The US condemned on Wednesday the brutal assassination of Iraqi academic Husham Al Hashimi and called on the government to bring his perpetrators to justice.

Mr Al Hashimi, who advised the government on security matters was gunned down by two unknown men in front of his house in Baghdad on Monday.

“Iraq tragically lost a patriot, prominent scholar and journalist, Husham Al Hashimi, who devoted his life to a free and sovereign Iraq and gave voice to the aspirations of the Iraqi people,” US Secretary of State Mike Pompeo said during a press conference.

A peaceful protest was held on Tuesday evening in Baghdad's Tahrir square in honour of Mr Al Hashimi's life as Iraqis and international colleagues mourned his loss.

Protesters held signs reading "they assassinated the voice of truth with a fake bullet" and videos circulated on social media of TukTuk drivers beeping outside his home in a show of solidarity and support system">support.

The killing has triggered fears that Iraq could enter a dark and violent new phase, as tensions worsen between pro-Iranian factions and the government of Prime Minister Mustafa Al Kadhimi.

In the days leading up to the assassination, Mr Al Hashimi was repeatedly threatened by Iran-backed armed groups, Mr Pompeo said. He called on the government of Iraq to “bring to justice the perpetrators of this terrible crime and bring them swiftly to justice.”

The US embassy in Baghdad said in a Facebook post that it was "deeply shocked and saddened by the cowardly murder" and offered "deepest condolences to his family and to the people of Iraq for the tragic loss of this Iraqi national treasure."

Mr Al Hashimi’s killing has sparked widespread outrage. The UN, foreign governments and Iraqi leaders have all condemned his assassination and urged the prime minister to hold the culprits to account.

Pompeo hints at Iran links in killing of Iraqi expert Al-Hashimi

US Secretary of State Mike Pompeo on Wednesday demanded justice over the killing of a prominent Iraqi jihadism expert and highlighted threats against him by Iran-linked groups.

Hisham al-Hashemi, an internationally known scholar whose vast contacts inside Iraq made him a mediator among rivals, was gunned down outside his Baghdad home late Monday by masked assailants on motorcycles.

"In the days leading up to his death he was repeatedly threatened byIran backed armed groups," Pompeo told a news conference in Washington, without explicitly blaming Tehran.

"The United States joins partner nations in strongly condemning his assassination and call(ing) for the government of Iraq to bring to justice the perpetrators of this terrible crime... swiftly," he said.

Hashemi was an authoritative voice on Sunni extremist movements including the Islamic State group, which are violently opposed to Iran.

But he infuriated Tehran-backed factions in Iraq's Hashed al-Shaabi military network through his support of popular protests last year against a Baghdad government seen as too close to Iran.

Some experts have voiced fear of a new violent phase in Iraq and believe the turning point may have come in January when a US strike in Baghdad killed a top Iranian general, Qasem Soleimani.

President Donald Trump's administration has sought to check Iran's regional activities and choke its economy and frequently seeks to throw a spotlight on purported nefarious activities backed by the clerical state.

A senior American military official announced that America needs the help of the new Iraqi government, hinting that there is an Iraqi decision expected for the American forces to stay in Iraq to help him confront ISIS, according to the Washington Post.

The newspaper quoted General Kenneth McKinsey as saying, "(Al-Kazemi) has taken important steps to confront the militias related to Iran that targeted American forces" the adding that the United States must remain patient while Al-Kazemi challenges groups with massive military and political influence.

Marine Gen. Kenneth F. McKinsey Jr., who heads the US Central Command, commended Al-Kazemi for ordering a raid in late June on the headquarters of the PMF. "He is now negotiating a landmine, indicating that the American forces will remain, "McKinsey said, noting that after meeting Al-Kazemi during a visit to Baghdad: "I think we need his help. And he just has to find his way somewhat, which means we will get less than ideal solutions, which are not new in Iraq.”

Speaking to reporters on the phone after leaving Iraq, McKinsey expressed confidence that the Iraqi government will ask American forces to remain in the country despite the parliament’s decision to withdraw all foreign forces.

On Wednesday, the US State Department commented on the Iranian bombing in northern Iraq, while confirming its monitoring of the situation closely, calling on Iran to stay away from any act that would create instability in Iraq.  

"We are aware, and we are closely monitoring the situation, and Iran must respect the sovereignty of Iran," the State Department said in a statement carried by the Kurdish "Roudaw" network, followed by "NAS" (July 8, 2020). Member of the Finance Committee in the House of Representatives, Jamal Cougar, revealed on Wednesday the type of smuggling that takes place at border crossings. 

Cougar said in a press statement, "The number of official border outlets that are dealt with legally and fundamentally is (22) border outlets distributed over the various governorates of Iraq, as well as the presence of secondary unregistered outlets that are not subject to government control." 

He added that "his committee does not have accurate statistics on the numbers of illegal border crossing points that exist in different Iraqi cities." 

And that "corruption in the outlets is represented by the presence of informal outlets, the control of parties, armed groups and clans, as well as the presence of economic offices belonging to parties and militias inside or outside the outlets."

He added, "Among the corruption operations that occur in the outlets are falsifying the quantities that enter and deliberately reducing them and not disclosing the real truck loads in order to avoid customs and taxes, as well as forgery in quality and origin where the goods are registered (after changing the origin and quality) in the name of certain countries like Jordan that has Customs exemptions or enter the goods in the name of charitable bodies, institutions and organizations. 

The deputy from Dohuk Governorate continues his speech by saying that "among the corruption operations that take place at the border outlets is to turn a blind eye to the introduction of some corrupt or legally prohibited substances such as drugs or the introduction of corrupt drugs that are mostly affiliated with one of the armed forces where their goods enter by coordinating with some Personalities that have influence over those inside the port, "noting that" the official authorities are not aware of the process of entering these materials. "

He continued, "There are groups in the border crossings that delay the entry of some goods until after the end of the official working hours, which is at three in the afternoon every day, where these groups adopt other prices and different treatment than was followed in the official working hours," pointing out that "there is organized corruption between the Savior And merchants with items inside the port. " 

He pointed out that "after the year 2003, border ports were opened by parties and then turned into government outlets, and therefore since that time corruption has occurred and is still ongoing," noting that "the annual port revenue in each budget is estimated at 12 billion dollars annually, but revenues that reach Treasury of the state does not exceed (2) billion dollars.

He stressed that "the expected corruption in the border outlets ranges between 12 to 10 billion dollars annually," believing that "parties and personalities have become stronger than the government through its control of the various state joints and its control over the state administration in its favor."

"This equation is supposed to change through the government being stronger than the parties, and the authority in it is greater than the personalities by developing a tight plan to gradually control the border crossings according to importance," said Cougar. And previous reports issued by the Integrity Commission and the Financial Supervision Bureau confirm that the Iraqi state incurred heavy losses as a result of corruption in the border crossings and includes passing illegal goods or changing their type to exempt them from fees or reduce them and manipulate the quantities that enter the country.

It is believed that "addressing the problem of the ports is represented in controlling them by a military force more capable and efficient than the armed forces, limiting the management of the ports by a specific government agency, converting the work system from manual to electronic, with constantly changing cadres, solving the problem of corruption in administrative positions, and strengthening Control capabilities, centralizing port management, implementing penalties for forgery and smuggling, contracting with foreign companies to work in the outlets, and activating coordination with relevant departments.

Member of the Parliamentary Crisis Cell, Mudar Khazaal, stressed the need to give the Corona pandemic total attention and leave political differences aside and unify the word to confront the epidemic after recording large numbers of injuries in addition to solving financial problems related to employee salaries.

Khazal told "Information" that "the government is required to pay special attention to the Corona pandemic and focus all efforts to confront the epidemic to limit its spread."

He added that "the priority in dialogues and decision-making must be focused on finding solutions and treatments to reduce recorded infections with the Corona virus, especially political problems and disputes, and unifying the word on this matter."

And that "the government must solve the current financial crisis and address the problem of delaying the salaries of employees, because the entire life in the country depends on the distribution of salaries for employees and non-employees with limited income and different professions."

Today, Friday, the Parliamentary Integrity Committee revealed its solutions to manage corruption files in state institutions.

Member of the Committee, Deputy Jawad al-Saadi, told the Iraqi News Agency, "The volume of corruption files is greater than the capacity of the Integrity Committee, with waste in public money, and the exploitation of crises by entering ISIS gangs and the Corona pandemic." He explained that "we need a specialized angel of consultants and legal to follow up on these files," noting that "the Integrity Committee submitted several requests to recruit employees from outside the Council to seek their expertise, but the previous budgets prevented this."

For his part, member of the Parliamentary Legal Committee, Hussein Al-Oqabi, told the Iraqi News Agency, “Corruption in the state has two sides. The first is the political will of the ruling powers, the extent of their seriousness in fighting corruption, and the other side of the government’s system and its capacity with legal loopholes and inefficient human resources to manage corruption files”.

Al-Oqabi added that “the Integrity Committee has more than two thousand employees who were appointed by illegitimate methods, without production, which caused the committee’s inability, in addition to the absence of the legal contracting law, especially as it opens the door to exceptions that have a great scope for corruption.”He continued that "the Office of Legal Oversight and the competent to investigate corruption files has no basis for administrative investigation or judicial powers to investigate," stressing that "administrative control is compatible with the work of the executive branch, especially as it is better than the control of the House of Representatives."

For his part, member of the Parliamentary Legal Committee, Hussein Al-Oqabi, told the Iraqi News Agency, “Corruption in the state has two sides. The first is the political will of the ruling powers, the extent of their seriousness in fighting corruption, and the other side of the government’s system and its capacity with legal loopholes and inefficient human resources to manage corruption files”.

Al-Oqabi added that “the Integrity Committee has more than two thousand employees who were appointed by illegitimate methods, without production, which caused the committee’s inability, in addition to the absence of the legal contracting law, especially as it opens the door to exceptions that have a great scope for corruption.”He continued that "the Office of Legal Oversight and the competent to investigate corruption files has no basis for administrative investigation or judicial powers to investigate," stressing that "administrative control is compatible with the work of the executive branch, especially as it is better than the control of the House of Representatives."

 

So....in essence, the Integrity Committee is corrupt? Looks like we can't get there from here....    :facepalm2:

In a statement marking the liberation of Mosul, Al-Kazemi said, "The great victory that was achieved on the ground would not have been dawned, had it not been for another victory, whose rays dawned through an Iraqi societal rejection of sectarianism, discrimination and discrimination, and the Iraqis rejected black thought."

In the name of of Allah the Merciful - And what Allah has made except for good news for you and for your hearts to be assured of it - Believe God Almighty

Dear Iraqi people - Hey Iraqi friends around the world. And everyone who embraced freedom, civilization, justice and moderation is a method in this world.

On the anniversary of the liberation of Mosul from the defilement of the terrorist organization, and the victory over ISIS, we stand with you today in a reverence for this great victory.

Iraqis recorded the liberation of Mosul, another white page in their history. They wrote it with the sacrifices of their children, their cohesion and brotherhood for the sake of the unity of Iraq, for the sake of the grave of the darkness of terrorism, and to stop their sins from all the world. They returned as they were when they drew the radiance of human history with their civilizations, dedicating the other nations a complete victory over the bastards of the age, organizing the lost and barbaric of the defeated ISIS.

Nations are proud of their victories over the tough people of history, who were a symbol of brutality, racism and enemies of humanity, and it is the right of Iraqis today to take pride in the memory of their most prominent victory, over whoever gathered all the awards and directed them in a way that targeted their existence and the survival of their lives on the banks of the two great rivers.

The great victory that was achieved on the ground would not have spawned had it not been for another victory that dawned its rays through a sincere Iraqi societal rejection of sectarianism, discrimination and discrimination. Acceptance of the other is the kindness of humanity and the opposite of creation, so there is no other as long as he lived long ago on their land.

The stand of our armed forces was a responsible one that bears all the meanings of fever and courage that resulted in a successful defeat for the terrorist organization by the heroes of the Iraqi army, police, counter-terrorism, the popular crowd, the Peshmerga, and the rest of our forces. And everyone who vowed his blood in order to keep his country protected and the dignity of his children in glory and uplifting, as was the position of the rational religious authority, its decisive and principled speech that emanates from the honor of pride in the dignity of this country, and as it was throughout all ages, a bond of goodness, and a force of love, harmony, peaceful living and thanksgiving to everyone who supported Iraq From the states.

The greatest of those we remember today are the martyrs of Iraq, the high stakes that raised his name high and preserved dignity for Iraq and provided it with the reasons for its survival, as it remained through long ages, a beacon for the world, a kiss for theorists, and a home for the first civilization.

All the pride, pride and supremacy of the families of the martyrs, their families and their loved ones, thanks to you Iraq remained, and we still bear the dignity of living.
