SULAIMANI — State of Law Coalition lawmaker in the Council of Representatives Alia Nusaif claimed on Monday (June 29) that Kurdistan Regional Government’s (KRG) negotiating delegation has rejected a number of conditions put forward by the federal government, which she said was the reason why Erbil and Baghdad have not reached an agreement over the budget.

“The central government has the right to demand the imposition of its control over all the [Kurdistan] Region’s revenues, including oil, taxes, and others, in exchange for granting the Region an amount of 453 billion Iraqi dinars [$381 million] per month,” Nusaif said in a statement. 

“Baghdad has the right to demand the receipt of the all oil which is produced in the Region,” she added.

Last week, a KRG delegation visited Baghdad for more talks designed to overcome disagreements over the budget and oil, but it returned to Erbil after three days without a deal.

“These points will protect the Iraqi people from north to south and will end the suffering of the Kurdish people from the issues of the delays of the distribution of salaries and put a limit to oil smuggling operations,” she argued.

In late April, the federal government ran out of patience with the KRG’s refusal to abide by the terms of the 2019 Federal Budget Law, which mandated that Erbil send 250,000 barrels of crude oil per day to Baghdad for export, and stopped all budget transfers, except for a one-time 400 billion Iraqi dinar infusion to grease negotiations designed to reach a comprehensive agreement.

Also facing a drop off in oil revenue from independent sales, the KRG now faces a severe budget shortfall and the likelihood that it will be unable to pay its thousands of public servants in the medium-term. 

The most likely resolution for the crisis is an agreement with Baghdad to resume budget transfers, but so far, the talks have yielded little public progress.

On Monday, MP Alia Nassif said that the Kurdish delegation rejected the conditions of Baghdad and returned to Erbil because it guarantees the rights of the south and north.

Nassif praised, in a statement, "Gilgamesh Press" received a copy of it, "the national (equitable) steps of the negotiating government side during the recent talks with the Kurdish delegation that visited Baghdad, indicating that the central government has proven through the conditions that it stipulated on the Kurdish side that it supports preserving the rights of The Iraqi people from north to south."

She added, "The central government has the right to demand the Kurdistan Regional Government to impose its control on all of the region's revenues, including oil, taxes and others, in exchange for granting the region an amount of 453 billion dinars per month, and it has the right to demand the receipt of all oil produced in the region, and that the region's proportion of revenue from the crossings Border lands is only 50%."

Nassif continued, "These points preserve the rights of the Iraqi people from north to south and end the suffering of our Kurdish people from the issue of the delay in the distribution of their salaries and put an end to oil smuggling operations, but unfortunately these points did not impress the Kurdish delegation who rejected them and returned to Erbil without reaching an agreement."  And she indicated, "This good development in the talks had to happen sooner or later, to achieve justice in the distribution of wealth, and we hope that the government will proceed in this direction."

A source in the Kurdistan Regional Government revealed, today, Monday, the conditions of the central government in Baghdad in exchange for handing over salaries of employees to Kurdistan, while stressing that the Kurdish delegation who returned to Erbil will meet to discuss the conditions of the capital Baghdad.

The source said, "The delegation of the regional government who returned to Erbil will meet tomorrow with Prime Minister Masroor Barzani to determine the final position on the conditions imposed by Baghdad."

The source added, "Baghdad asked the region to hand it over oil in full, with 50% of the revenue from the border outlets, in exchange for the federal government sending 600 billion dinars a month."

He explained, "The situation is heading towards the provincial government agreeing to hand over and 50% of the revenue from the border outlets, provided that Baghdad increases the amount sent to become 650 billion dinars while bearing the payment of the salaries of martyrs, Anfal and political prisoners, and their salaries will be from the federal government."

He pointed out that "tomorrow's meeting will witness the presentation of an official request to the federal government with these requests, with the setting of a date for a new visit by the delegation of the region's government to visit Baghdad.

The representative of the new generation, Sercut Shams Al-Din, confirmed on Tuesday that the Iraqi army is first to enter the Kurdistan region and protect borders from the Turkish army, calling on the central government to stop smuggling oil through the Barzani family.

"I ask the Kurdistan Regional Government to allow the Iraqi army to enter the Kurdistan region and protect the borders and hand him over the management of the oil file instead of allowing the Turkish army to occupy the lands," Shamsuddin said in a post on Facebook.

Shams al-Din added, "The head of the Kurdistan Democratic Party, Masoud Barzani, is running after his dream, which he started three years ago to establish a state."

The sources added, "The meeting will discuss the latest results of the meetings that the delegation held with the federal government to resolve the differences and outstanding issues between Baghdad and Erbil."

The President of the Kurdistan Regional Government, Masroor Barzani, met today, Tuesday, June 30, 2020, with a delegation of discussions with the Federal Government, through a closed-circuit television system (video conferencing).

A government statement received by Shafaq News stated that at the beginning of the meeting, Deputy Prime Minister Qubad Talabani highlighted the visit made by the Kurdistan Region delegation to Baghdad last week, the results of discussions with the federal government and the proposals put forward to resolve outstanding problems between the two sides.

The statement quoted Barzani as saying that the Kurdistan Region will continue its discussions with Baghdad with the aim of reaching an agreement that guarantees its constitutional rights and entitlements, stressing that the Kurdistan Region is determined to defend its legitimate rights within the framework of the Iraqi constitution, and will not give them up at all.

On Tuesday, the regional government delegation, headed by Qubad Talabani, Deputy Prime Minister of the region, visited the capital Baghdad, the third of its kind, with the aim of completing previous discussions on resolving differences and outstanding issues with the federal government. And preceded the visit of the delegation of the regional government, a visit by the President of the Kurdistan Region, Nechirvan Barzani, in which he met the three presidencies, leaders of the forces and political bodies in Baghdad.

And previously, the delegation of the regional government held two visits to the capital, Baghdad, after the previous federal government headed by Adel Abdul Mahdi stopped financing the salaries of employees and workers in the public sector in Kurdistan.

The differences and pending issues between Erbil and Baghdad are based on the region’s share of financial budgets, peshmerga dues, oil exports, and the disputed territories covered by Article 140 of the permanent Iraqi constitution.  The Kurdistan Regional Government has expressed, on numerous occasions and times, its willingness to deliver 250,000 barrels of crude oil per day in exchange for the Iraqi government’s funding of 450 billion Iraqi dinars in salaries per month.

Talabani begins a series of diplomatic meetings to clarify the

The Information Office of Qubad Talabani, Deputy Prime Minister of the Kurdistan Region, announced on Tuesday that the latter started conducting diplomatic meetings to inform representatives and delegations of countries in the region on the results of recent discussions between Erbil and Baghdad.

The office spokesman, Samir Hawrami, said in a statement received by Shafaq News, that after Talabani's negotiating delegation returned to Baghdad, he would start a series of diplomatic meetings with ambassadors, consuls, and envoys of foreign countries, especially the European Union and America, with a view to clarifying the status of negotiations.

He added that Talabani will also clarify the position of the region on how to resolve differences and outstanding issues, especially the question of financial dues for the region, and to continue dialogues between the Kurdistan Regional Government and the federal government.
