The relationship between Baghdad and Erbil has been strained since 2003 due to the failure of Kurdistan to grant border crossing funds and oil fees and taxes to the government of Baghdad, as the capital Baghdad approved the Kurdistan region's share of the budget in the year 2005 and by 17%, but in the government of Haider al-Abadi reduced it to 12%.
