A number of specialists in economic affairs demanded the Ministry of Finance to announce its plan for internal borrowing, as it was publishing it through its website, for the remainder of the current year, in order to achieve transparency and reduce the gap in the temporary deficit in the budget.
 

According to the Public Debt Law, which authorized the Ministry of Finance to issue treasury transfers guaranteed by the government, the central bank, as a financial agent for the ministry, manages government treasury transfers auctions on behalf of the ministry, which, in accordance with the determinants of the annual budget law, issues treasury transfers for government financing purposes .

 
Treasury bonds
"The importance of the Finance Ministry announcing its plan to launch treasury bonds in an auction organized by the Central Bank, for the purpose of withdrawing liquidity from outside the banking sector and re-employing those funds to benefit from them in reducing the temporary gap gap, especially in light of these conditions," economic researcher Firas Amer explained.
"The ministry has been publishing its plan with the results of auctions, the amounts sold and the amounts realized, but in recent years the Ministry of Finance has not published the plan and the results of auctions, specifically since 2018," Amer said.

Al-Shammari explained that "treasury transfers aim to reduce the budget deficit by offering bonds in auctions managed and supervised by the central bank in which government agencies and departments participate, such as sponsoring the funds of minors, retirement and the social protection network to enhance their funds and achieve benefits for citizens who benefit from the services of those departments."

From politics to social culture, consumption pressure, rationality and lack of extravagance, especially among the luxury classes, and austerity policy are suitable in countries that enjoy economic, political and security stability, and that is to reward it, i.e. stability with the strategic storage of any country. The deputy explained, "The central bank is the first accountant on the case, as no firm measures have yet been taken against these companies," noting that "the exchange continues due to the existence of financial financing."

For his part, an employee in one of the state departments spoke to (Baghdad Today), saying: "A large number of citizens depend on their salaries, as any interruption or delay negatively affects the provision of livelihoods."

He added, that employees of his department "have not received their salaries for 6 months, and despite that we go to work daily, which increases the pressure on our families, with the scarcity of the free services that we get represented by housing, water, electricity and medicine."

"Who will understand the lack of salary, the owner of the rent, or the owner of the generator who is claiming his entitlement every month end," asked the employee, who asked not to be named, noting that "the situation has become very tired, and I do not have the ability to support my children."

The House of Representatives had voted on a law introduced by the government, allowing it to borrow from home and abroad, to cover urgent and major benefits. 

This comes at a time when the salaries of employees have been delayed, to about 50 days so far, including the salaries of the Ministry of Health and doctors who face the Corona crisis.

Finance responds to representative inquiries regarding the delay in the payment of salaries

Attorney Nada Shaker attributed, on Tuesday, that non-payment of salaries of some government institutions due to the lack of cash, while confirming directing parliamentary inquiries to the Ministry of Finance in this regard.

Shaker said in a statement to "Information", that "a number of deputies sent an inquiry to the Ministry of Finance regarding the failure of a number of state institutions to receive their monthly salaries for now, and the ministry's response was that the reason was due to the lack of cash liquidity at the present time, but it promised those institutions that salaries be paid The coming days.”


She added that "the ministry justified that part of the amounts of the internal borrowing did not reach the treasury and that the coming days will witness the availability of funds", noting that "the coming months will be paid by the specified dates and there will be no delay."

On Monday, Minister of Agriculture Muhammad Karim al-Khafaji revealed the existence of international requests to import Iraqi agricultural crops.

"The ministry has received international requests for Iraqi agricultural crops," Kareem said in press statements that were followed by "The Information".

He added that "the ministry currently has a request from a company to export the crop of tomatoes, eggplant and potatoes with a quantity of (500) tons per crop." And that "there are several countries that want the Iraqi agricultural product, including meat, where expectations indicate an increase in demand for vegetable crops."

He explained that "exporting dates is permitted for the private sector companies and the Iraqi company for the manufacture and marketing of dates due to the presence of a surplus of the local need."  He pointed out that "the agricultural sector is one of the most prominent sectors for the employment of the labor force through the activation of the transformative agricultural industries."

A group of Iraqi merchants expressed their opposition on Tuesday to re-enter the so-called incoming cars into Iraq.

The merchants promised in a unified statement to them that "the approval of the Customs Authority is one of the formations of the Ministry of Finance in its letter number 9001 dated 6/9/2020 to allow entry of the damaged American cars into Iraq will lead to flooding the local market again with ineffective cars that cause great financial losses to new car companies".


And the merchants added: This decision led to preventing the opportunity for commercial agencies for new cars to work in the market, pointing out that "the new cars fit all the requirements of customers and are characterized by sobriety, durability and efficiency in dozens of degrees for so-called incoming cars."

Car dealers renewed their warnings of "the danger of importing damaged cars from abroad to the country because the decision will allow the destruction of the national economy and the depletion of its difficult financial resources, especially at the current time in which Iraq and the countries of the world are witnessing the crises of low oil prices and the new Corona virus."

Merchants called on the government not to implement the decision to allow the import of American and Canadian imports, as it will lead to a great loss for the auto trade market in Iraq, pointing out that "the introduction of damaged cars and significantly causes accidents, especially with the infrastructure system."

Traders also monitor other negative effects on the citizen and the country's economy as a result of dumping the Iraqi market with these types of cars, the most prominent of which are:

1- An increase in fuel consumption

2- An increase in the consumption of spare parts

3- Wasting hard currency

4- Causing fatal traffic accidents for those vehicles

5- Those cars lack durability and safety because they cannot be applied to the Iraqi standard specifications numbered 2315 for the year 2015.

6- It causes environmental pollution as a result of fuel emissions being used and worn out vehicles.

On Tuesday, Prime Minister Mustafa Al-Kazemi considered that dependence on oil a failed experiment, confirming the existence of a plan to reform the financial and administrative system.

 
"The dependence on oil is a failed experiment, and the lack of funds is due to mismanagement and the absolute dependence on oil policy," Al-Kazimi said, according to the Iraqi News Agency (conscious).

He added: "We have a plan to reform the financial and administrative system to free itself from oil slavery," noting that "they are serious about fighting the corrupt."
 

And Al-Kazemi said, "The serious investor will receive support and protection from the government," stressing: "We have an interest in farms and we are trying to pay farmers' dues in full."

Baghdad / Obelisk: Member of the Finance Committee in the House of Representatives, Ahmed Mazhar al-Jubouri, explained on Tuesday, 14 July 2020, that there is a clear improvement in the financial situation of the country after imposing government control on some border crossings.

Where Al-Jubouri said in a statement that "there is a clear improvement in the financial situation of the country and the problems are beginning to be solved one by one and there will be greater positives in the coming days after the completion of the file of control of all border crossings in Iraq."

He added that "imposing the authority of the state in the Mandali port and entrusting its security file to a special security force on the orders of the Prime Minister beginning to solve a complex problem for years in order to pay all the revenues that the port achieves to the state treasury and not for the benefit of the executing authorities."

Al-Jubouri pointed out that "the model of what happened in the Mandali port will include all Iraqi border outlets without exception, and there will be a series of measures adopted by the concerned authorities to manage those outlets in order to preserve public money and keep away any pressure obtained from it."

It is worth noting that, Al-Kazemi had vowed, on Saturday, July 11, 2020, to fight customs corruption, impose order and extend the law to Iraqi commercial outlets.

This came during the inauguration of the Mandali border crossing with Iran in Diyala Province, east of Baghdad, and pointed out that the customs work was under the protection of military forces empowered to shoot the attackers.

While at the Mandali crossing, Al-Kazemi said, "The government launched a new campaign against corruption at the border customs points and will chase the ghosts that were transporting cargo trucks across the border without paying customs duties."

Al-Kazimi told reporters that "businessmen pay the customs and do not pay the corrupt".

Al-Kazemi promised to implement reforms in "3 stages", in particular by replacing the security forces operating in border centers and automating data and financial exchanges.

On the other hand, Minister of Finance Ali Allawi had made it clear during an interview in Yaziran Al-Mady that "customs taxes should be about 6 billion dollars annually, but what is collected is less than a billion dollars now."

Ikhbaria, member of the financial committee, Magda Al-Tamimi, revealed, on Tuesday, that the committee sent a letter to the cabinet to implement the internal and external borrowing law.
Al-Tamimi said in a statement, "Al-Ikhbaria" received a copy of it today that "a meeting of the Finance Committee was held to discuss several axes to take recommendations on it, including reviewing the second amendment to the Unified Retirement Law No. 9 of 2014."

And indicated that "the committee recommended the preparation of a letter to the Council of Ministers of its commitment to implement the law for the appointment of higher-diploma students and the law of the first graduates on the scientific and humanitarian departments."

She added, "The Finance Committee recommended the preparation of a letter to the Council of Ministers to implement the law of internal and external borrowing regarding the coverage of financial dues for free lecturers, workers in the education sector, doctors, health personnel, all contracts, daily procedures, mobilization and the Ministry of Defense."

Al-Tamimi called "to put issues and concerns of citizens on the agenda of the committee and put recommendations and decisions taken on its official website, and the committee decided to hold two meetings a week for this purpose."
