Since assuming the position of Governor of the Central Bank of Iraq, he introduced modern accounting systems and payment systems for the financial institution, replaced manual printers and computers with modern computer systems, and accounting tools as currency auctions, and replaced the pre-2003 currency with the new currency between October 2003 and January 2004. He also involved the Central Bank of Iraq in the International Monetary Fund and the World Bank, in addition to the Paris Club negotiations, where 19 countries agreed to exempt Iraq from 80% of pre-2003 debt to help Iraq recover from the US-led post-war phase 2003.
 

Despite local and regional instability in the region, Al-Shabibi managed to maintain the Iraqi dinar exchange rate against the US dollar at 1190 dinars per 1 US dollar (while the exchange rate was 2214 dinars per 1 dollar in 2002), and reduced the inflation rate (from 64% in 2006, to 5.2% in 2012), and doubled the gold reserves to 32 tons, and remained a strong advocate for the independence of the Central Bank. Government sources express their satisfaction with the conduct of the meeting, at a time when parties and forces are skeptical about what is being reported about Al-Kazemi, describing what happened as a diplomatic catastrophe against Iraq and the Iraqis, with the American side's contemplation in violating national sovereignty, and investing it in the poor performance of the Iraqi team. As a result, close to Al-Kazemi, they say that they regret the forces continuing to outbid the Prime Minister, because they are secretly seeking to communicate with him and confirm their support for him and welcome the effort to control the clash on Iraqi soil between Washington and Tehran.

They add that Al-Kazemi briefed the leaders of the first row before and after the dialogue on the most important points of discussion and the mechanism of negotiation with the American side, stressing that he was very frank with the political class and the street alike, as he expressed this in his recent press conference by saying that the dialogue will depend first on Iraqi sovereignty And the interest of Iraq, and the opinion of the Marjaiya (Ayatollah Ali Sistani) and parliament ... without compromising sovereignty. The same sources also confirmed that the leaders of the first class expressed their satisfaction with what was going on, as well as the Iranian leadership, which was aware of the content of the first meeting, and expressed at the same time its satisfaction, but it mortgaged its position in the final form of the understanding between Baghdad and Washington.

The Council of Ministers held its regular session today, Tuesday, June 16, 2020, under the chairmanship of the Prime Minister, Mr. Mustafa Al-Kazemi, in which he discussed a number of issues and topics included in his agenda.
 
The Council started its session by discussing the developments of the current conditions the country is currently experiencing, and serious work to reform all state institutions, in a way that enhances their ability to carry out their tasks in a high efficiency, and develop the level of performance in them, so as to enable them to provide the best services to the citizen, and to ensure the re-imposition of the state's prestige.

The Prime Minister commended the health staff who are leading today a major battle against the Corona pandemic, and made great sacrifices in order to save the lives of those affected by the epidemic. Mr. Al-Kazemi stressed that the Corona pandemic is a global challenge today, and it requires internal social awareness to confront and surround this epidemic and to limit the injury of more citizens.

The Prime Minister stressed that the state’s efforts and potentials be harnessed to support the Ministry of Health and its health institutions in the capital, Baghdad, and across the provinces.  The Minister of Health and Environment gave a detailed presentation on the developments in the work of the Committee to Promote Governmental Action in the area of prevention, health control and education on reducing the spread of Corona virus.

In its session, the Council of Ministers hosted the President of the Iraqi Media Network, and the Chairman of its Board of Trustees, where the network's plans regarding awareness of citizens with health protection measures to face the Corona pandemic were reviewed, and increased community awareness of its seriousness and conditions for prevention.

The Council discussed topics on its agenda, and issued a number of decisions regarding them:

First 

1 - activating the previous decision on supporting staff working in the Ministry of Health, which has direct contact with people infected with the Corona virus, by cutting plots of land, according to priorities determined by the Ministry of Health.

2- The Ministry of Higher Education and Scientific Research allocates postgraduate studies outside the plan for the academic year (2020/2021), for the “White Army” in appreciation of their efforts and sacrifices in the face of the Corona pandemic.

Second

Approval of the draft ratification of the agreement on air transport services between the government of the Republic of Iraq and the government of the United Arab Emirates, signed in the city of Montreal / Canada, on 9/26/2019, and referred to the House of Representatives, according to the provisions of Articles (61 / First and 80 (Second) from the constitution.

Third

Approving the empowerment of the Minister of Finance to negotiate and sign investment projects loans, according to the provisions of Article (80 / VI) of the constitution, according to the following:

1 - A loan project for the implementation and completion of (8) turbine refrigeration units, equipping and supervising (32) other refrigeration units in the amount of (70800000) euros, only seventy million and eight hundred thousand euros, from the German company Siemens for the Ministry of Electricity, with funding from the Bundesbank, the German bank, And with the guarantee of the German Export Guarantee Corporation (Hermes).

2 - A loan project for the installation, installation and operation of (9) gas turbines for the Wasit power station in the amount of (362 million) euros, only three hundred and sixty-two million euros from the German Siemens company for the Ministry of Electricity, with funding from Standard Gartard Bank and with a guarantee from the Swedish Export Guarantee Corporation (EKN).

3 - A loan for the rehabilitation project of health services infrastructure in the amount of (185000000) euros, only one hundred and eighty five million euros, for the benefit of the Ministry of Health, funded by the German Development Bank KFW.

4 - A loan for the rehabilitation project of the second-stage electricity infrastructure, with an amount of (400,000,000) Euros, only four hundred million Euros, for the benefit of the Ministry of Electricity, funded by the German Development Bank KFW.

5 - Multiple annual maintenance project loan / fourth stage with an amount of (120000000) dollars, only one hundred and twenty million dollars, which is executed by the American company GE with funding from an international bank, and with the guarantee of the British Export Guarantee Agency UKEF.

6 - A loan for the rehabilitation project of the Babylon Power Station 400 KV, at an amount of (38,000,000) Euros, only thirty-eight million Euros, which is executed by the Swedish ABB company, funded by the JPMORGAN Bank, and with the guarantee of the Swedish Export Guarantee Corporation (EKN).
