Interesting comment to me. In the past,  Economic Security” was identified as having federal income other than oil and not solely dependent on oil.  Sounds to me that this PM is in agreement. Jmho.

If Iraq would stop the corruption they wouldn't need to sell any oil to cover their budget an It's starting to look like the Iraqis are finally realizing this...

I agree DoD, and the money Maliki stole had to go somewhere.... I'm sure a little investigation would go a long way.. How do you hide 40 Billion Dollars unless it's physically in a cave or on a ship somewhere? At least Al-Kazemi is trying to go after this den of thieves.. :butt-kicking:

Yassin Iraq: Baghdad

The economist, Dr. Nabil Al-Marsoumi revealed what he described as another model of corruption and waste of resources, indicating “shocking” numbers of lost fees in relation to the collected.

In another post that was monitored by “Yassin Iraq”, the decree said, “Another example of corruption and waste of resources is the credit and bank transfers for the four months of this year amounted to $ 13 billion, while the customs fees obtained from the Customs Authority amounted to $ 208 million.”

He added: "That is, the percentage of customs fees collected is 1.6%, while the rate in the Authority's regulations is around 10%, meaning that the waste rate has reached 8.4%, at a value of $ 1.092 billion in just four months, meaning that the monthly waste value is $ 273 million."

He continued, "Assuming that the percentage of waste remains the same during the other months, the value of waste during the year 2020 will be equivalent to $ 3.276 billion."

And that “this waste is related to five reasons. The first is the presence of mafias of corruption in the official border outlets, the second is the control of some parties and clans over the informal outlets that exceed more than 10 outlets, and the third is the entry of goods from Kurdistan’s outlets that do not deliver their proceeds from customs duties to a body Customs, the fourth is related to exemptions from paying customs duties obtained by influential parties in the state and some investors, and the fifth relates to the exemption of 371 Jordanian goods from customs duties under the economic agreement signed with them.

Al-Kazemi “threatens”

The Prime Minister, Mustafa Al-Kazemi, has vowed of expected changes in positions that will be witnessed in the coming days, indicating a close war with "ghosts" in the outlets.

Al-Kazimi said in a press statement that was monitored by "Yassin Iraq", that "the coming days we will announce a campaign of changes in the advanced positions in the Iraqi state, stripping the parties of their positions that they obtained contrary to law and professionalism, and we may face an organized campaign from informing the parties that will be affected."

He pointed out that "gangs and influential people control the outlets and our opponents are ghosts," noting that "we will not allow anyone to threaten the state."

(Independent) .. The deputy of the National Approach Bloc Hussein Al-Aqabi stressed the necessity of imposing the prestige of the state and the rule of law on the border (land and sea) outlets in the various governorates of Iraq, again calling on the government to impose state sovereignty on these outlets and free them from gang control.

Al-Oqabi suggested strengthening the work of the security services charged with protecting these outlets - including those in the Kurdistan region - and assigning a strong security authority to maintain and control them for a period of time, and to prevent the interference of any political, partisan or clan power in them except for the federal government.

He called for the formation of a governmental committee of senior employees of the Financial Supervision Bureau, the Integrity Commission, the ministries of finance, trade, planning and local authorities, who are known for their competence, integrity and patriotism, whose task is to fully supervise the work of these outlets and control work in them, including collecting tax and customs tariffs and evaluating the performance of existing employees.

He also called for the development of work mechanisms at border crossings in accordance with the electronic governance and information automation system to prevent cases of fraud and corruption.

He expressed his belief that controlling imports of border outlets, 90% of which are lost in “Fayyafi Bani Saad and the wombs of whales”, will provide an important resource to bridge the budget deficit and maximize non-oil revenue in it, and “restore the state's prestige and power, reinforce law enforcement and reduce the corruption that prevails in The rest of the institutions. ”

On Saturday, a member of the Parliamentary Committee on Economic and Investment, MP Mazen Al-Faili, presented eight proposals to the government regarding the work of the border outlets, including the subjection of all ports to the management of the federal authority, including the Kurdistan Region, considering that the government's success in imposing the rule of law on the outlets will restore confidence to the rest of the state .

"We stress that the government is taking swift steps and effective measures in collecting port revenues, whose realistic amount is at least ten billion dollars at least annually, but the actual revenue is not exceeding one billion dollars," Al-Fili said in a statement received by Alsumaria News.

He added, "Finding solutions for this economic facility is not limited to providing significant and important revenues that revive the public budget only, but also contributes to the revitalization of the industrial and agricultural sector and the protection of the national product and the accompanying provision of additional job opportunities for Iraqi youth and stopping the flow of hard currency to import these materials, not to mention The fact that the government succeeds in imposing the rule of law on the outlets will restore confidence to the rest of the state’s institutions and departments and motivate it to adopt firm oversight activities in the face of corruption and corrupt people in various state locations.

He continued, "We propose in this regard a set of mechanisms and steps, the most prominent of which are:

1- Adopting governance (the electronic system for collecting customs duties) in a comprehensive management of all outlets, to ensure accurate control and responsible follow-up in the full payment of revenues. 3- Appointing an honest and efficient field administration for each outlet and supporting the deployment of elite security forces that protect their sound decisions and block the way for any groups that interfere in the work of the outlets and their revenues. 4- Close the unlicensed ports and crossings that operate outside the control of the state and the law. 5- Reconsideration of granting exemptions from customs, as regulatory reports indicate that they are exploited by persons and entities not legally covered, and exemptions should be minimized to the maximum extent possible, and that customs duties are collected from everyone in the outlets and after verification in the center of the validity of their inclusion in the exemption The statutory refund to them at the withheld customs fees.

2- Subjecting all ports to the administration of the federal authority, including regional ports Kurdistan. 8- Connect all the outlets to a national control center in

6- That the process of paying the customs of imported goods, their fees and tax be completed at the time of the contracting process or if the merchants purchase the hard currency from the currency auction to reach these goods to the outlet and they meet all of its conditions.

7- Regulating import licenses and matching them with the imported goods and commodities in order to prevent tampering with the quality of goods or exchanging them in customs fee transactions, which results in reducing fees imposed on them.

Baghdad By means of a camera system that covers the work and activity of employees in the outlets to detect any manipulation in the passage of goods.

Baghdad / news

Economic expert, Safwan Qusai, saw today, Tuesday, that there are influential bodies that control the work of border crossings and will not allow government control over them, pointing out that the government move is still shy and the people want to seek the encirclement of corruption.

Qusai told "Al-Ikhbaria", that "controlling the border crossings is still a distant and difficult matter in light of the continued influence of the authorities in controlling the entry of goods."

"It is true that there is a move by the current government, but it is still shy despite the slight increase in monthly revenues, especially in the southern outlets," he added.

Qusai pointed out that "controlling all border outlets needs a clear electronic government where goods, origin and prices will be calculated electronically, which contributes to collecting the daily revenue correctly."

Prime Minister Mustafa Al-Kazemi has confirmed on more than one occasion that there are deterrent measures soon to be taken to control the corruption of official border outlets, and to monitor the borders to close the unofficial ones.
