Prime Minister Mustafa Al-Kazemi confirmed today, Tuesday, that the country faces a stage of real challenge as a result of the major crises facing it.

Al-Kazimi said, during the cabinet session, that "the reform that we are working on to establish a new reality is not affected by the changes, and establishes a new reform phase that puts Iraq on the right path."

He added: "We respond to the demands of the citizens, feel their suffering, and work with the utmost efforts to meet the aspirations of our people."

He continued: "We are facing a stage of real challenge as a result of the major crises facing the country, and we have no choice but to succeed."

Parliament directs two books to Al-Kazemi on final accounts and customs revenues

Parliamentary Finance Committee sent, on Tuesday, two books to Prime Minister Mustafa Al-Kazemi regarding the completion of final accounts for the years 2013 up and Iraqi customs revenue.

A statement of the committee received / information /, a copy of it, stated that “The financial committee headed by Representative Haitham al-Jabouri held a meeting today to discuss the draft of the domestic and external borrowing law submitted by the government to cover the deficit in the budget, as the committee stressed the importance of there being no less About 25% of the volume of borrowing for the investment budget to complete the slow projects and provide job opportunities for unemployed youth.”

The committee decided, "to host the Minister of Finance, a representative of the Central Bank, the Director General of Public Debt, and the Director General of Accounting to discuss the domestic and external borrowing law and the impact of borrowing on the economic situation of the country." And directed the chairmanship of the Committee a letter to "the Presidency of the Council of Ministers to expedite the completion of final accounts for the years from 2013 up and send them to the House of Representatives."

The statement added that "the Finance Committee touched on the reasons for the decrease in customs revenues after the committee reviewed a report submitted by the General Authority of Customs explaining these reasons in a number of paragraphs, directed by the Chairman of the Committee d. Haitham al-Jubouri wrote to the Presidency of the Council of Ministers and the General Secretariat of the Council of Ministers and include these paragraphs within the agreement between the central government and the regional government, which stipulates the unification of customs tariffs and the joint administration between the center and the region.

She continued that "the financial committee discussed the issue of insurance of goods by the national and private sectors and not relying on foreign companies that cost the country an estimated one billion dollars, as the committee decided to host the head of the Insurance Bureau and two general managers in the National Insurance Company and the Iraqi Insurance Company."

The Arab League commends the positions of Iraq in support of joint action and service of regional issues

On Tuesday, the League of Arab States praised Iraq’s positions in support of joint action and service of Arab issues.

The Foreign Ministry said in a statement, "Gilgamesh Press" received a copy of it, that "Foreign Minister, Fouad Hussein, was congratulated by Ahmed Aboul Gheit, Secretary-General of the League of Arab States on the occasion of his assumption of office as Minister of Foreign Affairs of the Republic of Iraq."

Aboul Gheit expressed his wishes to the Minister for success in performing his duties, and for Iraq to witness further progress and prosperity, praising "the positions of Iraq in support of joint Arab action at the level of the Arab League, and for serving all Arab issues."

The Deputy Governor of Dhi Qar, Hazem Al-Kanani, announced today, Tuesday, the issuance of arrest warrants against all the officers participating in the suppression of demonstrations in Dhi Qar, confirming the renewal of the arrest warrant against Jamil Al-Shammari, preventing him from traveling and confiscating his movable and immovable properties.

In the press statement, Kanani said, "In the presence of representatives of the families of the victims, the commander of Dhi Qar and a section of the demonstrators, the head of the Dhi Qar Appeals Court, Judge Muhammad Haider Hussain, was interviewed at his workplace to discuss everything related to demonstrations and legal procedures against the accused participants in the suppression of demonstrations and claims against demonstrators."

Al-Kanani said that "the president of the Court of Appeal of Dhi Qar showed great cooperation as promised and explained to all the families of the victims and demonstrators all the legal joints that concern the demonstrations and court procedures during the recent period, and 15 arrest warrants were issued against officers of the security services who participated in the suppression of peaceful demonstrations, and an arrest warrant was issued against the president Former security committee Syed Jabbar Al-Mousawi with the confiscation of his movable and immovable property in the case of the events of 26-10-2019.

The Secretary-General of the Islamic Call Party, head of the State of Law Nuri al-Maliki, on Tuesday, stressed the need not to prejudice the rights of torturers, prisoners, immigrants and uprising revolutionaries.  He added that “the federal government and local governments must understand the movement of the masses, cooperate with them and respond to them within the framework of the constitution and the laws in force.”

Al-Maliki said in a statement that he received / information / a copy of it, “A peaceful demonstration for legitimate demands is permitted by the Iraqi constitution for those who want to express their opinion and demand their rights. And the application of laws criminalizing the criminal past.

Iraq could probably fund the RV with the Dinar he's reported to have stashed away somewhere out of country....

 

Did we ever hear the results of that alleged jet full of billions of Dollars worth of Dinar that was uncovered in Kuwait leaving the middle East? The one that they determined had enough Dinar on board to finance a small Arab Country? :ph34r:

First the political unrest. Then the coronavirus. Followed by an oil price crash. And there u have it~ a complete trifecta of problems on Iraq. 


We know they have to do something and we know the world is there to help them. 

 

But we are getting mix signals from Iraqis so-called 'expert' and MPs on their finances and stability. Most times, it is all doom and gloom, other times ~ full of hope. 

 

What we know for sure is that Iraq's state-dominated economy led by the oil sector, which provides approximately 85 - 90 percent of government revenue cannot hold much longer. 

 

We also know their not so stable macro economy is not sufficient to ensure continued 'prosperity'......or even to provide the basic needs for the population: safety, shelter, food and water.

 

Eventho Iraq is ranked by the World Bank as an upper middle income country, their unemployment rate is unacceptably high. 

 

They have no choice, but to fix that problem real soon. And I believe they will. 


We have read so many news on the need to develop private sector, foreign investment, open market and we have seen countries lining up to have economic ties with Iraq. 


But at the same time we are also seing something like 'Iraq is on the verge of being a failed state' kind of news.

For a country that need foreign investment badly, that would bolster a lot of economic ties.. 🤭😅

 

So what is going on? Is it all just a ploy to manage market expectations...
Or Is it just designed to put off some pressure on Iraq for them to do something drastic to their financial reform

 

I sure hope it is just a design....💃🕺

The Council of Ministers held its regular session, on Tuesday, headed by Prime Minister Mustafa Al-Kazemi, which was devoted to discussing a number of issues and topics included in its agenda.  

Al-Kazemi began the session, according to a statement of the media office, "NAS" received a copy of it (9 June 2020), "Talking about the challenges facing Iraq under the difficult circumstances it is going through due to the Corona pandemic, the current financial crisis as a result of low global oil prices, and the government's eagerness To achieve security and stability throughout the country through the continuation of the military operations that were launched to pursue ISIS terrorist gangs and achieved great results. "  

Al-Kazimi stressed, according to the statement that "the government is working to achieve a comprehensive reform that will establish a new reality that is not affected by the changes, and that it will be an important start for a new stage that will put Iraq on the right path."   

The Prime Minister indicated that "the government is close to the citizens and senses their suffering, and it strives to respond to their demands, and we work with our best efforts to meet the aspirations of our people."  

He pointed out that "the government faces a real challenge, as a result of the major crises facing the country, and we have no choice but to succeed, overcome challenges and achieve stability."  

During the session, the Minister of Finance presented a detailed report on the "current financial situation and proposed financial and economic reforms".  

"The financial report was discussed, and it was agreed to re-prioritize the spending items, in line with the financial and economic reform adopted by the Iraqi government, which includes its first package, salaries of senior state employees, double salaries, treatment of imaginary employees, and pension salaries for the Rafha detainees and what their employees receive. Entities disbanded to the previous system of pension salaries in accordance with the retirement law and within the minimum pensions.  

The Minister of Health gave a presentation on the current and future measures of the Ministry regarding the Corona pandemic, securing the supplies needed for hospitals, enhancing the ability of rapid screening for early detection of injuries, and stressing the measures taken to avoid transmission of the disease.  

The council discussed "topics on its agenda, and took the necessary decisions regarding them."  

A vote was passed on a draft bill to ratify an agreement to avoid double taxation and prevent financial evasion in relation to taxes on income and capital between the government of the Republic of Iraq and the government of the State of Kuwait, by granting subsequent authorization to sign the Director General of the General Tax Authority and agency on a draft agreement to avoid double taxation and prevent evasion The financial, in relation to taxes on income and capital between the government of the Republic of Iraq and the government of the State of Kuwait in the initials, according to the provisions of Article (6) of the Law of Treaties No. (35) for the year 2015. ”  

The Council of Ministers voted to approve "approving the powers to write off debts and assets in accordance with the provisions of Clause X of Article (46) of the Federal Financial Administration Law No. (6) of 2019".

On the timing of the talks, Al-Hakim said, “This dialogue is appropriate, and its time has come as well. Our relationship was in a calm mood and we want to reactivate it. I do not think that the elections in the United States or Iraq should be a reason to stop this dialogue. It is correct to put all issues on the table and know what we will do next.“

Saleh stresses the need to implement human rights standards in detention and detention centers
