Financial expert, Ahmed Berihi, Tuesday, that the failure to issue a budget in 2020 due to health changes and crises and sudden drop in oil prices does not mean that the government will lose control of public spending, stressing that the government and the Ministry of Finance can manage it for the remainder of the current year exceptionally.

Brihi said in a statement to "Information", that "the current situation is more exceptional than the year 2014 in which the budget was not approved due to health changes and crises and the sudden drop in oil prices, and whoever believes that the executive authority will lose control over the completion of public spending for the remaining months of the current year is incorrect." 

He added that "the government and the Ministry of Finance are able to manage the state through public spending for the remainder of this year through possible means without issuing a budget." Berihi pointed out that "good management and the use of practical means to manage crises are possible and will not harm the country."

Advisor to the Prime Minister Hisham Daoud announced that the cabinet voted in its fifth regular session today on the reform law for securing employees ’salaries, by reducing 10% of the salaries of higher grades.

He said in the weekly press conference that "this law is very important, being a reformer and just, and it gives the ability to face the current situation, indicating that the government will continue the reform measures that are not political in the classic sense, but rather technical technical reforms." And David added, "The reduction of the salaries of the higher grades is a first step among the necessary financial proposals, given the economic situation, the financial wage, and oil that cannot secure the salaries of employees."

He explained that "any future reform law does not affect those with limited income or earnings, but rather includes higher grades of employees and does not exceed 10%, which is the beginning of reform, and this law or project is not sufficient to overcome the crisis, and there is a reform package on the administrative side and encouraging internal and external investment." "We inherited a flaccid country with six million employees and retirees," David said.


He pointed out that "the coming days will witness a comprehensive review of the file for the appointment of thousands of job grades." "We are facing a moral responsibility to ensure the salaries of employees, stating that the second stage of reforms encourages domestic investment and seeks a balanced case between the state's basic oil revenues and the stimulation of the internal market and internal and external investment," he said.

He said annually, "More than 700 thousand students graduate from universities, in order to absorb graduates and not leave them unemployed, we will open fields for the private sector and external investment to take its range in the Iraqi markets."

Regarding the strategic dialogue with the United States of America, which begins on June 11th, he said, "It is a dialogue, not negotiations, and it will cover all sectors and is not limited to the security or military sector, and the beginning of the dialogue will be with the ministries' agents." And "Iraq seeks open relations not only with the United States, but balanced relations with all of Iran, Saudi Arabia, America, and others." He noted that "the dialogue will cover all areas and we should benefit from it in agriculture, industry and energy."

Saleh said (for the Furat News) that "what flows from cash resources to the budget is 3 trillion dinars between oil revenues and non-oil revenues, and 7 trillion dinars, representing 50% of the real needs and the critical limit of the operational budget, not all of them, and constitutes 5.7 trillion dinars with a region Kurdistan has two trillion dinars, a deficit in salaries and 3 trillion operating thresholds. He added, “The nominal salary at the annual level is 14 trillion dinars, the allocations are less than 29 trillion dinars per month for employees, and the income tax law imposes income on nominal and not on allocations and is supposed to include all income owners,” explaining that “what happened in 2008 by a decision of the Council of Ministers disrupted the application Income tax on the allowance portion which is two-thirds of the salary."

Saleh added, "The only legal way out to cover the deficit is to apply the income tax law to all employee salaries," stressing "deduction of 10-15% of the total salary of employees whose salaries are more than 500 thousand dinars," revealing "the issuance of a decision to replace the payment of employee loans." Or reduce interest for Rafidain and Al-Rasheed banks." He pointed out, "Informing all banks to postpone the payment of loans from citizens during the Corona pandemic period," noting that "income tax is a package to reduce spending, so we have a problem in stopping projects, which created high unemployment at the level of workers, contractors and technicians at the level of Iraq."

Saleh pointed out, "There is a long and rooted conflict to recover the revenues of the border ports and the customs, and it is difficult to control it, and the non-oil revenues in Iraq are rumors to the corrupt. Annually, $ 50 billion in imports are supposed to come through the customs tariff of $ 5 billion, but less than a billion dinars enter the state’s treasury. He added, "Electricity is spent from the federal budget, 14 trillion dinars, equivalent to 12 billion dollars a year, and the supposed return is 500 million dollars, and losses are 60%, part of which is called technical and other commercial in the sense of not paying lists and an attack on networks. As for oil derivatives, it was supposed to be five times the crude Three and a half million barrels of $ 56 are not enough to cover salaries, wages, pensions, and social welfare."

Saleh continued by saying, "Iraq currently exports 2.4 million barrels and the revenues of Iraq do not cover 50% of salaries only. Our problem in the oil companies takes one billion dollars per month for the cost of developing Iraqi oil fields and was paid in the form of crude oil up to 450 thousand barrels per day and with low prices Oil Iraq must provide one million barrels of oil to these companies every day." And he stated that "the government allowed the Minister of Finance to resort to financing needs by borrowing internally and externally to cover the funds in 2020, as liquidity is currently available at two trillion dinars." Iraqi to pay the salaries of this June."

On the internal and external debts of Iraq, Saleh explained that "Iraq's debts amounted to $ 60 billion, $ 35 billion in dollars and $ 25 billion in foreign dollars, and they have interest; but the World Bank can lend Iraq soft and long-term loans." He stressed that " the absence of any targeting of the salaries of the families of martyrs and prisoners will not be attacked on their salaries but we will integrate salaries in a fair salary for the salvation of duplication of salaries for all without exception , and the deduction will be applicable to everyone."

She stressed "the necessity of relying on other sources of financing in light of the low oil prices, including rent for state property," adding: "Iraq can make large sums of state property, which can cover large expenses." She pointed out that "the self-respecting state is required to hold everyone accountable according to the same criteria, to ensure that all parties follow the correct path."

He added, "Washington wants to know what the Iraqi government wants from it. Will it decide to leave the American forces or keep them with a formula of understanding and specific roles?"

He pointed out that "Iranian influence in Iraq threatens the security of Iraq, and the threat of ISIS still exists with 10,000 ISIS elements, and there is a threat to Iraq by militias that receive money, weapons and orders from Iran."

The rapporteur of the Finance Committee in Parliament, Ahmed Al-Saffar, said on Tuesday (June 9, 2020) that the procedures for reducing salaries and activating taxes will not cover the wage of the state’s general budget, while providing a solution to supplement the budget with money.

Ahmed Al-Saffar said, in an interview with (Baghdad Today), that "the monthly deficit is very large, and as the Finance Minister announced amounting to 5 trillion dinars, the procedures for reducing salaries and activating taxes will not cover the financial deficit, and are considered within the formula for increasing revenues and reducing spending." 

Al-Saffar added, "The solution to supplying the budget is by resorting to borrowing, which is an important option." .

The decision of the Finance Committee in the House of Representatives indicated that "Parliament is in the process of legislating a law that allows the government to borrow until the budget is approved, and borrowing will be under conditions, both internal and external. Parliament will be aware of the amount of the loan, the lender, and the interest rate, and the law has been read again in the Finance Committee." .

Al-Saffar had spoken earlier that the Finance Ministry had submitted a formal request to the House of Representatives to authorize the Minister of Finance to borrow internally and externally, while making 4 comments on the request. 

Al-Saffar said in an interview with (Baghdad today), "The Finance Ministry submitted an official request to Parliament to authorize its minister to borrow internally and externally," stressing that "the Finance Committee will hold a close session to study the request." 

Al-Saffar added, "Our most important observations on the official request of the Ministry of Finance are not to specify the amount of the loan, the interest rate, the sections for disbursing the loan, and the authority from which borrowing will take place," stressing that "the committee meeting will discuss all observations before making any decision about the request."

The Council of Ministers, in its session held on Saturday (May 9, 2020), decided to approve the draft domestic and foreign borrowing law to finance the fiscal deficit for the year 2020 and refer it to the House of Representatives in accordance with the provisions of the constitutional articles.

Saleh said, in an interview with "Al-Sabah": The income tax law is on the nominal salary and now it will be applied to the total salary, that is, the nominal with the allocations, indicating that the income tax law is fixed and deductions in it range from 10 to 15 for all employees.

Saleh added that the proposals issued regarding deduction of salaries have been canceled, but salaries will be dealt with according to the income tax with exceptions to that, as this law will not include those whose salaries are less than 500 thousand dinars, indicating that the matter was discussed, but no issue was issued. Something formal yet, and the government is working hard to provide the salaries for the current month of June.

For his part, Jamal Kouger, a member of the Finance Committee, ruled out applying the income tax law to employees at these high rates, indicating that a 5 percent deduction may be a reasonable rate.

 He called not to apply this to everyone.

Cougar added, in an interview with "Al-Sabah", that if the government wants to apply the income tax on the nominal salary, it must include those whose salary exceeds a million and a half and more, even though what is issued today by the government is only guesses because everything that is proposed must be by amending laws and issuing decisions Parliament votes on it.

Cougar pointed out that what the media is circulating is nothing more than statements that are suggestions. The government is still waiting for how much oil prices will rise, expecting the salaries of this month to be paid in full, and if oil prices rise to $ 45 per barrel in the next month, then the The government will abolish the idea of deduction from salaries.

As for the legal expert, Tariq Harb, he made it clear that if the government wanted to amend a law, it should be through a new law voted by Parliament.

Harb explained, in an interview with Al-Sabah, that the income tax law is determined by the amount of deduction and its percentage, and if it is according to the total or nominal salary for that, if the government wants to make amendments, it must be in accordance with a law that is voted upon Parliament.

For his part, legal expert Ali Al-Tamimi stressed that the salary scale, raises, bonuses and even retirement are “laws” that cannot be violated by decisions, but must be amended by law. As for allocations not classified by law from increases and grants, and others, they can be modified by decisions.

Al-Tamimi added to Al-Sabah that article 3 of the Payroll Ladder Law No. 22 states that the Council of Ministers has the power to reduce salaries or adjust them according to the emergency conditions of the country and it is a text that gave powers to amend the Council of Ministers, but it remains for the government to take into account the salaries of employees of the lower grades And retired people should not be touched, but rather go to the higher and private levels, expenses, petty cash and border outlets. 

There are also other measures that can be resorted to, such as internal borrowing and the devaluation of the dinar.

Al-Rasheed Bank announced, on Wednesday, the completion of the payment of pensioners' salaries.  

Al-Rasheed said in a statement, "The payment of pensioners' salaries has been completed on the (Nakheel Master Card) and (KCard) cards." 

He added, "Retired masters of electronic payment card holders can receive their salaries from our branch network located in Baghdad and the provinces or from one of the accredited Nakheel Master Card offices if they receive a salary notification letter."

Bahaa Al-Araji responds to the Iraqi Trade Bank: This is evidence of corruption

Former Deputy Prime Minister Bahaa Al-Araji confirmed today, Wednesday, that he did not make a direct accusation of corruption to the Iraqi Trade Bank (TBI), but called for a serious reform process for the Iraqi banking system in general, including the aforementioned bank.

Al-A’raji said in a statement, “The Parliamentary Integrity Committee and the Anti-Corruption Council in the previous government have previously discussed the corruption files of government banks, including the Iraqi Trade Bank, among which the most important is the file of granting loans without adequate guarantees in the era of previous administrations, and this is a waste of public money, but it is recorded For the current management of the Iraqi Bank for Trade being better than previous departments."

Al-Araji asked, "There were no suspicions and convictions of corruption and waste, why was the previous bank directors judged by the courts of integrity as well as a number of employees of Al-Rasheed and Al-Rafidain Bank?"  The former Deputy Prime Minister continued, "The follower of the statements of the Minister of Finance a few days ago, finds it stresses the necessity to start restructuring the work of government banks and this supports our position to do so, in which we do not target a specific person or party, but rather we aim through it to correct the path in a way that stops the waste of public money".
