The Iraqi Ministry of Foreign Affairs issued a statement on the ongoing strategic dialogue between Iraq and the United States.

The ministry said in a statement that the Iraqi delegation, headed by Senior Undersecretary Abdul Karim Hashem, held with the United States government delegation the first session of the strategic dialogue via a closed television circuit, in accordance with the strategic framework agreement signed in the year eighty-eight.

ERBIL, Kurdistan Region — The US wants to foster American economic investment in Iraq, US State Department spokesperson Morgan Ortagus told Rudaw on Friday.

“We want Iraq to be a place that American businesses want to invest [in] and feel confident in doing business,” Ortagus told Rudaw TV late Friday, adding that they want to move their current relationship with Iraq to a “new era,”looking beyond military and security issues.

The US has handed over many military bases to the Iraqi Security Forces (ISF) but provides air support in military operations against the Islamic State (ISIS). 

The comments follow the start of strategic dialogue talks between Baghdad and Washington, in which the US affirmed its commitment to reduce its troop presence in Iraq. 

However, Ortagus said that “we will remain guests of the people of Iraq as long as they will have us in order to ensure the final defeat of ISIS.”

This interview has been lightly edited for length and clarity.

 Rudaw: Yesterday, the first round of talks between the US and Iraq took place. Is the State Department satisfied with the outcome of the meeting?

Yes, we are … this strategic dialogue between the United States and Iraq is just the first step. It is a very positive step but this is what we see as the way forward into our more mature relationship with Iraq. We have been present in Iraq for almost two decades, and we have been always very focused on the military and the security aspects. We have done something together - the United States, the Government of Iraq, all of our Coalition partners and the Kurds as well - we have done something incredibly significant in the past few years, which is to defeat the territorial caliphate of ISIS (the Islamic State). That’s incredibly important. It cannot be stated enough and we will remain guests of the people of Iraq as long as they will have us in order to ensure the final defeat of ISIS. Saying that, it is time to move on to a more sophisticated phase of our relationship, and that phase involves focusing on not just military and security, but focusing on the political, the diplomatic, the cultural relationship between our two governments, and focusing on the economic and financial relationship as well.  We want Iraq to be a place that American businesses want to invest [in] and feel confident in doing business, and that’s why we hope to move this relationship forward into a new era.  


According to Iraq’s constitution, balance between ethnic groups  must be considered in the running of the state. In the joint statement,the US emphasizes its support for the return and reintegration of displaced people, especially the smaller components of Iraqi society that were targeted by ISIS. Does this support include the implementation of the constitution which many components of Iraqi society, especially the Kurds, say is not being fully implemented? 

We are certainly going get to get into the weeds on those issues. Not just in Iraq, but around the world, making sure that Internally Displaced People are respected and are allowed to go back to their homelands - that’s something we think is important for security and stability. When you look at this relationship holistically, it is important that the United States and all of Iraq’s neighbours and countries that have vested interests in Iraq are focused on the stability and security of Iraq. That means focusing on bringing all elements of society and all groups together. We know that not every country has Iraq’s best interests at heart. We know Iran, for example, often tries through their Shiite militias to foment sectarianism, to drive Iraqi against Iraqi. We are against that. We want to bring all sides of Iraqi society together, we want their neighbours to be responsible and the United States wants to remain a positive force for good in Iraq. 


The joint statement emphasises organizing free, fair, and credible elections. Does the US support holding elections as scheduled, or snap elections as per protestors demands?

We are going to keep some of our conversation with our counterparts in Iraq confidential but I would say that holistically what we are supportive of in the United States is a thriving and functioning democracy in Iraq. That’s why we were encouraged by the new prime minister [Mustafa al-Kadhimi] and his team willing to take, so far, these issues seriously. We know that a democracy like the United States and those around the world people are accountable to their governments, and people are accountable to their people and democracies. You have rule of law. You have ease of doing business because businesses know there is a thriving judicial sector, there is a thriving regulated economic sector. All these things are important. So what we want for Iraq is not a country that remains at war. We do not want that. We want the final defeat of ISIS. We want a country that moves into a new era, a country that has a stable and functioning democracy. That is why we are always willing to support the outcome of democracy in Iraq because we believe in the sovereignty of the Iraqi people through the democratic process to choose what’s best for their country, and that is what we will keep pushing with our counterparts in the government of Iraq.  


Since 2010, Iraq has headed from federalism toward a more central state, which contradicts the Iraqi constitution. In the joint statement there is no mention of federalism. Is federalism still important from the US perspective?

I think that what is important for us is to have a thriving democracy…a thriving central government but  I think it is very important to know that the United States seeks to see that all parties, all peoples and all cultures within Iraq are represented fundamentally and fairly within their central government. We also have federalism [in the US]. We have states and local municipalities and we come together in Washington in the central government area. So, it is possible to achieve this but Iraq won’t be able to achieve this as long as they have neighbours that are fomenting unrest in the region, that are trying to foment sectarianism  and to pit Iraqis against each other. So that's why it is so important for us to focus on strengthening democracy and strengthening the ability, through elections, for the Iraqi people to make decisions that are best for their own futures.  


Due to the COVID-19 pandemic the decline in oil prices and problems between Erbil and Baghdad, the Kurdistan Regional Government can’t pay civil servant salaries on time. How much does the US want to end the problems between Erbil and Baghdad? 
 
That’s really something our ambassador and all of our diplomats on the ground will be focused on.  The United States remains the largest humanitarian assistance donor to Iraq, more than any country in the world - that’s something that we are incredibly proud of. I mean it is not just Iraq [that suffers due to the drop in oil prices]. It is countries around the region. The United States as well suffers from low oil prices because we are an exporter and energy exporter as well. So we certainly understand the predicament that many countries, including Iraq, face when you have competing priorities for thinner budgets. That’s something we hope to help the government of Iraq deal with…this is a

conversation that we are having, not only with Iraq, but with a lot of countries in the Middle East who face the same competing priorities.

Iraq is being given a golden opportunity by the United States. Work with us, you'll be rich. Work with Iran, you'll lose everything. Opportunities like this don't come around often. Almost never. Not for you, not for me, not for Iraq. Our investment, plus the future of Iraq, it pivots on these negotiations. Now is when it will be decided, if we are in a game of fools, or not. William Shakespeare understood this concept, centuries ago. I still remember this quote from High School, Julius Caesar:

Mubasher: The Iraqi Ministry of Foreign Affairs published the text of the joint statement issued by the governments of Iraq and the United States on the occasion of launching the strategic dialogue.

The Foreign Ministry said, in a statement issued yesterday, that according to the Strategic Framework Agreement of 2008 for the relationship of friendship and cooperation concluded between the Republic of Iraq and the United States of America, strategic dialogue discussions were held.

The meeting took place through the video-conferencing circle, between the delegations of the two parties represented by the Senior Undersecretary of the Iraqi Ministry of Foreign Affairs, Abdul Karim Hashem Mustafa for the Republic of Iraq, and the Under Secretary of State for Political Relations David Hill on the government of the United States of America.

Discussions covered security, counter-terrorism, economics, energy, political issues and cultural relations.

The two countries reaffirmed their principles agreed upon in the Strategic Framework Agreement, in addition to the principles set forth in the exchange of diplomatic notes and the Republic of Iraq’s correspondence to the UN Security Council.

The United States of America, according to the State Department's statement, reaffirmed its respect for the sovereignty and territorial integrity of Iraq and the relevant decisions of the Iraqi legislative and executive authorities. 

Economy and energy cooperation

With regard to economic and energy issues, the Iraqi Ministry of Foreign Affairs indicated that the two countries have realized the enormous economic challenges facing Iraq in light of the two pandemic crises Covid-19, the decline in oil prices, and the need for Iraq to adopt fundamental economic reforms.

The United States discussed providing Iraq with economic advisers to work directly with the government of Iraq, in order to help enhance the level of international support for the reform efforts of the Government of Iraq, including support provided by international financial institutions regarding serious plans to enact substantial economic reforms.

The two governments discussed potential investment projects involving international American companies in the energy sector and other areas, provided that the conditions for work are favorable.

Reducing the number of troops in Iraq and the future of military bases

With regard to the security partnership, the two countries acknowledged that, in light of the distinguished progress on eliminating the threat of ISIS, the United States of America will continue in the coming months to reduce the number of forces present in Iraq, and dialogue with the Iraqi government on the status of the remaining forces and where the focus of the two countries is towards developing a security relationship Naturalism based on common interests.

The United States of America confirmed that it does not seek to establish permanent bases or a permanent military presence in Iraq, as agreed previously in the 2008 Strategic Framework Agreement, which states that security cooperation takes place on the basis of mutual agreements.

The Government of Iraq is committed to protecting the military forces of the International Alliance, and the Iraqi facilities that host them in line with international law and relevant arrangements regarding the presence of those forces and in the form to be agreed upon between the two countries, according to the statement.

Helping Iraq to implement its government program

Regarding political aspects, the United States of America has expressed its support for the Republic of Iraq, not only through close bilateral cooperation at the security and political levels, but also through its support for Iraq and its new government.

The two countries reaffirmed their importance to assist Iraq in implementing its governmental and reform program in a manner that meets the aspirations of the Iraqi people, including continuing humanitarian efforts, restoring stability, rebuilding the country, and organizing free, fair and fair elections.

The United States, in cooperation with its international partners, affirmed its continued support for the preparations made by Iraq for the elections, and efforts to support the rule of law, human rights, and the return of displaced persons and facilitate their integration, especially minorities in Iraqi society that have been subjected to genocide by ISIS.

The delegation of the Republic of Iraq, led by Senior Under Secretary of the Ministry of Foreign Affairs Abdul-Karim Hashim Mostafa, and the delegation of the United States Government, led by Under Secretary of State for Political Affairs David Hale, held Strategic Dialogue discussions via video teleconference today, in accordance with the 2008 Strategic Framework Agreement for a Relationship of Friendship and Cooperation between the United States of America and the Republic of Iraq. The discussions covered security and counterterrorism, economics and energy, political issues, and cultural relations.

The two countries reaffirmed the principles agreed upon by the two sides in the Strategic Framework Agreement (SFA), as well as the principles in the exchange of diplomatic notes and the letters of the Republic of Iraq to the United Nations Security Council dated 25 June 2014 (S/2014/440) and 20 September 2014 [S/2014/691] respectively. The United States reaffirmed its respect for Iraq’s sovereignty, territorial integrity, and relevant decisions of the Iraqi legislative and executive authorities.

On economic and energy issues, the two countries recognized the enormous economic challenges facing Iraq in light of the two crises of the COVID-19 pandemic and the decline in oil prices, and on the need for Iraq to enact fundamental economic reforms. The United States discussed providing economic advisors to work directly with the Government of Iraq to help advance international support for Iraq’s reform efforts, including from the international financial institutions in connection with firm plans to enact fundamental economic reforms. The two governments discussed the potential for investment projects involving world-class U.S. firms in the energy and other sectors, provided that business conditions are favorable.

On political issues, the United States of America expressed its solidarity with the Republic of Iraq, not only through close bilateral cooperation on the security and political levels, but also through its support for Iraq and the new Iraqi government. The two nations reiterated the importance of assisting Iraq in implementing its governmental program and reforms in a manner that reflects the aspirations of the Iraqi people, including carrying out humanitarian efforts, restoring stability, rebuilding the country, and organizing free, fair and credible elections. The United States, with its international partners, emphasized its continued support for Iraq’s electoral preparations, efforts to strengthen rule of law, human rights, and the return and reintegration of displaced people, especially the smaller components of Iraqi society that were targeted for genocide by ISIS.

On the security partnership, the two countries recognized that in light of significant progress towards eliminating the ISIS threat, over the coming months the U.S. would continue reducing forces from Iraq and discuss with the Government of Iraq the status of remaining forces as both countries turn their focus towards developing a bilateral security relationship based on strong mutual interests. The United States reiterated that it does not seek nor request permanent bases or a permanent military presence in Iraq, as previously agreed to in the 2008 SFA which provides for security cooperation to be undertaken on the basis of mutual agreement. The Government of Iraq committed to protecting the military personnel of the International Coalition and the Iraqi facilities hosting them consistent with international law and the specific arrangements for their presence as will be decided upon by the two countries.

On the cultural front, the two governments discussed plans to return important political archives to the Government of Iraq and efforts to increase the capabilities of Iraqi universities. The two sides also discussed plans to return artifacts and the Baath Party archives to Iraq.

The two sides reaffirmed the importance of the strategic relationship and their determination to take appropriate steps to enhance it in the interest of both countries and to achieve security, stability, and prosperity in the region.
