She pointed out that "this achievement is a natural outcome of the cooperation of the operating departments despite the decision to zero the customs duties of food, health and agricultural materials." 

She continued, "Also, the tightening of the measures taken by the Border Ports Authority in the supervision, control, audit and security investigation has had a large and effective role in tightening the screws on the corrupt and smugglers and preventing them from transgressing the public money. And reinforced the federal budget in light of the current and complex circumstances of the economic and financial crisis that our country is going through.

The Retirement Commission began last Wednesday to pay the pensioners ’salaries, with the implementation of the deduction decision that affected a large number of them, while the Commission announced on Friday that it directed the Prime Minister, Mustafa Al-Kazemi, to return the deducted money to retirees.

Reality requires that the tasks of economic development be entrusted to the real private sector, and this is not complicated and there are mechanisms through which it can determine the capabilities of local companies and the work carried out by them in the country or abroad, especially since the Iraqi private sector has work experiences inside and outside the country, and there are capital The Iraqi private sector has an external investor that can provide an attractive environment for it and restore it to be supportive of the economic development process and revolve within a local framework that will benefit the country and expand its activity in the local market. 

It can also develop the Iraqi private sector from its capabilities through the adoption of bilateral partnerships with international companies specialized and discreet, which are afraid to strike its reputation for any impurity, in order to solidify performance and reach goals in a specific time, in order to transfer from one stage to another in its timing, to start to Building the national economy according to sound work mechanisms. 

The real private sector is the key to sustainable development, which requires that all efforts be combined to support economic building operations in all its productive and service sectors, and that citizens have the opportunity to have a decent life guaranteed by the constitution.

Private, as well as legislative and executive bodies in the state who are familiar with the reality of the economic and financial situation in Iraq.


On the contrary, we find those who oppose these statements to the extent that a number of activists on social media have adopted an explicit request from the minister to submit his resignation to what they see or consider as a deficit in the management of the Ministry of Finance, in order to achieve, as a result, a cutoff of their livelihoods and their families.

 As for the personal level, it can be likened to the Minister of Finance with a naval commander assigned to him the task of driving a ship in the middle of the sea and this ship has many problems and defects, as well as it is very very heavy, and the previous owners of it and their supporters and their supporters neglected them and used by them only to achieve their goals and desires without observing the rules Sailing and safe walking, and the same description applies to those who took the lead in previous periods, and found that the new captain of the ship has two options that are not third for them, either that he performs procedures and steps through which he seeks to preserve the ship from drowning, but in that problems and reactions from the ship's passengers and that is something Natural, because these steps and procedures are in their abnormal time, and they were supposed to be taken from previous years when the ship was at the beginning of the road, in the waters and the few waves, as well as its cargo was less.
 
 Personally, I see that the minister's speech at the press conference indicates a high professionalism, great interest and a sense of responsibility, and he despised the position because he found in the economic future of Iraq more important than his future to continue in the ministry or not.
  But we say that those steps that the Minister spoke to, despite their importance, they came at the wrong time and it was better to take years of prosperity after 2003 in light of the high oil prices, economic openness, and international support, but unfortunately there was unjustified and ill-considered spending and financial corruption.
 
Below we show a few points briefly:
 
First: The Minister’s current procedures are successful measures for wrong policies. In order for the ship's passengers to convince the Iraqi people to follow these measures and implement them despite their difficulty, the strong political will must be available to the owners of the ship and I mean the current decision-makers and this will be translated into accountability for the negligent, with the intent of theft, manipulation or mismanagement Regardless of the position of the palace and the party that supports it, as well as actual measures to recover the looted Iraqi money at home and abroad, at which time the people will accept reform measures despite their cruelty and inappropriate timing, because it is unreasonable to leave the stolen money and not account for the causes of economic failure, thefts and demand from the people to bear the austerity policy And reform.
 
Second: Despite my complete conviction by virtue of specialization that the tax policy is one of the tools of financial policy, but I see that exaggerating the imposition of the tax without providing services in return for that constitutes a violation of the principle of interdependence and the relationship of mutual benefit between the people and the financial authority.
 
Third: It appears that the weight of the tax that will be imposed in accordance with the announced reforms and the greater burden will fall on the weakest and easiest link in the joints of the state and they are the employees segment, and without exaggeration that the employee who previously paid 30000 dinars direct deduction tax will pay at least the minimum amount of 350,000 dinars according to the imposition of the tax on the total The salary, and here the financial authority must take into account the important pillar within the tax rules, which is tax justice, since it is not reasonable for an employee who declares his total income to be 100% according to the salary list, with another taxpayer who does not declare more than 20% of his realized income but The two are subject to one tax rate and to one tax treatment in grace.
 
Third: His Excellency the Minister of Finance chose the difficult path in dealing with economic problems, and the financial authority should not be satisfied with the easy way, which is the salaries of employees to increase the tax revenue, but rather search for new tax vessels, increase the effectiveness of the tax system, and reduce the percentage of tax evasion that I declared according to the statistics of the Ministry of Finance as It exceeds 61 percent, in addition to activating other types of taxes in addition to the income tax, which has a greater role in increasing the tax revenue.

In the study of economic feasibility, which is a technical study in most of its aspects, the dependence on possibility and belief is only valid with very narrow limits; There must be determinants and indicators to be relied upon during the study, and here we will briefly display some of the determinants required to establish an industrial project, for example; They are therefore determinants that can be corrected in some or most of them in the study of the feasibility of other economic projects:

Continued throughout the day, alternating or one meal, required industrial services, equipment and mechanisms used, industrial and medical safety, workshops and laboratories, associate transportation, necessary housing requirements near the factory, restaurant and social services, and others. Many of the determinants that have been mentioned require extensive statistical knowledge, mathematical and mathematical treatments, and organizing a relationship with multiple parties: military, civil, security, health, municipality and area, consumers of the product, as each of these entities has an opinion related to the nature of the project, its location and its societal and military impact Health ... etc.

Member of the Parliamentary Finance Committee MP Ahmad Mazhar al-Jubouri confirmed Sunday (14 June 2020) that the salaries of the Kurdistan Region will be cut if his government refuses to hand over the counter-terrorism border crossings in the region.

Al-Jubouri said in an interview with (Baghdad Today), that "90% of the members of the Parliamentary Finance Committee issued a large blame on the Kurdistan region because for years, no money was sent to the border ports or crude oil sales despite the fact that southern oil goes to support the region's resources, but the last did not Balances the give and take so that the country's resources are equal for all provinces and regions. "

Jubouri replied to a question if the Kurdistan region refused to hand over the border ports to the anti-terror agency, that "it is not new for the region that has abided by its escalating decisions against the central government.  

And between, "When the region is narrowed by means, it comes to the government and requests dialogue, and when its crisis ends, it returns to the same square and remains in control of the outlets and oil, and this is totally rejected."

Jubouri pointed out that "the House of Representatives agreed to the last part of patience, and political leaders who pressed some MPs to create an atmosphere of calm I think that the language of dialogue is over and the Prime Minister must take decisive decisions, and if the regional government goes with this option, I think it is not in the interest of the region And the results will be negative for them and positive for the government. "

The Border Ports Authority denied, on Friday, the arrival of the counter-terrorism agency, to the ports, after news was received.   

The authority said in a statement that "there is no truth to the information that was published on the social media pages under the title of the anti-terrorist agency that reaches the region or is present in our federal outlets."

Shams al-Din said in a statement received (Baghdad today), "In the event of any dispute between them and the federal government, they resort to cutting the salaries of employees who have become a permanent victim between the two parties," noting that "the first should resort to other options in which salaries are removed." The statement added that "Shams Al-Din proposes that the federal government control the oil file in the region, and the understanding between it and the companies operating there, to gain the friendliness and satisfaction of the Kurdish citizens and give priority to the higher interest over other private interests, instead of this role taking the KDP with its wrong and continuous policies towards People of the people for 17 years .

Member of the Finance Committee in the House of Representatives, Ahmed Mazhar Al-Jubouri, on Sunday (14 June 2020), ruled out sending the government a draft budget for 2020, because the remainder of the fiscal year 2021 has only 4 months left.

Al-Jubouri told (Baghdad Today), that "constitutionally, the government should send the budget law in the tenth month of the fiscal year to the Finance Committee in the House of Representatives, in order to prepare it and submit it for a vote," noting that "all governments did not send the budget in the specified time" .

He added that "the Finance Committee asked to send the budget bill during hosting the Minister of Finance in the House of Representatives and in the presence of Speaker of Parliament Mohamed Al-Halbousi, because the remainder of the fiscal year 2021 was left only 4 months, so it will be according to my information disciplinary regulations or rules that do not rise to the budget bill."

He pointed out that "the country suffers from financial and economic problems, and the government is unlikely to send the budget because of it." 

The House of Representatives, had voted on Wednesday (03 June 2020), on the form of a decision obligating the Iraqi government to send the 2020 budget law this month.

A parliamentary source said, in an interview with (Baghdad Today), that "the House of Representatives voted on the form of a resolution that obliges the government to expedite the sending of the federal budget bill, for the year 2020, no later than the end of this month."

He added, "The House of Representatives finished the first reading of the draft domestic and foreign borrowing law to finance the fiscal deficit for the year 2020."

The sources said in an interview with "Mawazine News" that "the visit of Kuwaiti Foreign Minister Ahmed Nasser Al-Mohammad Al-Sabah to Baghdad will include a study of the compensation file and the possibility of postponing it in light of the financial crisis that Iraq is suffering from."

She added, "Kuwait understands the situation in Iraq and there is an intention to postpone the claim for the remaining compensation amounting to more than $ 3 billion."

The number of traded shares reached 258,210,869 shares. The value of the shares amounted to (208,455,800) dinars. The ISX 60 price index closed at 423.35 points today, down (0.31%) from its closing in the previous session of (424.67) points. Trading shares of (16) companies out of (104) companies listed on the market.

The number of companies suspended by a decision of the Securities Commission became non-compliance with the financial disclosure instructions (22) companies.

The number of shares purchased from non-Iraqi investors in the regular market reached (30) million shares, at a value of (19) million dinars, through the implementation of (5) transactions on the shares of two companies. The number of shares sold by non-Iraqi investors in the regular market reached (200) thousand shares, at a value of (1) million dinars, through the implementation of one transaction on the shares of one company.

On Sunday, a member of the Parliamentary Finance Committee, Faisal Al-Issawi, considered that the border crossings are witnessing "great chaos" and the theft of funds from unknown parties.

Al-Issawi told “Information”, “The commander-in-chief of the armed forces, Mustafa Al-Kazemi, must send a security force from the anti-terror agency to control security as quickly as possible at the border outlets,” noting that “the arrival of that force does not mean their interference in financial and administrative issues there.”

He added, "The ports are currently experiencing chaos from unofficial bodies and need security controls to recover the money that went to unknown destinations."

Member of Parliamentary Finance Committee MP Jamal Kuju affirmed last Wednesday that Iraq loses 10 billion dollars annually due to corruption in its border outlets.
