The Kurdistan Regional Government of Iraq announced on Monday that it will begin, starting this month, to transfer data on consumption expenditures to the electronic digital system to reduce corruption and strengthen coordination between government institutions and their management

The Minister of Finance and Economy of the Kurdistan Regional Government, Awat Sheikh Janab, said in a statement received to Shafaq News, that "the Prime Minister issued directives to transfer the data of consumer expenditures to the digital system (digitization) to reduce routine and facilitate the transactions of citizens", noting that "this decision is Part of the reform process adopted by the ninth ministerial formation of the territorial government

The minister pointed out that "the government is working to control consumer expenditures, organize them and work on important projects in the public service areas that are in the interest of citizens." He also praised the "role of employees of the Information Technology Department and the Directorate General of Accounts in the Ministry of Finance to prepare and equip this system

This system will be started in all government institutions and departments starting from the current month, and all information will be available through the electronic system by the end of the month, provided that the data is limited to the government's data center, which will enable it to organize all expenses and develop strategic plans for the financial sector, according to Statement

The Special Representative of the Secretary-General of the United Nations in Iraq, Jenin Hennes-Blackshart, expressed on Tuesday to help Erbil and Baghdad to reach a radical long-term agreement on their outstanding differences.

A statement issued by the Kurdistan Regional Government responded to Shafaq News, that its president, Masroor Barzani, had received Blashart today.

The statement added that the meeting discussed the latest developments in Iraq and the ongoing efforts to solve the outstanding problems between the Kurdistan Regional Government and the federal government.

The Special Representative of the Secretary-General of the United Nations expressed her willingness to help the regional government and the federal government in order to reach a comprehensive and radical long-term agreement that satisfies both parties and is in the interest of all Iraqis.

The President of the Kurdistan Regional Government indicated that negotiations with the Federal Government are continuing in order to resolve all outstanding issues through an agreement based on the constitution, stressing the need to activate the joint security coordination mechanism between the Peshmerga forces and the Iraqi army in the Kurdish regions outside the administration of the Kurdistan Regional Government.

Member of the Patriotic Union of Kurdistan, Ghiath Al-Surji, confirmed on Tuesday that significant progress has been made in the negotiations between Baghdad and Erbil during the recent visit of Deputy Prime Minister in Kurdistan, Qubad Talabani, denying the collapse of the negotiations.

Al-Surji said in a statement to "Information", that "the visit of the Deputy Prime Minister in the Kurdistan region, Qubad Talabani, to Baghdad was successful and resulted in positive understandings."

He added that "the two parties reached final understandings regarding the export of oil, as well as the salaries of employees in the region and the salaries of the Peshmerga and the federal budget."

Al-Surji explained, “What remains is to hold sessions between the sub-committees concerned with security and the economy to formulate an agreement legally and sign it from both parties to end the outstanding crises years ago.”

Member of the House of Representatives on the Future Bloc, Sercot Shams al-Din, revealed today, Tuesday, that the Kurdistan Regional Government is betting on the time factor to win negotiations with the federal government

Shams al-Din said in a statement, "The administration of the Democratic Party is playing a malicious game during its negotiations with the federal government, which is an attempt to prolong the negotiations and gain the time factor in their favor and forcing Prime Minister Mustafa Al-Kazemi to accept their demands and waive what Baghdad imposes on the region

He stressed that "this method is known to everyone and (Barzani) worked with the former prime ministers and is trying to restore it during the current stage, although it has become open to all, which previously caused preserving all the gains in the region with Baghdad sending the region's share of employee salaries, which is added to the list of balances." The officials are there

Shams Al-Din warned, "Al-Kazemi against accepting the demands presented by the negotiating delegation to the region because it will be in the interest of officials there, and rejecting any pressure that parties in Baghdad can exert to implement the region's demands reluctantly and in a way that affects its relationship with the rest of the provinces

The spokesman for the Iraqi Prime Minister announced, on Tuesday, that the dialogue with the Kurdistan Region will continue to resolve the outstanding problems.

Ahmed Mulla Talal said in a press conference after the cabinet meeting, that the dialogue is continuing with the Kurdistan Region on all issues to solve problems, and the ceiling of the constitution will be the final decision.

He also stressed that there are mutual visits and delegations to solve outstanding problems, and we need a lot of time and continued dialogues to solve them.

The Turkish Presidency Communications Directorate published on its account on Twitter a map through which it showed “the general situation in Iraq until July 6, 2020, which raised the ire of an opposition deputy.

Ayton Cirai, the Turkish MP for the "Good" Party, and the head of its National Security Policy Committee, warned of the danger of the procedure, noting that the publication of the Communications Presidency is a divided map of Iraq that would give legitimacy to official bodies in other countries, to publish maps similar to Turkey itself.  In a tweet on his Twitter account, Cherai stressed that publishing a divided map of Iraq ran counter to Turkey's stated position of adherence to the territorial integrity of Iraq.

The opposition Turkish politician considered that publishing an official agency like this map is very dangerous.Turkish media reported that the Turkish Presidential Communications Directorate published a map of Iraq in which it showed the locations where the Turkish forces are stationed in northern Iraq to date, in addition to the sites of the PKK.

The Turkish Presidency’s communications department deleted the map showing Iraq divided after it was published earlier.

The Directorate of Communications of the Turkish presidency published on its account in "Twitter" a map through which it showed "the general situation in Iraq until July 6, 2020, which raised the ire of an opposition deputy. Ayton Cherai, the Turkish deputy in the "good" party, and the head of the National Security Policy Committee. It is of the gravity of the procedure, indicating that the publication of the Presidency of Communications divided a map of Iraq, that would give legitimacy to official bodies in other countries, to publish maps similar to Turkey itself.

SULAIMANI — A negotiating delegation from the Kurdistan Regional Government (KRG) postponed on Tuesday (July 7) an expected trip to Baghdad because federal officials have not completed a review of financial, personnel, and administrative files related to oil and the KRG’s public sector workforce.

According to sources in both the Kurdistan Region and Baghdad delegations, it is not clear when the KRG officials will ultimately make the trip, although it will only do so after the review is complete.

NRT reporter in Baghdad Omed Muhammed said that the two main stumbling blocks to reaching the long-awaited comprehensive budget agreement between the federal government and the KRG were the agreement’s duration and the amount of money that Erbil will receive from budget transfers.

According to sources, the federal government has demanded the Kurdistan Region’s total oil and non-oil revenues and in return Erbil will receive 550 billion Iraqi dinars ($462 million) per month to pay public sector salaries and other expenses.

The KRG has reportedly responded with two offers: one where Erbil gives all oil income and half the receipts from local taxes and border crossings in return for 650 billion Iraqi dinars ($546 million) per month or another where all income is transferred to Baghdad in return for 900 billion Iraqi dinars ($756 million) per month.

On Monday, before the trip was postponed, a Kurdistan Democratic Party (KDP) lawmaker had expressed confidence that the differences would be easily resolved.

In late April, Baghdad cut off all budget transfers to Erbil, leaving it with a massive shortfall that was compounded by the effects of a drop in the global price of oil.

Unable to pay its public sector workers on time or in full, the KRG has repeated delayed distribution of salaries this spring and recently moved to cut the pay of most workers by 21 percent or more.
