Baghdad / news

Legal expert Tariq Harb confirmed, on Saturday, that the Iraqi constitution granted Prime Minister Mustafa Al-Kazemi to make changes in the top positions in the country.

Harb said in a statement, "Article (78) of the constitution gave the prime minister great, dangerous and great authority. This article decided that he is the commander-in-chief of the armed forces and that he is the prime minister and gave him a third great, dangerous and important authority, which is to consider him responsible for the general policy of the state, and so he is A state official, not just a government official. "

He added, "The state is constitutional, legal, and linguistically, including ministries, regions, governorates, parliament, the Judicial Council, intelligence, intelligence, national security, independent and non-independent bodies, etc." because the term (state) that granted the prime minister authority and authority, came as a general, specific, absolute absolute, it includes all of the mentioned and others There is no constitutional text, as in this case the constitutional text is applied and this appears in the legislative and judicial branches. "

He continued, "The Prime Minister's procedures for dismissing some of the special grades and managers and referring them to retirement or transferring or removing them from the positions they occupy are legal and enforceable constitutional procedures, especially since all of those mentioned in the special grades have not been voted upon by the current parliament except for members of the Electoral Commission and the Human Rights Commission And by not more than ten out of the thousands subject to the authority of the Prime Minister, just as not all directors have been voted on by the current cabinet and therefore the constitution and the law are with Al-Kazemi in his procedures, since the constitution considered him responsible for the state and not only the government.

Today, Friday, the strategic expert, Hisham Al-Hashimi, saw that all prime ministers have solutions before assuming the position and are unable to implement it after that.

Al-Hashemi said in a tweet on his Twitter account: "Prime Minister after 2005, they divide the problem into two problems. - A problem they are unable to solve, so they have no problem because it is not solved, and a problem that has a solution but they choose from the worst solutions, and this is the real problem."

He added, "The biggest problem is that they all have solutions before they assume the position, and when they hold the position, they are unable to implement it."
