White reform paper ... a Prime Minister’s Office official reveals the contents of the new decision package

May pave the way for a confrontation between Al-Kazemi and the parties ..22 hours ago

 Digital Media NRT

An Iraqi official revealed the content of the "white reform paper" during which the government intends to fire dozens of prominent officials in different ministries and bodies, and in the rank of general manager, deputy minister, and heads of departments , while those decisions are expected to raise more tension between Prime Minister Mustafa Al-Kazemi and some political blocs. .

An Arab newspaper quoted an official in the Prime Minister’s Office, who requested not to be named, in a press statement today, Tuesday, 30 June 2020, that the expected decisions package includes mandating the Supreme Judicial Council to form committees to review financial dealings in a number of ministries and government institutions.

He explained that "the white reform paper is the term that Al-Kazemi adopted in one of the meetings he held in Baghdad, referring to his government's actions aimed at tackling the state of flaccidity and general failure within the Iraqi state."

The official pointed out that "the expected reform paper, which is still subject to addition and amendment, includes financial, economic and administrative reform decisions, some of which require support from the Iraqi forces on the ground, including, for example, subjecting the land ports of Iraq to state authority, and ending influence Armed groups and parties there, or expelling those who have been illegally occupying state property for years, in addition to pursuing mafias for smuggling oil and its derivatives.

He added that "the paper includes a road map to urgently boost the state's resources through the industrial, agricultural and tourism sectors, as well as ports, customs and the communications sector, in addition to covering investment and the private sector, issuing urgent bonds, and going to major countries to request assistance, or giving Iraq a grace period. Regarding the debts it owed on its behalf. "

And that "a working cell headed by Al-Kazemi and several members of ministers and advisers has held three meetings so far in this regard," noting that the expected decisions will be issued successively and sequentially, the first of which may be issued at the end of the current week or next week, and that consists in dismissing officials and appointing others instead of them.

On the expected political reaction to it, the source suggested that "Al-Kazemi's reformist paper meets politically and faces a campaign against the prime minister, as it is bold and touches the interests of financially benefiting parties and political parties, as well as it relates to reducing dependence on Iran to import and support the national product." , Whether agricultural or construction, which means hitting large and large networks penetrating in Iraq, and with an impact on its policy, as was the reason for keeping the country in a state of paralysis on the agricultural and industrial levels throughout the past period. "

The official in Al-Kazemi’s office confirmed that some decisions require a vote in parliament to pass, which will constitute a “sawn node”, as he put it, as there are usually bargains and trade-offs before every government head who wants to make a difference in the country's general scene.

For his part, considered that the representative of the "open" coalition, Muhammad al-Baldawi, that the legislative authority and the political blocs have not yet seen the details of the reform paper, and that it was "waiting" for them since the start of talking about them, indicating that the political forces are waiting for the presentation of that paper to them.

He pointed out, "The prime minister must know that the basis is in the implementation of decisions, which means that the challenge is not to keep the paper as a dead letter, as the return took place."

And regarding the existence of fears that the paper would target certain entities and personalities, Al-Baldawi believed that it would "not become a process of reform, but a ruin, and hence the need for political accommodation."

While the parliamentary bloc of the "Saeron" coalition announced its support from now on al-Kazimi's directions, "as long as it aims to build a state of real institutions," where MP Mahmoud al-Zajrawi said that "political parties and figures will reject in advance this paper, because it will be affected by any reform process that affects its influence." Its dominance over the Iraqi state institutions and the capabilities of the Iraqi people, "but he saw, on the other hand, that the upcoming decisions of Al-Kazemi" will enjoy significant political support, as long as they include a reform plan, and he will be supported by popular support as well. "

As for the Iraqi political expert, Muhammad Al-Tamimi, he pointed out that "the first features of the upcoming decisions within the white reform paper seem very similar to those promised by former Prime Minister Haider al-Abadi, which he did not achieve because of political rejection."

Al-Tamimi said that Al-Kazemi will face great difficulty in implementing real reforms and making a difference in the general scene of Iraqi institutions, as any process of reform will be practically directed against a party or a person, after every ministry or public institution has become politically relevant, "as if it were a shop for this party or That block or character. "

According to observers, although Al-Kazemi did not explain the details of these measures, but he relied in his upcoming decisions on the curse of the Iraqi street from the deterioration of living conditions, the extent of poverty and unemployment, and the exposure of government institutions to the Corona pandemic, especially in the health and services sectors.

This comes after the delay in paying the salaries of about 10 million employees and retirees, due to the collapse of oil prices globally and the decline in Iraqi revenues by more than 70 per cent, as Iraq needs 4.7 billion dollars as an operating budget every month, while the oil revenue for the past two months reached about one billion and 200 Only a million dollars.

The formation of a "Iraqi" bloc in support of Al-Kazemi ... supporting the prestige of the state and achieving balance within Parliament

Wise and Al-Kazemi

Some political forces seek to support the government of Prime Minister Mustafa Al-Kazemi in the face of the influence of the Shiite blocs dominating the parliament, by forming a political entity supporting the prime minister during his tenure as prime minister.

Political sources revealed that the formation of the al-Hikma movement leader, Ammar al-Hakim, to a "Iraqi" parliamentary bloc to support Prime Minister Mustafa al- Kazemi against the influence of Shiite blocs dominated by parliament and wishing to impose its political agenda in the country.

Ammar al- Hakim announced the bloc, which includes several goals, most notably the support of the Iraqi state, its prestige and sovereignty, the enforcement of laws, and the affirmation of the necessity of restricting arms to the security institutions in the country, in addition to achieving a parliamentary balance against other blocs "Saeroun - Al-Fath - Sunnah - the Kurds".

This comes days after Prime Minister Mustafa al- Kazemi collidedWith the political blocs that possess armed elements, what led him to have to release armed elements who receive direct support from Iran on financial guarantee after their arrest in a raid carried out by the Iraqi security forces, which constitutes the first confrontation between Iraqi Prime Minister Mustafa Al-Kazemi and the Iraqi Shiite blocs loyal to Iran.

The authorities released a number of members of the Iraqi Hezbollah, after their arrest last Thursday, in a raid carried out by the security forces in pursuit of the elements targeting the headquarters of foreign diplomatic missions.

And media outlets close to the Iraqi Hezbollah movement released scenes of members of the party, while they were photographing Prime Minister Mustafa Al-Kazemi and burning the American and Israeli flags.

Since assuming office, the Prime Minister has stressed the priority of restricting arms to the security and military establishment to limit the influence of militias, and this requires entering into a direct confrontation with Iran's agents in Iraq.

Last Friday, the army raided a base in southern Baghdad that was used by members of an armed faction suspected of firing rockets at foreign embassies in the heavily fortified Green Zone in Baghdad and Baghdad International Airport.

The Iraqi authorities had interrogated 14 men who were arrested during the raid, and this happened after a number of missile attacks near the US embassy in Baghdad and other US military sites in the country in recent weeks.

Since October 2019, more than 33 missiles have targeted Iraqi facilities hosting diplomats or foreign soldiers, including 6 attacks in the past two weeks alone, and only a few of those attacks have been adopted by mysterious parties.

it was the first in iraq to follow the example of iran and file an international lawsuit against america and trump

f41e43e4dadaad6bbd18f747c6aa496a?s=26&r=Author: Ahad6 On 1/7/2020

Al-Ahed News- Baghdad- special

Instead of the martyrdom of General Qassem Soleimani, and the Mujahid Abu Mahdi Al-Muhandis, he broke the thorn of the Islamic resistance "as America believed", but their martyrdom gave additional impetus to the resistance not in the region, but in all the countries of the world, especially for the peoples looking for liberation and living in dignity.

So they became, may God be pleased with them, a symbol of Islamic resistance, and this symbolism will not be confined to our present era, but will extend to the history of the resistance until the argument awaits our souls appears to the forerunner of redemption.

And no two differ, that what America and its allies did by cowardly by assassinating them, near Baghdad International Airport, is a terrorist crime in the full sense of the word and does not accept suspicion and debate, and this crime is punishable by international law in the harshest penalties for the state or the party that carried out this cowardly act.

Although the resistance factions ’response to their martyrdom at the time was a harsh and painful response to America, this crime cannot pass without international accountability to America and its allies, and this is what the Islamic Republic did, which filed a lawsuit against America.

Iran announced on February 2, through the spokesman of the Iranian judiciary, Ghulam Hussein Ismaili, that the family of the commander of the Quds Force, Qassem Soleimani, would file a lawsuit against those involved in his assassination soon.

Ismaili added that the judiciary and the Ministry of Foreign Affairs have taken steps in this regard, but the "families of the martyrs" said that they would file a case against the accused forty days after the assassination, according to the Iranian "Fars" agency.

He continued, "A file has been prepared in Iraq and is being followed up. It has entered a serious stage and we will follow it up at the International Court."

The head of the judiciary in Iran, Ayatollah Syed Ibrahim Raisi, confirmed his country's intention to file a complaint in international forums to prosecute the US president for the murder of the commander of the Revolutionary Guards Corps, Qassem Soleimani.

"The assassination of Soleimani constitutes a violation of all laws. This case will be followed up in the Human Rights Committee in cooperation with the Ministry of Foreign Affairs and other institutions, and Trump should be prosecuted as the first suspect and prosecuted," Raaisi said at the meeting of senior judicial officials.

He added: The US President will be prosecuted, whether during his tenure or otherwise, and this issue should be followed up and we will not leave it, and he must be tried internationally.

Iran responded to the killing of Soleimani by firing missiles at two military bases hosting American forces in Iraq, in a process described by the leader of the Iranian revolution, Ayatollah Ali Khamenei, as a "slap in the face" of the United States, adding that American forces should leave the region.

Indeed, this is what happened and Iran proceeded formally to file a case against America and its criminal boss who ordered the assassination.

But surprisingly, the issue was that Iraq was silent about this crime, and it was the first to fulfill the blood of the martyrs that Iraq would take the same step, or at least it would quickly move the American forces out of Iraq.
