Baghdad today - Baghdad

Member of the Finance Committee in the House of Representatives, Ahmed Mazhar Al-Jubouri, affirmed on Tuesday that the country's financial situation has improved after imposing government control on some border crossings.

Al-Jubouri told (Baghdad Today), "There is a clear improvement in the financial situation of the country and the problems are beginning to be solved one after the other and there will be greater positives in the coming days after completing the file of control of all border crossings in Iraq."

He added that "imposing the authority of the state in the Mandali port and entrusting its security file to a special security force on the orders of the Prime Minister beginning to solve a complex problem for years in order to pay all the revenues that the port achieves to the state treasury and not for the benefit of the executing authorities."

And that "the revenue from the ports is very large, and it represents one of the most reliable tools for filling a lot of financial expenditures in the country."

Al-Jubouri pointed out that "the model of what happened in the Mandali port will include all Iraqi border outlets without exception, and there will be a series of measures adopted by the concerned authorities to manage those outlets in order to preserve public money and keep away any pressure obtained from it."

Earlier, a government official in Diyala said, on Tuesday (July 14, 2020), that the security deployment plan was completed at the Mandali border crossing with Iran.

The director of Mandali district, Mazen Al-Khuzai, said in an interview with (Baghdad Today) that "the rapid reaction forces coming from Baghdad completed the security deployment plan in the port and received the tasks of entry and exit gates and all the security station points."

He added, "The new deployment plan, which came under direct orders by Prime Minister Mustafa Al-Kazemi, comes within the framework of a broad plan to secure the outlet before the start of the resumption of trade exchange with the Iranian side next Wednesday after a hiatus of more than 4 months due to the Corona pandemic."

Al-Khuza’i indicated “the importance of resuming the Mandali port’s activity and its role in reviving the economic dimension and providing hundreds of opportunities for the unemployed”, reiterating his call to “the need to allocate a portion of the port’s revenues to the reconstruction of Mandali and the rest of the areas near it and the strict commitment to health preventive measures to avoid the transmission of coronavirus infections to Iraq ".

Member of Parliamentary Finance confirms that Iraq’s economy is close to the stage of danger: a “hidden” state that impedes its development

Policy 07/14 2020 13:02 2436 Editor: ta

Baghdad today - Baghdad

Member of the Parliamentary Finance Committee, Muhammad Sahib al-Darraji, confirmed that the approval of the 2020 budget law was delayed due to the Ministry of Finance for many reasons, including the large budget deficit, indicating that there is a hidden state that impedes the work of the real state and works to destroy the economy of Iraq.

Daraji said in a televised interview I followed (Baghdad today) that "Iraq is owed 111 billion dollars and added 17 billion dollars to it, and therefore we are close to the risk stage and we have not yet been able to obtain other loans. One and a half dinars and 300 billion dinars, and now from oil imports, and after a decrease in prices, only two and a half trillion Iraqi dinars. As for other income sections such as ports, agriculture, etc., they represent only 5 percent of the state’s revenues due to mismanagement and now the government has moved on it and the necessity of tightening control over it. .

He continued, "The reason for delaying the approval of the 2020 budget is the Ministry of Finance, because it says it does not have time to complete it and the budget has a large deficit and the ministry is now busy preparing the budget of 2021, stressing that not approving the budget is incorrect and a big mistake."

And about the absence of the final accounts of the budgets of Iraq since 2013, Darraji explained, "The last year in which the final accounts were performed is the year 2013 and in the year 2014 the budget was not approved in time and thus the year 2014 became the obstacle for governments in not finalizing the final accounts and 2014 is the reason for the delay , Adding that the failure to complete the final accounts causes an imbalance in the state’s mathematical structure.

And on the reason for the retreat of the Iraqi economy and the rule of his experience when he was occupying two ministries in the state, namely industry and housing, Darraji stressed, "There is a hidden state within the real state, which impedes the work of the state and participates in this hidden state political and economic external and internal, from which Iraq wants a democratic experience Unsuccessful politically and economically, Iraq wants to remain a consumption market. As for the internal parties, there is a group that does not want Iraq to succeed, and there are internal parties, for example, merchants, with the participation of politicians and economic bodies, who want to obtain contracts from the state through deals and then escape and any official who wants to work for Iraq. They show a thousand subjects on it. "

As for the losses incurred by the licensing rounds contracts in oil, he added, "The previous ministries signed with foreign companies operating in oil fields, service contracts, which means whatever the price of oil, the share of these companies is fixed and each barrel gets approximately $ 11, which means that Companies per month up to $ 850 million of Iraqi oil revenue and the price of a barrel four months ago did not exceed $ 40, and these large losses are added to the state’s losses. ”

"

She added: "In the case of Lebanon, there is a very dangerous issue, and we hope that it does not happen in Iraq, which is the lack of a sense of duty towards the country and towards the people of the country, and for this the Iraqi economic decision-maker must feel the duty towards the Iraqis."

She pointed out that "the price of the dinar, if it falls, the value of salaries decreases very significantly, although the number remains the same."

She explained, "The problem of Iraq is not only with resources, but we have a problem in managing the economic file, and this matter is related to the Iraqi economic decision-maker."

Baghdad / Imad of the emirate

The call to encourage the private sector is one of the first policies required to be adopted to contribute to building the national economy, because of the need for local capital and not to rely entirely on oil imports, which sometimes do not meet Iraq's financial allocations to achieve economic growth.

Academic Dr. Ahmed Al-Rawi emphasized, "The imperative of private sector participation in the construction process, after the state has dominated all economic activities. To achieve this, the necessary legislative and institutional frameworks must be issued to encourage and attract private national investments, especially fleeing national funds, so investment law No. 13 is considered For the year 2006 and its amendments, an essential step in creating the appropriate investment climate so that investment can be encouraged to achieve economic reform through a greater role for the private sector.

He continued, "Since Iraq was not prepared to receive private investment, especially foreign ones, it must undertake a series of economic and legal policies that help in creating an investment environment that encourages the national investor and gives full confidence to ensure his rights through a number of measures, the most important of which is the need for a national framework of laws The charters that form the ground for attracting investments, with an institutional framework in place to receive and encourage the movement of investments in Iraq and provide all the support required to develop investments. "

Investment activities
"Reforms should be made in policies and procedures regarding investment activities due to the multiplicity of investment departments in state ministries that often intersect with their policies towards encouraging investment, reviving national capital markets and increasing awareness of the importance of investing in securities with the aim of encouraging private savings and converting them into meaningful investments in sectors," he added. Productivity, development and qualification of the banking sector to be compatible with the movement of investment and dealing with international financial institutions, as government banks are still the dominant banking capital in Iraq, and government banks account for 90 percent of banking activity.

Private activity
"The private activity in Iraq has faced obstacles in the forefront of which are the problem of financing and allocating resources, as well as the inadequacy of the investment climate, which created a lack of confidence in the creation of large national investments with the dominance of the public sector on the main economic activities, in addition to the economic policies that were adopted were directed to support the effort The military. "
The narrator said: "The options were limited in obtaining financing through public financial and banking institutions and across the Iraq Stock Exchange for the difficult conditions set by those banks, which often prevents the private sector from being able to meet them, as well as the weakness of non-banking institutions."

Bank financing
He stated, "It is known that a good financial and banking sector provides an appropriate environment for savers and investors and encourages the growth of investment opportunities and helps to develop organized work in private economic institutions, which facilitates monitoring the performance of their departments and encourages institutional development to openness and transparency in corporate management, but the banking system despite the importance Its institutions, however, it was not able to create an enabling environment to revitalize the private sector due to the restrictions and procedures followed in the activity of these financial institutions, as they follow the state and its policies.

Oil slavery

عبوديَّة النفط

Oil slavery
Ali Hassan Al-Fawwaz

The "oil bondage", a phrase uttered by Prime Minister Mustafa Al-Kadhimi during his recent visit to Basra, reflects the difficulty of the state's top official's power of oil history, and the associated problems of managing a rentier economy subject to demand and supply calculations, political crises, international and regional conflicts, and the nature of the "seismic movement" of oil prices.

The relationship of oil to politics is always a crisis, it recovers with the recovery of prices, and fades down, and on the way who seeks to turn this relationship into a platform for the manufacture of wars and conflicts, as problems and crises swell, and the conditions of states, and the affliction of those looking for emergency solutions, as well as The problems of the troubled relationship between oil and politics are transformed into social and economic crises, and the implementation of development programs, and the search for prosthetic suppalling treatments, with small and large problems in the level of commitment to the needs of society and workers. In its institutions, in its programs, at the level of administration, or at the level of confronting manifestations of corruption, negligence and distortion of the management of state files and institutions.
The oil complex in the political strategies has turned into a structural complex, concerning the concept of characterization of wealth and accumulation, as it relates to the characterization of certain countries, so that the designation of "oil state" is closer to the cause or failure, because it defines the characterization of this state as wealth, On the contrary, it is shameful to call them oil countries, the United States and Russia, the world's largest oil producers, with political, economic, cultural and military characteristics that are devoid of a metaphorical description of oil and its impact. in dealing with politics and with their economies.

Oil is not a hero.
The dominance of the oil power is what made it the capacity to influence the orientation of the economy of this or that country, and to direct it towards paths in which oil becomes a show hero, as it has a lot of watching and psychological impact, and the championship of oil turns into slavery that imposes its power on
 The others.
The transformation gained by oil wealth in the face of the memory of the Sahara, and poverty, has given a broad impetus to the city's political industry, the market and wealth, and to be an active political force, with its economic sphere, its discourse, and its role in shaping political relations, but this is not typical, nor Even innocent, he found himself faced with the policies of the major powers, and in front of the oil giants, as well as his relation to the nature of emerging problems, the weak ability to overcome them, or to find alternatives to them, especially with the economies that made oil a founding center, developed around his characterization Economic, political, social, city, and even sports and culture, and this is what made oil the core of the dominant irrigation economy, as the institutions of the post-oil countries have not been able to overcome the complex of large financial accumulation of oil, and create an economic environment in which investment economies vary on the one hand, and national economies in the areas of agricultural, commercial, industrial and other production, which will be elements of the protection of any emergency that may be exposed to the oil markets and prices, perhaps what happened in the past days after the great decline in oil prices, and for reasons related to political conflicts, reflectthe seriousness of confidence, reflecting the seriousness of confidence, reflecting the seriousness of confidence.
And to submit to his illusions, his bondage and his power in finding social magic, and in addressing our complex problems, or through his role in the industry of continuous economic prosperity, the decline or rise of prices is not far from the calculations of the market, which is reflected in its implications for the economic structure, and on the empowerment of The government highlights the manifestations of enrichment in its programs and in its relationship with the diary of the citizen, but this is a frequent issue, the policy suffers from a kind of memory failure, as it neglects any project to employ oil wealth in the construction of a non-oil economy, which is multi-source, at the investment level, Or establish structures for a productive economy that accommodates the movement of the economy, the forces of employment, and prevents the country from being exposed to the oil shocks that often plague countries

The Kuwaiti newspaper “Al-Qabas” said that it obtained a number of official correspondence and records that showed that Kuwait was subjected to political blackmail by Baghdad.

And high sources revealed to the newspaper "Al-Qabas" that one of the most prominent manifestations of this blackmail was "the request of the Iraqi government about two months ago from Kuwait to participate in the tripartite maritime border negotiations between Kuwait, Saudi Arabia and Iran."

And she continued by saying, "The matter made Kuwait respond to the Iraqi message with a decisive message, in which it said:" You are not entitled to participate in these negotiations. "

The sources added that Kuwait addressed Saudi Arabia inquiring about whether Riyadh had received a similar Iraqi message regarding participation in the negotiations, indicating that the Iraqi government is exploiting a number of outstanding issues with Kuwait, including the demarcation of the maritime borders and the deepening of the Khowr Abd Allah, to pressure Kuwait, with the aim of achieving some gains Contributing to Iraq to overcome its internal economic crisis.

Member of the Parliamentary Committee on Oil and Energy Mahmoud Al-Zajrawi revealed on Thursday that the current government rejected two proposals on white oil and solar energy, warning against the extinction of black oil power plants.

In Al-Zajrawi said a statement to "Information", "The current government rejected two proposals that we submitted in person, first with regard to refining white oil to maintain electrical power plants instead of importing it from abroad and secondly, clean solar energy."

He added that " Iraq currently needs to set up new white oil refineries to maintain the viability of electric power plants," noting that "the operation of electric power stations with black oil leads to the extinction of the plants and causes a reduction in the hours of electrical energy supply in addition to the continuing corruption."

Al-Zajrawi pointed out that "the relevant ministries rejected the two most important proposals to keep Iraq importing continued corruption under false pretenses." Ended / 25h
