Deputy Speaker of Parliament Dr. Bashir Khalil Al-Haddad revealed the readiness of 7 laws to vote during the next stage, while he stressed that voting on the 2020 budget will be in semi-annual or other form to be agreed upon later.

Al-Haddad told Al-Sabah that there are dozens of bills that are expected to be passed in the House of Representatives, including what was read for the first or second time and discussed and ready to vote, including; A draft law on information crimes, refugees, housing abuses and a proposed legal proposal for sports clubs, federations, the Federal Civil Service and the Reconstruction Council, etc. 

The Deputy Speaker of the House of Representatives indicated that Parliament asked the government to expedite sending the draft budget law for the year 2020 within a maximum period of the end of the current month to be read and discussed and then vote on it, Indicating that the budget formula that the House of Representatives will vote on will be semi-annual or any other formula to be agreed upon later.

The House of Representatives heads to legislate the oil and gas law during the upcoming sessions, in light of parliamentary demands to reconsider the oil licensing rounds and the contracts of the Ministry of Electricity. 


A member of the Parliamentary Oil and Energy Committee, Amjad Al-Oqabi, told Al-Sabah that “the prime minister should be serious in rewriting the Ministry of Electricity’s investment contracts because it drains a lot of money, especially as Iraq is going through a difficult financial situation and difficult health conditions.” 

The deputy added, "Among them are the investment contracts for the stations that cost a lot of money, especially since those contracts obligate Iraq to pay its costs even if they do not need them, and includes contracts at the Basmaya Investment Station, Rumaila Investment, Kar, Qaywan and Al Shuaiba Station." 
And Al-Oqabi continued, "The state is obligated to pay the investing and electricity producing companies up to $ 300 million within the contract concluded with the Ministry of Electricity, at a time when the actual collection limits are 17% and the actual 83%."

First Deputy Speaker of Parliament Hassan Karim Al-Kaabi stressed that the current ministerial cabinet headed by Al-Kazemi possesses expertise in specialties, and needs sufficient time and space for calm and stability to start implementing the ministerial program, at a time when members of the House of Representatives expressed their optimism to complete the ministerial cabinet, stating that there are major challenges facing the government.

Al-Kaabi said in an interview with "Al-Sabah": "The current ministerial cabinet headed by Al-Kazemi possesses expertise in specializations, and needs sufficient time and a space of calm to draw plans to start programs and activities that will preserve the unity and independence of Iraq and fight ISIS."
And the First Deputy Speaker of Parliament indicated that "the security threat is the greatest challenge facing the Al-Kazimi government after the defeat of the ISIS terrorist gangs, who lost the battle in all its rounds to our heroic security forces."

Al-Kaabi pointed out that "terrorist gangs are trying to return and establish a foothold inside Iraq again and their attempts to send messages through the media intimidation that they use to their supporters present in Syria, Libya, Afghanistan and a number of other regions that they are still present inside Iraq," noting that "there is intelligence information confirming The presence of large numbers of ISIS families present in a number of camps can be used to carry out terrorist activities, especially since most of those families are still with ISIS in European countries. "

KDP deputy Nehru Rawanduzi told Al-Sabah: “The importance of voting to complete the cabinet cabinet represents the beginning of the stage of implementing the government program.”

He added, "Voting and giving confidence to the entire ministerial cabinet must be born in exchange for the implementation of the government program, and respect for the sovereignty of Iraq begins, confining arms to the state and maintaining internal security and stability."

On Monday (8 June 2020), the MP from the Al-Fateh Alliance, Hanin Qaddo, revealed that the political blocs and the House of Representatives have authorized Prime Minister Mustafa Al-Kazemi to open up to neighboring countries and regional and international countries.  

Qaddo said in an interview with (Baghdad Today), that "Al-Kazemi was authorized by the blocs and the House of Representatives to open up his foreign policy with neighboring, regional and international countries," noting that "the talk of Finance Minister Ali Allawi regarding the opening of a new page with Kuwait and Saudi Arabia concerns several files." 

“With regard to Kuwait, the Iraqi government will work to postpone the payment of the debts owed by Iraq until it has overcome the financial crisis,” Qaddo said, noting that “the move on Saudi Arabia as a neighbor to Iraq and Al-Kazemi’s policy will prove Iraqi goodwill in its relationship with Saudi Arabia and other countries.” 

And that "Saudi Arabia seeks to stand with Iraq to overcome the current economic situation, by increasing trade exchange and entering into investment projects." 

Yesterday, Sunday, the Finance Minister, Ali Abdul Amir Allawi, said in a press conference that "his visit to Kuwait was of an economic rather than political nature, as Iraq will open a new page with Saudi Arabia and Kuwait in the economic field," noting that "Iraq has a financial deficit It is estimated at five trillion dinars per month, and oil gives us approximately 92 percent of the state’s revenues, while 25 percent of the national product goes to salaries and allocations, pointing out that “it will stimulate the private sector to play a leading role in promoting development.”

The Saudi Foreign Minister, Prince Faisal bin Farhan revealed, on Sunday (May 24, 2020), that his country decided to return its ambassador to Iraq to strengthen bilateral and economic relations.

And a Saudi newspaper reported, "Faisal bin Farhan, confirmed to the Iraqi Prime Minister's envoy and Acting Minister of Finance and Oil Ali Allawi, the Kingdom's keenness on the unity of Iraq and the importance of cooperation with his new government." 

She added that "Saudi Arabia has decided to return its ambassador to Iraq in the desire to strengthen relations in all fields, bilateral relations and the economy on the agenda of Al-Kazimi's envoy's visit to Saudi Arabia.

According to the newspaper, the Saudi foreign minister expressed "the Kingdom's support for Iraq in a manner that achieves its security and stability and countering terrorism", noting that "Saudi Arabia respects the sovereignty and territorial integrity of Iraq away from foreign interference."

He pointed out "the importance of activating the Saudi-Iraqi Coordination Council, which was established under the guidance of the Kingdom's leadership as a mechanism for developing relations between the two countries to broader horizons and cooperation in the political, economic, security, commercial and investment fields."

Bin Farhan explained that "directives from the leadership were issued with the return of the Saudi ambassador to Iraq to start his work as soon as possible in order to translate the Kingdom's desire to strengthen relations between the two countries."

Allawi met with a number of officials in the Saudi government and discussed with them ways to take bilateral relations in all fields to a new level, which would bring the two countries a mutual benefit. 

The relations between the two countries witnessed noticeable positive developments in recent years, including the growth of trade exchange, the opening of airlines and the opening of the consular section, and the approval to open a commercial attaché in Baghdad.

He pointed out "acknowledging the importance of establishing the holding company (the mother) to be an economic nucleus that includes under its tent joint-stock, limited, joint and medium-sized companies, and the individual project is subject to the Iraqi Companies Law No. (21) for the year 1997 amended and it has been legislated and regulated by the law above Article Seven of it is repeated by amendment No. (17) For the year 2019, he defined it as a joint stock or limited guarantor company that controlled the subsidiary companies, and adopting this trend in Iraq became necessary to establish such an economic project (commercial - industrial - agricultural - investment - and everything related to the economy). 
 
National economy
He pointed out that "this approach comes to confront the market chaos and the risks of the extinction of small and medium companies and the individual project, and the establishment of such companies has become a necessity to confront disasters and find solutions and extend a hand to the public sector and reduce the burden on it arising from disguised unemployment in all joints of the state and its institutions, as well as a full-time analysis of the market and the situation Economic control of external companies and prevent the imposition of their will on the national economy internally and externally, and assist the Iraqi state when concluding economic agreements by means of what it possesses of capital, expertise and infrastructure for the private sector, and more importantly, freedom from dependence on oil and activation of other economic revenues.
 
New projects
Al-Hamdani pointed out that "this approach helps in preparing new projects and competition in the internal and external markets, providing the necessary capital and services owned by companies and projects belonging to them and investing those funds and services available to the parent company or holding in the local and external markets, as well as reducing the size of the risks because The parent company invests in more than one field and in the case of losing a project, the profits of other projects compensate for the loss instead of the loss of all capital. Also, legal security is available in the event of bankruptcy according to most economic laws in the world, the parent or holding company is not directly responsible for any company or A project belonging to it in the event of any problem such as bankruptcy. " 
In the detailed financial facilities and tax systems, Al-Hamdani said: "The company usually submits a comprehensive report on taxes for all its subsidiaries, and this means that in the case of establishing new companies or projects, the taxes become less, just as the subsidiaries of the parent company operate in different places, These places have different tax systems. The parent company can do this instead of the subsidiary companies in those different places. Also, the parent or holding company can easily obtain loans because it has many assets and this makes Less interest on loans ".

The Ministry of Transport announced serious efforts to complete the requirements to lift the ban on Iraqi airlines that are prohibited from entering European airspace because of its blacklisting for not meeting the standards of the International Civil Aviation Organization, and the ministry indicated that the airlines own a fleet of 31 aircraft, most of them are modern aircraft.

In a special statement he made to Al-Sabah, Minister of Transport Nasser Al-Shibli said: “His ministry, through technical committees working to implement and implement international requirements and standards to lift Iraqi Airways from the blacklist that includes airlines banned from entering European airspace,” indicated that The ministry is taking great steps to lift the ban on it, so that the green bird returns to fly again in all capitals of European and international countries. " 

The Minister of Transport pointed out that "his ministry is serious in activating the previous bilateral agreements between the Civil Aviation Authority and the European Union to launch flights to most European countries, including (Germany, Denmark, Sweden and Britain) after putting Iraqi Airways on the black list due to lack of commitment to international standards."

Iraqi president receives Central Bank governor

Iraqi President Barham Salih welcomed into the Al-Salam Palace in Baghdad, the Governor of the Central Bank of Iraq Ali Mohsen Ismail Al-Alaq.


The President confirmed the need for adopting a balanced monetary policy, working on further strengthening the financial situation by diversifying State's resources and rationalizing public spending, especially in the current circumstances in which the country faces the Coronavirus as well as plunge in oil prices.


Moreover, he underlined the importance of pursuing a prudent fiscal policy that would achieve the supreme national interest, and help Iraq to overcome the current crisis as well as delivering stability and security for all citizens.


Al-Alaq, in turn, reviewed the Central Bank's role in minimizing the economic ramifications at the amid of the spread of COVID-19.


On another hand, he expressed gratitude and appreciation for the attention given by the President toward the Iraqi Central Bank and for his meaningful directives in this regard.

On Monday (8 June 2020), the deputy of Al-Fateh coalition, Abbas Al-Zamili, revealed that the United States gave the new government headed by Prime Minister Mustafa Al-Kazemi three months to find an alternative source from Iran regarding supplying Iraq with electrical energy. 

Al-Zamili said in an interview with (Baghdad today) that "there are American pressures that come within the framework of the economic blockade imposed on Iran," noting that "Washington gave Al-Kazemi's government three months in order to find an alternative source for Iran with the file of supplying Iraq with electrical energy." 

He added that "the import of electric energy from Iran or Saudi Arabia is unacceptable as it weighs heavily on the state budget, so the new prime minister's government should strive to go towards developing the electrical sector and increase the rates of energy production instead of importing it." 

The deputy of the Kurdistan Islamic Union bloc, Jamal Cougar, revealed, on Wednesday (3 June 2020) a condition that the United States of America placed on the Iraqi government regarding importing gas and electricity from other countries away from Iran. 

Cougar said in an interview singled out (Baghdad today), "Washington imposed conditions on the new government related to the import of gas and electricity from other countries away from Iran." 

He added that "those conditions come in light of the Iranian-American conflict, and the economic sanctions imposed on Tehran, and consequently the Iraqi government is obligated to search for alternatives to import electric power and gas, such as if the orientation is towards Saudi Arabia, Kuwait or other countries."

Last Wednesday, Iranian Energy Minister, Reza Ardakanian, assured President Barham Salih of his country's desire to invest in energy in Iraq. 

And Erdakanian reiterated his country's readiness to continue cooperation and support in all fields of Iraq, and its serious desire to invest in energy, expand electricity networks and exchange experiences. 

Prime Minister Mustafa Al-Kazemi confirmed to the Iranian Energy Minister today that Iraq is keen to establish the best relations with its neighbors. 

Al-Kazemi said, in a statement, that "the whole world is facing difficult circumstances due to the Corona pandemic and its repercussions on the economic scene," stressing that "the utmost efforts should be made to address the complex problems experienced by the countries of the region."

Al-Kazemi stressed that "Iraq is keen to establish the best relations with its neighbors, and that the government and within its basic program seeks to develop the scope of external cooperation and increase the exchange of experiences."

On Monday, a member of the Parliamentary Finance Committee, Magda Al-Tamimi, accused a former minister in the government of Abdul-Mahdi of converting the best and most famous Iraqi school in Paris into a hotel building, noting that the real estate file abroad bears many suspicions of corruption.

Al-Tamimi said in a televised statement, followed by "The Information," that "a former minister turned around the most famous and oldest Iraqi school in Paris on which the Arab community in France depended on education to rented hotel apartments without sending rent money to the state."

She added, "The Iraqi embassy in Japan owns a giant building, but it neglected its restoration and deliberately rented a building with huge sums of money in Tokyo to use it as an embassy."

Al-Tamimi said, “The real estate file abroad and inside carries a lot of suspicions of corruption and the government should expedite the accountability of the corrupt to increase Iraqi income.”
