The burned lands reveals that the past year witnessed the burning of approximately 54 thousand dunums (50 - 70 thousand tons) of wheat at the very least, while the total area burned in the current season reached seven thousand dunums so far within the areas covered by the agricultural plan only, stressing that there are Other areas not counted, as well as the harvest season is still in the middle.

Al-Nayef concludes that the development of agriculture in Iraq requires the state's control of the border outlets and customs and the prevention of the introduction of agricultural products that are similar to them locally, indicating that there are dozens of outlets that enter daily products competing with the local product.

Accusations of sabotage
With the start of this year's harvest season, the Iraqi Ministry of Agriculture expected that Iraq would export approximately 850,000 tons of wheat for the first time in decades, in addition to similar quantities of barley.

The President of the Federation of Agricultural Associations in Iraq, Haider Al-Asad, had confirmed in an earlier interview that the fires - for the second year in a row - affected only wheat and barley crops without any other crops, indicating the possibility of a plan to re-depend on Iraq to import these crops.

The agricultural authorities in the country estimate the size of the losses due to the fires at about six billion dinars (five million dollars) in just one month, in addition to the burning of dozens of agricultural vehicles and combine harvesters.

For his part, head of the Agriculture, Water and Marshes Committee in Parliament, Salam Al-Shammari, accuses external and internal parties of burning wheat and barley crops in every season in order to force Iraq to import.

Al-Shammari asserts that some of the neighboring countries are concerned about Iraq's failure to achieve self-sufficiency in the agricultural field, in order for Iraq to remain an importer of its goods, relying only on oil.

Al-Shammari, speaking to Al-Jazeera Net, confirmed that his committee will work to host the authorities concerned with the file in order to open a parliamentary investigation, adding that there are attempts by corrupt parties to smuggle wheat from neighboring countries and hand it over to the Ministry of Trade as an Iraqi.

Antoine noted that Iraq is currently cultivating approximately 15 million dunums of various crops, despite the fact that the arable area is approximately 45 million dunums, in addition to that agriculture constituted 25% of the gross domestic product in the past decades, according to him.

Journalist Riyad al-Hamdani, for his part, indicated that the strategic crop fires last year were caused by armed factions backed by Iran, especially in the governorates of Nineveh, Salahuddin, Diyala and Anbar.

As for the fires this year, according to al-Hamdani, most of them occurred in the areas of southern Nineveh, Salah al-Din and Diyala, and they were carried out by the Islamic State, pointing out that the organization adopted this in issuing a broadcast to it recently.

Observers warn that Iraq has become a target in its agricultural wealth, especially since all fires and poisoning of tomato crops and fish fields were made after every announcement by the Ministry of Agriculture of achieving self-sufficiency.

An American-Iraqi dialogue between optimism and pessimism

Could the Iraqi-American dialogue be an American-Iranian proxy dialogue? It could be so if the United States' need for dialogue with the Iraqis is more urgent than their need for an analogy with the Iranians.

What the Iranians do not know about the necessity of Iraq in relation to the United States will be present as a precursor to the strategic agreement signed by the two countries in 2008, which is a long-term agreement that does not relate to the military side, but extends it to various economic, cultural, social and educational aspects.

This is an agreement that has not ended and it is not possible to put an end to it, even though the Shiite team that it signed during the government of Nuri al-Maliki has worked to put it on the shelf as if it had not been. And that behavior has involved deliberate harm in Iraq, as it is the beneficiary.

That agreement was like trying to apologize for the occupation of Iraq.

Through that agreement, the United States wanted to put its expertise in various issues in the service of the emerging Iraqi state, but successive Iraqi governments preferred to benefit from the Iranian costly experience instead of resorting to the free American expertise that was ready as stipulated in the agreement.

As it became known, the Iranian experience succeeded in destroying the remaining ability of the Iraqis to build a state. Iraq became more like an Iranian state run by Qassem Soleimani, representing the Guardian Faqih, who owes him loyalty to armed militias. Representatives in the House of Representatives, which is the legislative authority that approved the law to remove foreign forces from Iraqi territory.

That is why many Iraqis believe, due to misleading and propaganda fatigue, that dialogue with the United States will be limited to the issue of whether or not American forces remain on Iraqi soil. That is not correct. Because the American forces can control their movement by redeploying them inside or outside Iraqi territory without the need for an organized dialogue between the two parties.

That dialogue is expected to be the beginning of a plan to save Iraq. It is a plan that may be too optimistic compared to the obstacles that it could face on the ground.

The US promises that Iraq, represented by Al-Kazemi’s government, can get frustrated by the House of Representatives, which is controlled by Iranian armed organizations and militias. Will a return to the Iranian regime be necessary in order for the outcome of the dialogue to take its path to reality?

But will Iran really be able to nullify the ability to cooperate between Iraq and the United States in light of its deteriorating economic situation? Moreover, its militias in Iraq are in need of those who finance them after the drop in the price of oil that led to the bankruptcy of the Iraqi treasury. These militias will hesitate a lot before returning to their old language. This will not affect the survival of one militia, its loyalty to the Imam line.

It all lies on the optimistic side. On the pessimistic side, what can be expected is that the two sides reach agreements that they will not hope to move to the ground, not because of economic difficulties, but because the political environment is not ready to accept them. With this the pages of dialogue folded, it would have been possible to get Iraq out of its maze.

The current Iraqi Prime Minister knows better than anyone else that the United States, which created the maze of Iraq, can get it out. However, that knowledge would be harmful to others from his political partners who are betting on the Iranian ally.

US Secretary of State: Sanctions on Iran enter into force today

US Secretary of State Mike Pompeo announced on Monday that sanctions against the Iranian terrorist Revolutionary Guard and its shipping companies are coming into effect today.

In statements to the press, the US Secretary of State said, "Despite Iran's allegations not to develop nuclear weapons, it has continued to obtain material related to the development of these weapons."

Pompeo stressed that the world should take "the necessary measures to prevent Iran from obtaining materials related to the development of nuclear weapons that increase the threat to regional stability and security."

The U.S. sanctions imposed on Tehran since August 2018 compounded and widened in November 2018 the country's economic and social crises, and narrowed the lives of citizens.

Representatives in Congress revealed that the bill includes 140 new proposals against Iran

The Republican Study Group (RSC), the largest congressional congressional party in Congress, will release on Wednesday a massive legislative proposal targeting malicious regimes worldwide, including Russia, China and Iran. The proposal includes more than 140 new initiatives aimed at reaffirming Republican leadership at the foreign policy level

The Iran section includes "the toughest sanctions the Congress has ever proposed on Iran," said Rep. Mike Johnson, chairman of the Republican Party Committee. It would significantly broaden the "maximum pressure" campaign for President Donald Trump's administration and impose the removal of many conflicting policies, especially the exceptions that accompanied the abandonment of the nuclear deal that President Donald Trump abandoned in 2018

The legislative proposal specifically addresses some of the thorny issues in US foreign policy: including disputed US assistance to Lebanon and other Middle Eastern countries controlled by Iran, exemptions from sanctions that kept Tehran’s nuclear program alive, and a 2002 mandate to use military force in Iraq, which Republicans see as deeply outdated, given the emergence of many new terrorist factions

Both Johnson and Wilson said that there is no good reason to continue giving Lebanon taxpayer aid because Hezbollah systematically controls the country

Sanctions hit Khamenei and war on militias

Al-Nasr affirmed in a statement that his vision is summarized by the following:

1- The dialogue should lead to serious multi-level negotiations and levels that serve the supreme interests of Iraq, which should not be subject to the temperaments and agendas of any ethnic, sect, and party. The supreme interests are not built according to sub-interests. And Iraq as a country desperately needs positive relations with the countries of the world because of its structural impact on its sovereignty, economy, and entity as a whole.

2- The Iraqi side should be ready for dialogue, by creating dialogue files according to (a systematic and conciliatory map) and with a clear and comprehensive vision and positions, and that the dialogue be based on a tripartite basis: Iraq's supreme interests, political realism, and overlapping interests.

3- It is not in the interest of Iraq to hostility to any party, just as it is not in the interest of Iraq, the region and the world that Iraq sides with any regional or international axis. The central theory on which the Iraqi state builds in its external relations and its international regional role is: the theory (center Iraq) and not the Iraq of the parties or the dependent Iraq.

4- Issues of sovereignty, political, economic, cultural, scientific interests, etc., are formed by Iraq, with all foreign countries, according to the following factors: the unity of the Iraqi position, the adoption of the Iraq center position, positive relations with all parties, impartiality, neutralizing Iraq and the conflict of states, disengaging Iraq from the files Explosive regionalism, a policy of colliding interests, and making the economy and citizens' interests the primary base of cooperation.

5- The issue of the foreign and American military presence in particular called for by the circumstances of the fight against ISIS and at the request of the government of Nuri al-Maliki, and with the end of the battle the government of Haider al-Abadi began with a timetable to reduce the number of these forces, and the government of Adel Abdul-Mahdi stopped the operation ... Iraq today does not need this large number of forces It needs only a limited number for the purposes of training and logistical and intelligence support to combat terrorism, which extends and interferes regionally internationally, and Iraq needs international support in this regard. And determining the number and functions of these forces is a bilateral agreement between Iraq and other countries, and the Iraqi government conducts it according to the imperatives of security and the determinants of Iraqi sovereignty.

6- Iraq should rely on the broad axes of the strategic framework agreement with America that the Iraqi parliament voted in the year 2008, and not limit the relationship with it to purely military or political affairs, by making the axes of the strategic agreement to serve Iraq and assist in its economic, scientific, and development renaissance, and the need not to Subjecting the interests of the state to auctions that are not in the interest of the development of the state.

7- Iraq, to enhance its centrality and neutrality, should open strategic dialogues with the countries of the region and the central countries of the world, according to the same approach with the United States and others, to find solid partnerships that enhance its strength, development, and neutrality, in accordance with the requirements of its national interests and sovereignty.

The Tehran municipality has submitted an international invitation to design a statue of Lieutenant-General Qassem Soleimani, commander of the Qods Force, of the Iranian Revolutionary Guards who was killed in Iraq in January.

The United States of America announced the killing of the commander of the Iranian Revolutionary Guard Corps, on January 3, in  a drone attack, while Iran described the attack as "state terrorism" and vowed revenge. On January 8, Iran launched a missile attack on two military bases in Iraq, including the "Ain al-Assad" base, which includes about 1,500 US soldiers.

A spokesman for the Iranian judiciary, Ghulam Hussein Ismaili, announced today, Tuesday, the death sentence for the citizen Mahmoud Ismaili Majd after being convicted of spying for the Mossad and the American CIA.


The spokesman said that Mahmoud Ismaili Majd, who was sentenced to death, provided information about the whereabouts of the martyr Qassem Soleimani to Israel and the United States.

He explained that he was working in the "Quds Force" and was transferring information about the whereabouts of Qasim Soleimani, "Mahmoud Ismaili Majd was providing security information about the Iranian armed forces and the places of residence and frequency of Qasim Soleimani in exchange for receiving the money."

A spokesman for the judiciary confirmed that the death sentence had been passed and was upheld and would be carried out soon.

"No dramatic results" .. 6 issues top the strategic dialogue between America and Iraq

A few hours separate the Iraqis and the Americans from the launch of the strategic dialogue between the United States and Iraq, as the talks are scheduled to focus on a package of hot files, according to followers of the Iraqi file in the American capital, Washington.

The dialogue that will be launched on the impact of many regional and international challenges, notably the epidemic of Covid 19, which will push the American and Iraqi teams to meet, for the first time, via CCTV, and not personally to solve complex issues.

This dialogue also comes in light of many security and political changes that Iraq has witnessed in the past weeks and months, starting with the formation of a new government headed by Mustafa Al-Kazemi, and the opening of new powers in Iraq to the Gulf states. 

And preceded the government development in Iraq, a series of demonstrations calling for the fight against corruption and the holding of new parliamentary elections, and an end to Iranian influence and the militias of Tehran in Iraq. 

The most prominent of the changes is also the removal of the most prominent Iranian players on the Iraqi and Middle Eastern scene by the United States, through the liquidation of the commander of the Quds Force in the Iranian Revolutionary Guards, Qassem Soleimani, upon his arrival at Baghdad Airport.

This incident prompted the resigning Iraqi Prime Minister, Adel Abdul-Mahdi, to ask parliament to vote on a mandatory resolution to remove the US forces, which operate within the international coalition to fight ISIS, from the country. This was confirmed by some members of the Iraqi Council of Representatives.

So in light of all these developments inside Iraq, not to mention the crisis situations inside Iran, the strategic dialogue sessions will be held between Washington and Baghdad, which will be chaired by the American side, and the Undersecretary of State for Political Affairs, David Hill.

The US special envoy to the international coalition, James Jeffrey, revealed that Hill pointed out, during a meeting with members of the international coalition to defeat ISIS, via the video circle last Thursday, the most important points that the strategic dialogue will address.

Jeffrey quoted the Undersecretary of State for Political Affairs as telling the members of the coalition, "What we are looking for is not just to talk about the presence of the coalition forces in Iraq, but also about the entire US-Iraqi bilateral relationship in accordance with the 2008 Strategic Framework Agreement and in the financial, economic, social, political, diplomatic, energy and security fields ... In addition to the comprehensive efforts of the international community to help Iraq get back on its feet. " 

In addition to Hill's gestures, followers of the Iraqi file in Washington are unanimous in a series of issues that the American side will focus on during the dialogue, namely:

- The Iraqi government takes measures to protect American diplomats, military personnel, and international coalition forces to defeat ISIS operating on Iraqi soil.

- To stop Iraq from relying on Iran to invest in electric energy and the necessity of speeding up finding alternatives.

- Iran's destabilizing role in Iraq and the region, controlling its proxies and militias supported by it, and putting an end to Iranian interference in Iraqi affairs.
 
- Opening Iraq to its Arab environment and encouraging the steps taken by the Iraqi government recently in this area.

- How to help Iraq cope with the Corona epidemic and overcome the economic crisis caused by the low oil prices on which Iraqis rely to a large extent.

The future of the American presence and the international coalition forces in Iraq to ensure that ISIS does not reappear. 

In this regard, the US envoy to the International Alliance, James Jeffrey, who also served as the US ambassador to Iraq, said, "There is no change in the American position, which is that we will continue to maintain the presence of our forces as long as the Iraqi government wishes to have American forces and the international coalition to defeat ISIS." Jeffrey believes that the Iraqis are divided over the American withdrawal from Iraq, and he said that "Nasiriyah and Najaf under Sistani's leadership took a position that a decision should not be taken regarding the international military presence before holding new elections, and this is the position of an important part of the Iraqi political system." Former US Ambassador Douglas Suleiman will meet with Jeffrey on this issue. In response to a question about what the American delegation will carry to the Iraqi side regarding the American presence in Iraq, he said to the "Al-Hurra" website, "I think the real question will be how will the Iraqi delegation deal with this issue because it is very clear that there are Iraqi political parties and specifically some Those associated with the Shiite parties and parties in the popular crowd, especially those who receive support from Iran, want to achieve the Iranian goal and push the American forces out of Iraq .. ".

"It is also clear that many other Shiite parties, the majority of Sunnis, the majority of Iraqi Kurds, Yazidis, Christians and other religious minorities want to see continued presence of US and coalition forces in certain forms to help the Iraqi government continue to train the Iraqi armed forces and police, make them more professional, and create a balanced balance," he said. Many issues and complications accompany the dialogue, and eyes are looking forward to what these talks will lead to, but Ambassador Suleiman reduces expectations. 

"Do not expect dramatic results from the first round of talks," he told Al-Hurra. "There are discussions in Washington about when and how Americans can travel to Baghdad for a follow-up tour and how Iraqi officials can come to Washington to hold another round of talks in person."

And he expected that "there will be a preliminary meeting that will work more to determine the agenda of the upcoming talks, rather than real negotiations on the topics on the agenda of the talks."

An earthquake measuring 5.1 on the Richter scale hit Tuesday evening in the Perm region of the city of Laristan in Fars Province, southern Iran.  

"This accident occurred 26 km from the city of Perm, 26 km from the city of Khonj and 40 km from the city of loaded in the southern province of Fars, and at a depth of 11 km from the surface of the earth," Fars news agency quoted the Seismological Center of the Iranian Geophysics Foundation as saying. .  

In a related context, Assistant Governor of Fares Jalil Hosni confirmed that "so far there have been no reports of any loss of life as a result of this accident, and that financial damage is currently being evaluated."  

A second earthquake measuring 5.7 on the Richter scale hit Fars, southern Iran, on Tuesday evening.  

The earthquake struck the Perm district of the Larstan District in southern Fars Province at 21:48 minutes today, Tuesday.  

"The epicenter of this earthquake was at a depth of 10 kilometers from the surface of the earth," said the Seismological Institute of Tehran University.

Iran is preparing for exercises to sink an American aircraft carrier off its southern coast, by rebuilding a model of a Nimitz carrier, in light of escalating tensions with the United States, the Associated Press reported on Tuesday.  

According to satellite imagery obtained by the agency and viewed by "NAS" (June 9, 2020), "The fake base is similar to the aircraft carriers that the US Navy routinely sails to the Gulf from the Strait of Hormuz, where 20% of the world's oil passes."

An informed political source revealed, on Wednesday, the most prominent files of the strategic dialogue between Iraq and the United States of America.


The source told "Al-Ikhbaria" that "the Iraqi delegation, which will be interviewing its American counterpart, consists of 20 people from the fields of politics, security, economy and culture."

He added that "the meeting will take place via the electronic circuit tomorrow, Thursday, as the economy and investment will be the most prominent files that will be discussed," noting that "the military dialogue will not be discussed in tomorrow's session."
