Prime Minister Mustafa Al-Kazemi decided, on Wednesday, to keep the head of the Popular Mobilization Authority, Faleh Al-Fayyad, the governor of the Central Bank, Ali Al-Alaq, and the director of the retirement board, Ahmed Abdul-Jalil, to continue working in their positions.
 

According to documents issued by Al-Kazemi’s office obtained by Al-Akhbariya, according to the approval of the Prime Minister, it was decided to continue assigning Faleh Al-Fayyad to continue running the affairs of the Presidency of the Popular Mobilization Authority.

In a separate document, it was also decided, and will continue, on the relationship to manage the affairs of the Governor of the Central Bank, as stated in another document, which decided to continue assigning Ahmed Abdel Jalil to conduct the affairs of the retirement board.

Today, (yesterday)  Wednesday, the Parliamentary Legal Committee was surprised by the continuation of the relationship with the Central Bank administration until now, despite being referred to retirement for months, asking the government to explain the reasons and the reasons for that!


Deputy Speaker of Parliamentary Law, Mohamed Al-Ghazzi told Al-Ikhbaria that "Ali Al-Alaq, the governor of the Central Bank, has been referred to retirement for several months, but he is still doing his business until now, without any reason for that."

He added, "The relationship does not have any administrative orders or directives to extend the duration of its work and manage the work of the Central Bank of Iraq."

"We personally sent several books to the government a month ago in order to obtain the answer regarding the reasons for the continuation of the relationship with the management of the central bank, but the government has not yet answered," Ghazi said.

It is mentioned that the Governor of the Central Bank, Ali Al-Alaq, is accused of several corruption cases, but the most prominent of which is the financing of militias and terrorism by manipulating the currency auction, and this was confirmed by Representative Magda Al-Tamimi, as well as the strangling of the case of the seven billion dinars that he said was damaged by rain water, which raised the eyebrows of public opinion.

IBBC Advisory Council's discussion goes public on the white paper 'Iraq 2020: a country at the crossroads.'

 

Today over 300 people signed up the IBBC Advisory Council's public discussion on the white paper - Iraq 2020: a country at the crossroads, sponsored by Iraq Business News ( IBBC media partner)  and in conjunction with Chatham House and IRIS at AUIS.

With a full panel of 6 advisors and commentators, including Ms Maya Gebeily of Agence-France Presse, Mr Ahmed Tabaqchali of IRIS at AUIS, and the key advisory panel members led by Professor Frank Gunter of Leigh University, Dr Renad Mansour, Fellow at Chatham House, Mr Hani Akkawi of CCC and Professor Mohammed Al-Uzri, University of Leicester University. Mr Christophe Michels, MD of IBBC chaired the discussion.

Dr Mansour made critical points about the importance of the political economy and the requirement to listen and understand the needs of the protestors and conversely the protestors ability and requirements of government to make changes, along with the difficulty in enacting reforms while the public sector has too much invested in its continuation.

Mr Hani Akkawi, made an unmissable point about the opportunity for areas of industry to be returned to the private sectors, such as electricity, water, fertiliser and transport, that would not only raise finance, but help efficiency and productivity.

Underpinning the report are 5 key action points and a further 38 recommendations that the GoI may be able to make to address the economic crisis that faces the country, including; business deregulation, inclusion of the informal business sector into legal acceptance, ending subsidies on electricity and water production, an improved banking system with credit for private sector businesses, an anti-corruption drive and dealing with COVID-19 without jeopardising the private sector.

Hamti pointed out that "an agreement was signed on the mechanism of financial payment last year between Iran and Iraq, and the exploitation of Iranian resources in Iraq was part of this agreement." He stressed that "the Islamic Republic is keen to expand financial and banking relations with Iraq through the Iranian Central Bank and the rest of the banks operating in this country." The head of the Iraqi Central Bank, Ali Al-Alaq, said, "The largest part of these Iranian financial sources that are in Iraq is related to energy (gas and electricity), and therefore, according to the new agreement, these resources will be utilized."

Planning: Transferring the emergency grant file to the central bank

Disclosures of American pledges to help Iraq overcome the financial crisis

The deputy of the Al-Fateh coalition, Sana al-Musawi, commented, on Thursday, on the statement of Advisor to the Prime Minister Hisham Dawoud regarding the receipt of the current government from the government of Abdul-Mahdi, the amount of 300 million dollars, and the treasury is empty, wondering why the government of Al-Kazemi sent 400 billion dinars to the region's government.

Political analyst Saad Al-Kaabi warned of unprecedented corruption as a result of the failure to pass a budget for the current year on the pretext of a financial crisis due to the drop in oil prices, pointing out that Al-Kazemi will bear the result of the continuing situation on what he is, which will cast a shadow on Al-Kazemi’s government and may lead to its downfall.

Al-Kaabi said in a statement to "Information", that "fabricating the financial crisis and resorting to the weakest link in the country of employees and retirees will generate anger and a negative reaction from this segment towards the government and may lead to its downfall in the next few days."

He added, "Exploiting the artificial financial crisis and not approving a budget for the current year will lead to unprecedented corruption due to the lack of final accounts for the state."

And that "some political blocs, especially the Kurdish, guaranteed Al-Kazemi its passage in Parliament, provided that the region receives funds amounting to 400 billion dinars, while the country is witnessing a financial crisis that can be overcome through other ports other than the salaries of employees."

Member of the Parliamentary Finance Committee, Sherwan Mirza, confirmed today, Thursday, that the United States of America has expressed its readiness to help Iraq overcome the current financial crisis. 

Sherwan Mirza said, in an interview with (Baghdad today), that "the American Secretary of State announced his country's readiness to provide sums of money to help Iraq overcome the current economic crisis," noting that "he did not announce his country's terms for that assistance in the event that it is achieved."

Mirza added, "The Ministry of Finance is negotiating with the International Monetary Fund and the World Bank to obtain financing, but it has not reached any agreement yet." 

And a member of the Finance Committee in Parliament stated that "the government seeks to borrow in order to secure the salaries of employees, and not to secure the investment budget, but we stressed in our meeting with the Minister of Finance that part of those loans go to investment."

The head of the Iraqi delegation in the strategic dialogue with Washington, had revealed earlier, the content of US pledges to assist Iraq in the energy and financial crisis.

Hashem said, in an interview with the program (Shortest Roads) presented by the media, Dr. Nabil Jassem on Al Sharqiya News Channel that "Iraq presented a description to Washington regarding the financial crisis and the Corona pandemic, and the American delegation expressed its willingness to assist Iraq directly in the financial aspect through certain mechanisms and influence the International organizations, including the cash box, to help Iraq or American companies to push them to invest in us, and urge friendly and neighboring countries to Iraq to help them also in this file. "

Hisham Dawood, Adviser to Prime Minister Mustafa Al-Kazemi, Thursday (June 18, 2020), revealed the plan of the Commander-in-Chief of the Armed Forces to confine arms to the state, while acknowledging the existence of parties that bear arms in order to achieve pressure and gains.

"Every weapon that is illegally acquired, whether it is owned by a party, a clan or any other party, is a weapon outside the state," Dawood said during his speech on the "Shortest Roads" program , presented by the journalist Dr. Nabil Jassem on Al Sharqiya News.

He added, "The weapon of the state is the weapon of the security services, the popular crowd, and the official parties that belong to it only." He pointed out that "any approach that tries to parallel the state in its power is a prelude to chaos, and we do not want to be Somalia or a second Lebanon." 

"Some of the groups that bear arms have external connections, and the government is trying to dialogue with them to pressure internally and externally through a different plan of action," Dawood said, noting that "the government will start with this issue and it can be resolved under the current government."

He pointed out that "there are political parties who have military formations that we expect to accept that arms be confined to the state," noting that "the current government will not allow in any way for weapons to affect the current situation and the upcoming elections."

On targeting the Green Zone, David said, "Any operation targeting the Green Zone is carried out by parties from inside Iraq that we consider to be terrorist," noting that "there are those who are trying to strike the country's credibility because the current government has pledged to impose the prestige of the state."

He pointed out that "there are missile attacks on Iraqi camps, and the aggressor is an Iraqi entity, after which the state will treat it as a terrorist out of law."

Earlier, the joint operations spokesman, Tahsin al-Khafaji, Major General Tahsin al-Khafaji, Thursday (18 June 2020), commented on the bombing of the Green Zone.

Al-Khafaji said, "The joint operations will not allow any party to continue hitting the green zone, and those behind these attacks are uncontrolled groups, which have limited capabilities that enable them to move, and take advantage of the curfew to carry out their operations from some areas." 

And that "the security forces reach at high speed the missile launchers," pointing out that "Al-Kazemi directed the activation of the intelligence effort to pursue the perpetrators."

As for the firing of rockets on different areas of the capital, Baghdad, Prime Minister Mustafa Al-Kazimi said earlier today (June 18, 2020) that he will not allow outlaws to kidnap Iraq, and they will not tolerate bombing the "unknown soldier", after that Target the Green Zone, where the Unknown Soldier is located, with four missiles at dawn today. 

Al-Kazimi said in a tweet on the social networking site "Twitter", that "the missiles that targeted (the unknown soldier) in Baghdad, seek to threaten our stability and our future, which is something that does not compromise." 

He continued, "I will not allow outlaws to kidnap Iraq in order to create chaos and find pretexts to perpetuate its interests."

In the recent period, a number of Katyusha rockets landed in different areas of the capital, Baghdad, where some rockets landed near Baghdad Airport, others near the Taji camp hosting the international coalition forces, and the last bombing occurred on the Green Zone after midnight yesterday.

Hisham Dawood, adviser to Prime Minister Mustafa Al-Kazemi said today, Thursday, that there are 34 million Iraqis without salaries, noting that the responsibility of the International is to ensure a decent life for all Iraqis equally and while he reassured about the salaries of this year, he stressed the necessity of finding financial reforms that prevent Repetition of financial crises.

Speaking to the program (Shortest Roads) , presented by Dr. Nabil Jassem on the screen of (Eastern) ) , David spoke about the Corona pandemic and said, "The Corona epidemic has spread due to false beliefs, the first of which is that the virus will be weaker in the summer, and also think that treatment will be available quickly and also a lot of indifference. Citizens are at risk of the virus. 

" He pointed out, "Half the time of the cabinet meetings is devoted to discussing the Corona file, and we are in contact with developed countries, and the Iraqi embassy has brought contacts between Iraqi and Russian health regarding the proposed treatment, and we also communicate with the Americans, Russians and the British." 

He added, speaking about the reason for the decline in the health situation in Iraq and the challenges it faces, saying, "We have hospitals that have not been renewed for 40 years, and hospitals receive large numbers of auditors, what existed from health institutions that either dismantled or disrupted their development, and there is a wrong management philosophy that has hindered the development of many sectors Among them is industry and agriculture. "

Regarding the financial crisis that strikes Iraq after the Corona pandemic and the drop in oil prices, Al-Kazemi’s advisor stressed, “We are concerned with developing short and medium-term plans because the current government is temporary. Only a dollar, which means that the state is required to add 4 billion dollars every month. "

He explained, "There are 34 million Iraqis who do not receive salaries from the state, and these need to secure their life conditions, and the state should have a role in providing objective conditions."

On how to secure salaries, he stressed, "We have short-term solutions through internal and external borrowing, and the salaries will be secured this year, but in return, we can burden future generations with external debt due to loans."

And he added, "There must be reforms to ensure that the crisis does not recur, and there is an idea to involve the Iraqi segments in resolving the crisis. There are retirees who receive a pension of up to 30 million per month, among them others do not receive more than 200 thousand, and there must be reforms in this aspect."

"There is a government debate on a salary scale that takes into account justice, and there are retired salaries that were deducted separately from the government's desire to deduct what happened," he added. 

He went on, "More than half a century ago, Iraq did not undertake any reform process, we must make clear to the citizens that the crisis must be solved governmental and social," noting that "many Asian and European countries and North America announced their readiness to assist Iraq in its financial crisis."

He continued, "We need to diversify the economic resources. Iraq cannot continue to rely 95% on oil as a primary resource."

In a previous press article, Prime Minister Mustafa Al-Kazemi revealed the challenges facing him after his government gained the confidence of Parliament, while he affirmed that he had responded to his duty and knew in advance the difficulties that stand before him, indicating that he had received the responsibility in a semi-empty treasury.

Member of the Finance Committee in Parliament, Faisal Al-Issawi, revealed today, Thursday, the amount of Iraqi losses annually from tax evasion, while pointing to the responsibility of the tax department in this file. 

Faisal Al-Issawi said, in an interview with (Baghdad Today), that "tax smuggling in Iraq is a very complex problem, and 90% of the clients who are supposed to pay taxes evade in different ways, such as registering a large merchant with his commercial activity as a grocery store, and registering a hotel owner as a house." . 

Al-Issawi pointed out that "the tax department is the defaulter with the tax evasion that occurs, and it must carry out a continuous field survey of real estate and commercial activities with its various addresses and calculate the income tax on them."

A member of the Finance Committee in the House of Representatives stressed that "the treasury of Iraq annually loses more than one trillion dinars, at least because of tax smuggling." 

The Iraqi state has been suffering for years from losing billions due to lack of control over taxes in various public sectors, chief among them border crossings and evading the payment of taxes on electricity and real estate.

The new government, headed by Mustafa Al-Kazemi, is working according to official positions to control that money and annex it to the public treasury, to compensate for the severe financial crisis that is ravaging the country due to the effects of the Corona pandemic, which caused the decline in oil prices.

I cant believe ( i can actually ) Kazemi staying with Alak at the cbi knowing how messed up it is , guess they are all one in the same and the corruption continues if they have any money left by decembers elections possibly iraq can get some leadership elected with qualified people in the key positions ....iraq just doesn't bristle with confidence not sure how they will ever draw investors and get any type of market economy .... protesters need to hit the streets again imo change is not happening ... cheers

Hashemi added, "The state is losing about $ 15 billion annually due to aliens, going to the pockets of the corrupt," noting that "the number of imaginary employees cannot be calculated accurately, but the information indicates that their number reaches 650 thousand aliens."

He continued, "Processing this file is one of the priorities of Mustafa Al-Kazemi's government, and we need boldness in making the decision, and what Al-Kazemi pledged is good." He pointed out that "Al-Kazemi, and if this file is resolved despite pressure, the matter will pave the way for large corrupt heads to fall, and we expect that He is under strong pressure to prevent him from achieving this goal. " 

He pointed out that "the former Prime Minister Haider al-Abadi announced the disclosure of 50 thousand space employees in 4 military divisions during his rule, but political pressures caused the file to close without resolving it and continue it to reach the rest of the numbers." 

The economist said, "If the will is available, it is easy to access the full facts. Even if this file is opened, it will become clear that most politicians are involved, and they will work to prevent its opening because it is one of the foundations of the deep state in Iraq and its permanence in state institutions." 

He stressed the necessity that "Al-Kazimi use the national and impartial figures to revitalize the efforts," noting that "the big corrupt people are keen to keep their arms in state institutions, including imaginary officials, to ensure control of the decision in them."

The premiership is moving in the context of discussing the issue of financial reforms and tackling the gates of corruption and waste that have caused the collapse of oil prices in a severe economic crisis.
