SULAIMANI — Kurdistan Regional Government (KRG) Prime Minister Masrour Barzani met on Tuesday (June 30) with the KRG’s negotiating delegation via video conference to assess the progress it has made towards reaching a comprehensive budget agreement with the federal government.

“We will continue on the talks in order to reach an agreement where the Kurdistan Region’s rights and constitutional benefits are protected,” Barzani said in a statement.

“The Kurdistan Region emphasizes and defends its fair rights within the structure of the Iraqi constitution and will never give them up,” he said.

Led by KRG Deputy Prime Minister Qubad Talabani, the delegation visited Baghdad last week, but have so far been unable to overcome disagreements over the budget, oil exports, and information sharing.

Baghdad / Obelisk: Spokesman for the Deputy Prime Minister of the Kurdistan Regional Government, Samir Hawrami, announced on Wednesday 1 July 2020 that the delegation of the Kurdistan Region negotiated started a round of dialogues with the European Union Mission and foreign embassies in Iraq.  

Hawrami said in a statement received by Al-Masala, that these meetings come in order to urge the European Union mission and foreign embassies in Iraq to play a greater role in the ongoing negotiations between Baghdad and Erbil in terms of financial dues, employee salaries and oil delivery.  

Member of the Kurdistan Regional Parliament, Sherzad Hassan, confirmed that these meetings with foreign embassies, nations and the European Union mission are normal.   

Hassan said: There are parties in Baghdad that do not want to abide by the constitution and press the Prime Minister in order not to sign the agreement and perpetuate the dispute with the region.  

He added that the dialogues and discussions with the European Union, the United Nations and foreign embassies are natural to urge them to play a greater role and urged the federal government to adhere to the provisions of the constitution in resolving contentious issues with the region.

The Kurdistan Regional Government announced, on Wednesday, that it informed the federal government of its willingness to hand over the proceeds of the sale of oil, provided that they agreed first on two things.

 
A spokesman for the regional government, Gottiar Adel, told a news conference in Erbil that "the region's government has informed Baghdad of its willingness to hand over the proceeds of the sale of oil after agreeing first to the dues of the companies investing in the oil fields as well as the export expenses."
 
 
 
Adel added, "The delegation of the Kurdistan Regional Government will return soon to Baghdad to resume discussions on the outstanding differences."
 
He continued, "The Kurdistan Regional Government is working to unify the retirement directorates in the region," explaining that "the competent bodies and committees are working to implement reforms in the region."
 
Adel stressed that "the regional government is continuing with the reform process, and is working to reduce the salaries of high and special degrees, as one of the reform measures."
 
 
Adel praised "the efforts of health personnel and employees of the Ministry of Interior in the success of the procedures to prevent corona virus," praising "the tolerance of the people of the Kurdistan Region for the curfew and its commitment to the special instructions to prevent the epidemic

A spokesman for the regional government, Gottiar Adel, told a news conference in Erbil, followed by Shafaq News, that the region's government informed Baghdad of its willingness to hand over the proceeds of the sale of oil after agreeing first to the dues of companies investing in the oil fields as well as export expenses.

Adel added that the delegation of the Kurdistan Regional Government will soon return to Baghdad to resume discussions on the outstanding differences.

The previous Iraqi government headed by Adel Abdul-Mahdi had decided last April to cut the salaries of employees of the Kurdistan Region after accusing the region of not committing to an agreement to deliver 250 thousand barrels of oil per day to the company, "Sumo" owned by Baghdad, which was denied by the government of Erbil.

Al-Kazemi’s government agreed to launch one month’s salaries for the region’s employees, and mortgaged it on a regular basis, on Baghdad and Erbil reaching an agreement on the oil file and the region’s share of the federal budget.

Since the decision to cut the salaries of the province’s employees, the two sides have held three rounds of discussions in the capital, Baghdad, to resolve the differences.

There are pending files between Baghdad and Erbil for many years, foremost among which is the file of managing the oil wealth and dividing its revenues, and the disputed areas between the two sides.

With regard to the internal affairs in the Kurdistan Region, Adel said that the mechanism of deducting a percentage of the region's employees salaries was set according to the financial capabilities of the region's government, and it may increase or decrease in the coming months.

The Kurdistan Regional Government has decided to deduct 21 percent of employee salaries for the month of June, due to the financial crisis caused by the decline in oil prices and the Iraqi government's cut of employee salaries.

As for the government reform plan, Adel said that "the government will not marginalize the reform law," noting that "the reform law means reviewing and organizing salaries, employee rights and imports."

He added, "The job degree will be withdrawn for all who obtained it without a right, and this includes even retired people or those who have been referred to retirement with job titles and they do not deserve them."

And he added, "From today, payrolls will be organized according to the biometric system

For his part, the Secretary of the Council of Ministers, the head of the committee in charge of reviewing the tax system, Amanj Rahim, presented a "comprehensive report on the results of the study and review prepared by the committee to reorganize the tax system in the region, and included proposals and recommendations for the reform plan in the area of the immediate and long-term tax system."
The Cabinet approved, according to the statement, "all recommendations aimed at eliminating all tax exemptions that are not consistent with the law, and the need to implement the legal accounting profession and commercial enterprise audit system as soon as possible, so that their owners bear responsibility and contribute to preventing tax evasion, and work to prepare a new project For taxes and benefit from information technology in this regard, to reduce bureaucracy and administrative routine and encourage transparency in all tax directorates. ”Ended 6/29 n

ERBIL - The Kurdistan Regional Government (KRG) during a cabinet meeting on Wednesday (July 1) put the Reform Law into effect, a spokesperson confirmed.

Speaking to reporters, KRG Spokesperson Jotiar Adil pointed out that the Reform Law's main aim is to create a clean list of public servants on government’s payroll based on the biometric system they have previously concluded.

Adil also noted that the KRG's strategy is to prolong talks with the federal government to resolve the remaining disputes between the sides in accordance with the Constitution, for which a delegation will be dispatched to Baghdad in the near future.

The Reform Bill, prepared by the KRG to provide more certainty and accountability on salaries, pensions, and allowances for public servants, was passed by a majority vote at the Kurdistan Parliament earlier on 16 January.

A Guarantee Agreement is a contract by which a guarantor agrees to settle the debts of another person where the person is unable to pay their debts. In other words, the guarantor assumes liability for the debts owed by the debtor in the event the debtor fails to pay.
