A member of the Parliamentary Finance Committee, Adnan Al-Zarfi, affirmed on Thursday that there is a clause in the borrowing law that obliges the government to take the fingerprints of all employees and issue a barometric card showing their true number.  

"The fingerprints of the employees intersect in the fingerprint engine, which in turn will reveal whether the employee receives more than one salary," Al-Zrafi said in a statement to the official agency, followed by "NAS" (July 9, 2020).  

He added, "The Finance Committee will not be an audit of names, rather it will draw up a strategy and obligate the state to implement it," noting that "the committee has written to the Executive Authority to enact the law, and that it is awaiting transfer to the sectoral authorities for implementation by the competent authorities."  

Al-Zorfi affirmed, "The inclusion of all ministries and agencies with a count of the number of employees, their job addresses and their financial entitlements," noting that "this strategy is a serious attempt to limit the number of employees to one government program that is subject to the supervision of the competent sectors, such as the Federal Service Council in the Ministry of Finance and the Ministry of Planning," indicating that "According to this system, ministries begin to study the number of employees, the need for them, their movements and their financial allocations, in all governorates, including the provinces of the Kurdistan Region."

The Parliamentary Finance Committee made it clear on Thursday that the borrowing law included a very important paragraph related to fingerprinting all employees throughout the country.

Daraji added, according to his statement, that "this system sets a fixed number for every employee in the Iraqi state that cannot be tampered with even after his death and its work is similar to the national card because it includes all the data of the employee from his appointment until his retirement."

Darraji indicated that "the ministries of planning and finance can undertake this matter, but there are some obstacles facing its work, and it is some weak souls from the forbidden crush."

{Baghdad: Al Furat News} The Parliamentary Finance Committee announced, ensuring liquidity of the salaries of employees and retirees for the coming months.

The reporter of the committee, Ahmed Al-Saffar, called in a press statement to "compel the government to pay salaries on time, especially as there is liquidity estimated at 8 trillion dinars provided from the internal loan," usually "that is, the delay in the distribution of salaries during the next three months administrative and technical failure."
And that "salaries in general are a contractual issue during which employees are obligated to fulfill their duties in exchange for their salaries be spent on time set by the government," hoping that "the Ministry of Finance will fulfill its duty and distribute the salaries of the current month of July before Eid al-Adha."
Al-Saffar pointed out that "the legislative authority has fulfilled its duty, and the government has only to release salaries on the specified dates, which are usually on the twenty-fifth of every month, or according to the timing of each government department."
