influential mafias and controlling Iraqi ports in Basra and border crossings, as it is the economic focal point for Iraq ."

He added that "eleven border outlets in Basra and the same in the Kurdistan region of Iraq are outside the control of the state and no one knows what is going on in them, especially since the volume of waste in them is estimated at about nine billion dollars annually ."

Hama stressed that "the currency auction sells about $ 60 billion annually to purchase goods, but it is without supervision and there are no conditions for the import of goods, which makes waste in importing billions of dollars that are the right of the people ."

Al-Kazimi, kicking butt and taking names. He stated previously that he had no interest in remaining PM when new elections come, but I hope the citizens see all the good he is doing (action, not words) and bring him back. One year is not enough to erase years of corruption, but he is doing a GREAT job.

Deputy: There is deliberate negligence to thwart the governance system in Iraq and maintain corruption

{Baghdad: Al Furat News} Member of the Parliamentary Communications and Media Committee Alaa Al-Rubaie confirmed on Tuesday that there is deliberate neglect to thwart the governance system in Iraq and keep corruption.

Al-Rubaie said in an interview with {Euphrates News} that "democratic systems always deal with transparency through governance, and they automate electronic systems, given that today there is suffering and corruption in the Iraqi state system because of the absence of the electronic system in the country."
"If we took the border crossing points for example, if it had an automation and a good electronic system for exit and entry, we would not have seen the existing corruption, and this matter includes other joints of the Iraqi state that cannot grow, develop and reduce corruption unless there is an electronic system that governs Those circles. "
Al-Rabihi continued, "The reason for the lack of a good electronic system is that all the committees formed in the cabinet and relevant ministries to work with the electronic system or governance were committees that neglect to work on this aspect with intent and were not working seriously and realistic to thwart this system."
He pointed out that "there is a big problem that we have , as an Iraqi state is a poor Internet service and telecommunications companies helped the failure to achieve the completion of this electronic system, and therefore the outcome today 's failure to eliminate and reduce corruption and become many aspects without transparency" .anthy
Ali al - Rubaie

Deputy Al-Maamouri calls on the Presidency of Parliament to form a committee to audit the files of mobile phone companies

Gilgamesh Press / Baghdad
The head of the Alliance Alliance in Diyala governorate and a member of the Parliamentary Services and Reconstruction Committee, MP Burhan al-Maamouri, today called on the Presidency of Parliament to form a committee to audit the files of mobile phone companies.
Al-Mamouri said in a statement that the mobile phone companies are among the most important sectors that contribute to supporting the state treasury with financial revenues, noting that Iraq is the only country that has not benefited from these companies over the past years.
Al-Maamouri added: We are asking the Presidency of Parliament to form a representative committee along the lines of the committee formed to follow up the file of the Ministry of Electricity, calling for it to be composed of members from the services, construction, communications, integrity and legal committees.
Al-Maamouri said: The proposed committee will take it upon itself to audit and review the licenses of mobile phone companies licenses and find out the reasons for not paying the debts due and the deterioration of services provided to citizens, stressing at the same time the importance of studying the terms of the contracts again and allowing other competing companies to submit their bids.
