He believed that the solution to these differences can only be done through legislation of the oil and gas law, which has been suspended in the Iraqi parliament for years," adding that "this law is the one that governs and controls the relationship and dealings between the center and the region."

Al-Rikabi revealed that "there is a parliamentary determination and movement from the majority of Iraqi political forces, in order to legislate the oil and gas law quickly,in order to resolve all the differences and differences between the federal government and the Kurdistan Regional Government, especially with an intention between the two parties to solve these problems, which did not Solved years ago.

It is noteworthy that the differences and pending issues between Erbil and Baghdad, based in most cases on the region's share of financial budgets, the dues of the Peshmerga forces, the export of oil, and the disputed areas, covered by Article 140 of the permanent Iraqi constitution.

The Kurdistan Regional Government has indicated its willingness to deliver 250,000 barrels of crude oil per day in exchange for the Iraqi government’s funding of 450 billion dinars in monthly salaries.

The leadership of the Kurdistan National Union welcomed Deputy Rizan Sheikh Delir, the steps of Prime Minister Mustafa Al-Kazimy to put his hand on the outlets, and called for his hand to be placed on the Kurdistan region’s border outlets as well, because, according to the constitution, its revenues must return to Baghdad.

Sheikh Dalir said, in a press statement, that "the Kurdish component, if it wants to live in safety and economic stability, must share these riches and return all revenues of the region's ports to the center," pointing out that "all Iraqi border outlets, including Kurdistan's, are stolen and looted for about half of Annual imports, being controlled by parties, clans and families." She stressed that "Al-Kazemi must strike with an iron hand on all the corrupt and militias that control the ports, which is a difficult responsibility that requires the support and support of all political forces."

She pointed out that "maximizing state resources and making all the revenue for the ports in the hands of the authority would lead to the reconstruction of Iraq and the elimination of its poverty line, without the need for external borrowing."

Prime Minister Mustafa Al-Kazemi directed security and military forces to control border and seaports in the center and south of the country and empower them to shoot at any infringement of the customs campus in an attempt to extend control of the ports and daily millions of dollars in imports. He stressed Kazmi while inspecting the port of Umm Qasr during his visit to the northern province of Basra today, that "everyone is under surveillance, and we have information on corrupt ports will be pursued legally."

The deputy of the alliance of Raad Al-Maksousi said, on Wednesday, that most of the border outlets operate without any mention by the central government, except for some shy attempts that were not brought out by the parties' control, calling on Al-Kazemi to impose state prestige on all ports, including Kurdistan. "The oil sector has become one of the worst economic sectors after it was hit by the global pandemic, Corona," Al-Maksousi said in a statement.

He added, "The border outlets are no less important than the oil sector after the country relied on the single source in the conduct of 98% of its federal budgets through its window, as the Iraqi state relied on it for decades without developing the rest of the sources that would maximize its imports and boost its economy."

Al-Maksousi pointed out that "the border crossings and crossings, which are a national wealth no less important than the oil sector, if Iraq has more than 27 land and sea outlets that link it with the surrounding countries." From financial and administrative corruption, as well as the losses incurred by Iraq through the introduction of imported goods illegally and from very poor origins through the adoption of false papers and statements, which helped smuggle hard currency outside the country.

He stressed "the need for Prime Minister Mustafa Al-Kazemi to impose the prestige of the state by controlling all border crossings, including the outlets of the Kurdistan region, to limit the waste of the country’s battered goods that have been corrupted by mismanagement and the poor performance of successive governments."

A "comprehensive solution" to the problems of Baghdad and Kurdistan through the Confederation, with an international UN coordination

iraqkurdistanhadi.jpg

16th July, 2020

The United Nations, in coordination with the Presidents of the Republic and the government in Iraq, has developed a road map for a "comprehensive" solution to the outstanding problems between Baghdad and the Kurdistan Region, based on the application of the Confederation system.

The new project is based on the delegation of some powers, such as the economy, finance, and customs, between governments or the joint systems therein, as the decision is taken unanimously.

The Confederation defines the state as an organization and a political entity, and a link between different societies, aiming to bring order and security and law enforcement within a geographical area.

In this regard, Shafaq News learned, from a political source close to the decision center in Iraq, that the representative of the Secretary-General of the United Nations, Jenin Henness-Blackshart, recently began to intensify her efforts to offer a solution to the problems between Baghdad and the region, especially the oil file, salaries and border outlets, depending on the confederation system .

He added that the Turkish-Iranian armed interventions in the regions of the Kurdistan Region and Nineveh, in addition to the failure of the negotiations between Baghdad and the region continued to push for the presentation of this proposal, which also enjoys the support of major countries advanced by America.

And that Blaskhardt met with the President of the Republic, Barham Salih, and they discussed the project, where he expressed approval for it, as did the Prime Minister Mustafa Al-Kazemi, who did not register an objection in this regard.

The source continued, and that Blashart also met the political leadership in the Kurdistan Region, and extensive discussions took place on the project. He said that the Kurdistan Region informed the United Nations that he has no problem in this regard, provided that there is an international guarantee, "Farbel does not want to repeat the failure to implement the provisions of the Iraqi constitution."

Although Kurdistan has enjoyed political independence since 1991, and the region was installed under the 2005 Iraqi constitution as a federal entity, the outstanding differences between Baghdad and Erbil have not known a way to a comprehensive solution. And increased tension between the two sides, after Kurdistan launched a referendum on independence from Iraq in the fall of 2017, which was supported by more than 90% of the population of the region.

16th July, 2020

The United Nations Assistance Mission for Iraq (UNAMI) has commented on a report published by Shafaq News on Thursday regarding its development of a road map for a "comprehensive" solution to the outstanding problems between Baghdad and the Kurdistan Region, based on the application of the Confederation system

"Baghdad and Erbil are discussing outstanding issues," UNAMI said in her response, which she sent to Shafaq News via e-mail. She added that "the United Nations is ready to assist in any way at the request of the parties, and on the basis of the legal and constitutional framework for Iraq and in line with a UNAMI mandate, which reaffirms the independence, sovereignty, unity, and territorial integrity of Iraq

According to the information obtained by Shafak News, the United Nations, in coordination with the presidents of the Republic and the government in Iraq, developed a road map for a "comprehensive" solution to the outstanding problems between Baghdad and the Kurdistan Region, based on the application of the Confederation system

The new project is based on the delegation of some powers, such as the economy, finance, and customs, between governments or the joint systems therein, as the decision is taken unanimously, and if one of the member governments considers that a decision is not in their favor is not binding on them

Maliki's coalition confirms the "impossibility" of Baghdad's control of Kurdistan's outlets and provides a "solution without problems"

501767image1.jpg

16th July, 2020

The State of Law coalition, headed by Nuri al-Maliki, today, Thursday, saw the "impossibility" of the Iraqi government's control of Kurdistan's international border outlets, providing a solution that he said was "optimal."

"It is impossible for Prime Minister Mustafa Al-Kazemi to impose his control on the outlets of the Kurdistan Region. The latter has the authority of the constitution and has a political view that differs from the political outlook in Baghdad," he said. In Baghdad. "

And between Al-Muttalabi, "The best thing that Prime Minister Mustafa Al-Kazimi can do is to obtain a kind of understanding with the Kurdistan Region, and to obtain a certain percentage of the imports of the ports, and the ports remain under the control of the region. Otherwise, Al-Kazemi cannot do anything else, and we believe this is the best solution." The only one, so that there will be no political crises and new disputes."

The Iraqi government, headed by Mustafa Al-Kazemi, has deployed the army forces at border points in Basra and Diyala provinces, in an effort to contain widespread corruption in them.

On Wednesday, a source in the Prime Minister revealed to Shafaq News that Al-Kazemi had taken a decision to dismiss Hamid Hussain Ali, director of the Umm Qasr Al Shamali Center, Alaa Abdul Moneim Dawood, director of Umm Qasr Al Janoubi Center, Abdul Jalil Subhi Jassem, director of the Umm Qasr Al Awsat Center, and Muayad Yassin Abdul Jabbar Basra Customs Director. And the Iraqi government spokesman, Ahmed Mulla Talal, previously announced that Mustafa Al-Kazemi’s government is working to impose state authority on the border entry file.

This comes shortly after a source in the Kurdistan Regional Government told Shafaq News about the regional government's willingness to dialogue with Baghdad regarding the authority of border crossings, provided that “the Iraqi government can establish effective control over the remaining ports, airports and ports.” He said, "The regional government is ready to engage in a legal debate in this regard in which it guarantees the rights of our people."

Iraqi Forces Breach Kurdistan Region Border: Official

image.jpeg.3105a84146ee91b030e39bbbf3da08ed.jpeg

The Iraqi army has moved its troops inside the territories under the jurisdiction of the Kurdistan Region, said a Kurdistan Democratic Party (KDP) representative in Garmiyan, south of Sulaymaniyah province.

The Iraqi forces have recently launched the fourth phase of “OperationIraqi Heroes” to clean the rural areas of Diyala province from the remaining Islamic State (IS) militants. However, Akram Salih, the KDP representative, says the troops have taken no actions against IS since their deployment while they are pushing deeper into the areas under KRG’s jurisdiction based on the constitution.

According to Salih, the Peshmerga ministry of Kurdistan was not notified about the Iraqi army’s advances, and that the troops were moved intoKurdistan Region border in a suspicious coordination with the counter-terrorism forces affiliated with the Patriotic Union of Kurdistan (PUK).

“In many areas they have crossed the 36th line of latitude,” Salih added.

The 36th line of latitude is the border created following the 1991 Gulf War which the US, UK and France initiated to create a no-fly zone and protect the Kurds against the Baath regime.

Deputy Peshmerga Minister Sarbast Lazgin told VOA’s Kurdish service earlier today that the ministry of Peshmerga affairs, interior ministry, and Kurdistan Region’s security council were not informed on the issue by the Iraqi partners.
