The Finance Committee in the House of Representatives, on Wednesday, identified the reasons for the delay in the launch of employee salaries for the month of June.
The committee member, Adnan Al-Zorfi, said, according to the official media, that "the salaries of the employees will be launched by the Ministry of Finance during the coming days after completing the transfer of procedures for transferring cash from hard currency to Iraq."
He added that "the reason for delaying the payment of salaries is due to the procedures for the currency conversion period and not to transfer the salary payment every forty days as is rumored."
Earlier, Prime Minister Mustafa Al-Kazemi directed the Ministry of Finance to expel the salaries of employees. Ended 29 / A 43

Al-Zrafi said in an interview with the official news agency, "The reason for delaying the payment of salaries is due to the procedures for the currency conversion period and not to transfer the salaries exchange every forty days, as is rumored."

Rashid said to {Euphrates News}, “The reason for the delay in the payment of salaries in the month of June is due to the delay in approving the borrowing law that was made days before by the House of Representatives and the second reason is the scarcity of oil and non-oil revenues that are not sufficient to cover salaries.”
He added, "Some salaries will be delayed, while ministries can start distributing salaries soon," noting that "even the parliament did not receive the salaries of members."
Rashid expected that "the payment of salaries will take place next week."
For his part, member of the Finance Committee, Adnan Al-Zrafi, said, "The salaries of the employees will be launched by the Ministry of Finance during the coming days after the completion of transferring the procedures for transferring cash from hard currency to Iraq."
And that "the reason for delaying the payment of salaries is due to the procedures for the currency conversion period, and not to transfer the salary payment every forty days, as is rumored."
The decision of the Parliamentary Finance Committee, Ahmed Al-Saffar, confirmed in a press statement yesterday, Tuesday, that the government's financial liquidity to pay the employees salaries is available.
The reporter of the committee said in a press statement, "The law of domestic and external borrowing became effective after the approval of the law by the Presidency of the Republic," noting that "the financial liquidity is available to the government to pay the salaries of employees."
He added that "the government has formally directed the Ministry of Finance to expedite the payment of employee salaries, but we do not know the reason for the ministry's delay in paying the salaries of employees," expecting that their salaries will be disbursed within the next few days.
The House of Representatives, passed last Wednesday, a draft law that allows the government internal and external borrowing to fill the financial deficit in the country.
The government submitted the bill, which includes external borrowing worth $ 5 billion, and an internal value of 15 trillion dinars to cover the country's fiscal deficit.

{Baghdad: Al Furat News} The Parliamentary Finance Committee revealed, on Wednesday, the delay in paying salaries to employees.

Committee member Ahmed Al-Saffar {for Al-Furat News} said, “There are two reasons for delaying the payment of salaries, which I expect personally. The first is due to the conversion of hard currency into the Iraqi dinar, and the government has started auditing some ministries regarding double salaries.”
He pointed out, "He revealed that 40,000 employees receive more than one salary in only 6 ministries, which delayed the payment of salaries to employees."
The page for the month of June was turned, bringing with it the hopes of Iraqi employees to receive their salaries, despite promises made by the official authorities to hand over salaries before the end of the month in the past days, but the month was gone, and salaries remained in the "government quarantine."
Commenting on the approval of the parliament’s finance to borrow despite its objection to the law, Al-Saffar explained, “The committee did its best through legislation of the internal and external borrowing law, although it was a difficult option for the committee to consider its suspension of external borrowing in the 2019 budget, as it felt a danger and an increase in external debt.” 
He pointed out that "the current crisis imposed on us to save the country and the government by agreeing to this law, provided that the government provides within 60 days a comprehensive reform paper so that we do not resort to borrowing again."
Al-Saffar added, "The law was supposed to be in effect from the date of its approval and the government starting the borrowing process and organizing the necessary arrangements to pay salaries and other important matters, but we follow the issue and expect that there are technical reasons that delayed salaries."
On the parties that benefit from borrowing, Al-Saffar concluded his speech by saying, "The reasons for approving this law are the financial and health crisis, salaries, ration card, and medicines, and everyone who falls within these reasons are considered beneficial parties."

The Finance Committee attributed, on Wednesday, the reason for the delay in launching salaries of employees and retirees for the month of June, due to the absence of cash.
Committee member Jamal Ahmed Kujer said in a statement that "the reason for the delay in the launch of employee salaries for the month of June, is the lack of sufficient cash to secure it."
He explained that "the resources coming to the country last month amounted to less than two and a half billion dollars approximately, while the country needs about five and a half billion dollars in order to secure salaries."

Legal expert Ali Al-Tamimi confirmed, on Wednesday, the employee’s right to sue the government for repeated salary delays, stating that the system provides for the employee to receive his salary every 30 days without delay.
Al-Tamimi said in a statement to "Al-Akhbaria" that "the job system in Iraq is based on the payment of salaries every 30 days and it is approved in most countries of the world."
He added that "what is stipulated in the civil service laws 24 of 1960 and the salary scale law 22 of 2008 and others ... As for delaying arrangement or inventory matters, it is OK, but repeated cases violate these laws and can be appealed before the administrative judiciary and obtained retroactively." .
Al-Tamimi indicated that "the law of internal and external borrowing that the parliament enacted a few days ago was in effect from the date of the vote to allow the Iraqi government to borrow and pay salaries, because the reasons for the delay required the parliament to search for reasons," noting that "most or all of the employees depend on these salaries in rents, advances and subsistence." Never bear delay. "

I guess over there, since very few have any real amount of money to speak of; you can in lieu of $$$$ pay your crooked Lawyer in Goats or Camels. But having said that you might not then have any transportation cuz your crooked Lawyer has it.
