Iraqi Finance excludes approval of the 2020 budget and confirms the trend for external borrowing

On Sunday, Iraqi Finance Minister Ali Abdel Amir Allawi ruled out approving the general budget for 2020, confirming the trend towards external borrowing.

"His ministry is working on preparing for the budget for the year 2021," Allawi said, adding that "we are working on borrowing from the World Bank to address the financial crisis."

The Minister of Finance pointed to the need for Iraq to "7 trillion and a half trillion dinars for operating expenses."

The House of Representatives, had finished during its session last Wednesday, the first reading of the draft law on domestic and external borrowing to finance the fiscal deficit for the year 2020, as the House voted on the form of a resolution that obliges the Iraqi government to send the 2020 budget law no later than the end of this month.

ERBIL, Kurdistan Region – The Iraqi government will not move forward with a budget for 2020 and will instead focus on formulating a budget for 2021, Finance Minister Ali Allawi said on Sunday.

Allawi told Iraqi state media outlet INA that the decision has been made due to the drop in oil prices. 

Allawi also revealed that the Iraqi government is planning to receive loans from the World Bank to weather the current economic crisis.

Iraqi Prime Minister Mustafa al-Kadhimi led a meeting of his newly-formed cabinet  on Sunday, in which he called on all parties to unite and work to “overcome the current crisis facing Iraq.” 

Each year sees a tedious and prolonged debate over Baghdad’s federal budget, and with each passing week apprehension rises over the disaster that could unfold if an agreement can’t be reached. It has happened once before – in 2014, when a budget deal couldn’t be made as a result of low oil prices.  

The COVID-19 pandemic and lockdown measures have seen oil prices plummet – a disaster for Iraq, with 90 percent of government expenditure derived from oil revenues, according to data from the UK-based Iraq Energy Institute.

Economic strife was one of several grievances driving Iraqis onto the streets late last year. Initial calls for reform centered around unemployment and dissatisfaction with the Iraqi political elite who have dominated Baghdad since 2003, and soon evolved into calls for complete governmental change.

A drop in oil prices in 2014 and the ensuing failure to implement a budget saw the Kurdistan Region’s share of Iraq’s annual budget reduced to zero. Salaries of senior governmental employees were also cut by almost half.

A similar crisis is now taking place, with a global collapse in oil prices sending revenues plummeting in March and April as economies shrank amid the coronavirus pandemic.

Iraq’s oil revenues for the month of May were $2.09 billion, with an average export of 3.21 million barrels per day (bpd), a slight increase compared to  April. 

Iraq’s oil revenues for the month of April were $1.423 billion, with an average export of 3.427 bpd.

Meanwhile, a barrel of Iraqi oil sold for an average of $21.01 on May, up from $13.80 in April.

The slight increase in oil global prices came after Moscow and Riyadh reached a deal on April 12 to cut oil production by 9.7 million bpd – equivalent to 10 percent of the world’s daily supply – for May and June. However, global demand remains much lower than average.

The Finance Minister, Ali Abdul Amir Allawi, confirmed today, Sunday, that we are working on borrowing from the World Bank to deal with the financial crisis, pointing out that Iraq needs 7 and a half trillion dinars of operating expenses.  

Allawi said in a press conference, followed by "Gilgamesh Press" that "we will continue to borrow from local banks to finance salaries and ruling expenses," stressing "work on borrowing from the World Bank to address the financial crisis."  

Allawi ruled out "approving the budget for the year 2020," explaining "we are working on preparing for the budget for the year 2021, and we need 7 and a trillion dinars of operating expenses."

Parliamentary finance sets a condition for passing the borrowing bill

The Parliamentary Finance Committee put a condition in front of the government of Prime Minister Mustafa Al-Kazemi, in exchange for passing the draft borrowing law.

"The Finance Committee is determined not to pass the borrowing bill unless the government sends the economic reform project side by side," said committee member MP Ahmad Hama Rashid in a tweet on Twitter.

"The government cannot be empowered to overburden the state with loans unless it is matched by austerity with unnecessary expenditures and an end to the constant waste of public money," he added.

Representative Ahmed Al-Saffar, the rapporteur of the Parliamentary Finance Committee, stressed that the financial crisis in Iraq is not real and it is possible to solve the crisis of insuring the salaries of employees without prejudice to them and their allocations by a single legal procedure. 

Al-Saffar said in a televised interview I followed (Baghdad today): "We believe that the parliament will approve at a later time a semi-annual financial budget for 2020 that will focus on operational expenditures only without having an investment budget because public revenues may only cover the operational side." 

He added that "the crisis of the collapse of oil prices proved the fragility and weakness of the Iraqi economy and the failure of the economic policies pursued since 2003 that transformed it into a rentier economy dependent on a single rental source and unstable in terms of price is oil and is governed by policies and international relations and supply and demand." 

Al-Saffar pointed out that "we do not have a problem in Iraq with a shortage of resources, but there is a mismanagement in it and a beneficial striking lord, as the crisis can be used by reconsidering the financial and economic policy by reducing dependence on oil and investing oil revenues by revitalizing the agricultural and industrial sectors." 

And he talked about a possible and quick solution by saying, "The current year is a year of financial crisis and there are quick solutions, as there are quick sources of financing that can be used to secure operating expenses, including salaries, and the crisis is not real and permanent, but temporary."

He continued, "It is possible to resolve the crisis by relying on the Financial Management Lawby resorting to temporary internal borrowing through bonds or temporary treasury bills to provide sufficient funds to secure salaries, but in the future, the entire budget sections, such as public expenditures and revenues, must be reviewed."

He stressed that "prejudice to salaries is not a solution. There is a huge waste in border revenue revenues, public life for taxes and state properties, and it can be supportive of oil revenues if they are kept away from corruption, as well as returning to the sections of public spending and focusing on productive spending." 

And he expressed his belief that "the crisis of securing the salaries of employees will not last more than two to three months, because oil prices are moving towards recovery, and there is an openness in the global economy and oil prices reaching from 40-45 dollars per barrel, sufficient to secure the necessary salaries and expenses." 

And within his government's announced measures to provide additional financial resources to secure the salaries of employees and reduce the differences between them, Iraqi Prime Minister Mustafa Al-Kazemi announced on Tuesday 2 June 2020 that the government decided to reduce the salaries of presidents and special grades while clarifying the situation regarding the salaries of employees and retirees. 

"We will not allow the solutions to the financial crisis to be at the expense of the rights of low-income employees, retirees, and those deserving of social welfare. Our decision is: to reduce the salaries of presidencies and special grades and higher positions, to suspend the double and delusional salaries and rationalize government spending. To overcome the crisis together. "

And in early June, the agency (Baghdad Today) published a draft decision issued by the Presidency of the Council of Ministers aimed at reducing the effects of the current economic crisis caused by the decline in oil and non-oil revenues, which led to a large deficit in financing the general budget. 

The draft decision comes for the purpose of rearranging the priorities of financing general budget items by taking a set of measures, including stopping all appointments, and reappointing to permanent owners and temporary owners such as contracts and daily procedures in government institutions for vacant positions until the budget law is enacted. 

The draft decision also included, stopping unnecessary government expenditures, rescheduling loan installments that serviced employees in the country, and stopping granting annual bonuses and promotions to all state employees. 

The draft decision included recommendations on the allocations of families of martyrs, political prisoners, and detainees in the Rafha camp, as well as requiring government and private banks to provide bi-monthly statements of movement of the units of spending for the departments. 

It also included reducing the salaries of deputy ministers, general managers, special grades and judges by at least one million dinars per month.

Today, Sunday, Finance Minister Ali Abdel Amir Allawi revealed a government reform plan to maximize state resources and secure employee salaries, while affirming that his ministry has a package of decisions that will be presented within three months to the Council of Ministers and Parliament.

Ali Abdul-Amir Allawi said, in a press conference held in the cabinet, which he attended (Baghdad today), that "the cabinet met today on the reforms and measures necessary to address the financial crisis", indicating that "the problem is not with falling oil prices and the emergence of the Corona pandemic, but rather the greatest and greatest of that".

Allawi added, "The country went through 18 years of change in the adopted policies, accumulations and wrong policies, all of which led to real problems, as successive governments were unable to economic difficulties, and this pushes us to start a new way to overcome the crisis."

The Minister of Finance pointed out that "our dependence on oil reaches 90%, and this is not true, with 3 and a half million employees relying on the state for their salaries, and 2 and a half and a half million retirees, and their total is 6 and a half million dependent on government income, and these The percentage is incorrect, meaning that 25% of the people depend on government salaries, whereas in all countries of the world the percentage is 5% for employees and 10% like the Gulf countries.

Allawi stressed the necessity of "providing job opportunities for the private sector, stimulating the private sector, combating corruption and financial waste", noting that his ministry owns "a package of reforms that will be presented within three months to the Council of Ministers and then to the Council of Representatives and the Iraqi people."

The Minister of Finance stressed the need for the budget to "government banks to finance the deficit," noting that "having other resources such as customs, which we expect to bring to imports, are 7 trillion annually."

Haneen Qaddo, a member of the House of Representatives for the Finance Committee, had confirmed, on Friday (05 June 2020), that the country's financial situation is in a critical condition as a result of the continued decline in global oil prices, while he stressed that the Committee continues to hold its own sessions to reach effective solutions to the crisis . 

Hanin Qaddo said, in an interview with (Baghdad Today), that "the economic and financial situation of Iraq is very critical as a result of the depression in the world and the continued decline in global oil prices ."

“The Parliamentary Finance Committee is in a constant session in order to find effective solutions to avoid the current crisis, and try not to prejudice the salaries of employees and retirees, ” Qaddu added.

Finance Minister Ali Abdul Amir Allawi confirmed today Sunday that Iraq will open a new page with Saudi Arabia and Kuwait in the economic field.

Ya, I hear you Atitech, but reading inbetween the lines this article basically means Iraq is going to develop more trade deals with SA and K and hopefully move away from Iraq.  Before Soleimani was killed it was about a 80% chance that Iraq was going to be totally dominated by Iran.  Iraq looks to be moving more independent from Iran and will soon be buying Electricity from Kuwait.  That’s good in my book.

It also means SA is in complete control of Opec and that is ok for now.

Isn’t it funny that most of the people on this website could have told them this 11-12 years ago.  We could also tell them that most of the pilfered monies are sitting in London, US, Belgian, France, German, and Swiss bank accounts.   You don’t really believe that much theft could happen without Euro and US politicians getting their cut.  Why do you think everyone wants Trump’s Head.  The truth will come out and it may happen sooner than people realize.

That article you posted about the terrible murder of the California Deputy. It was really a very hard for me to read that! It’s just so hard for me to think and believe a fellow SP would betray not only his oath to wear that badge but the oath to the constitution! I wished I hadn’t read the article! Finance Minister Ali Abdul-Amir Allawi announced, on Saturday, that he would give up importing gas and electricity from Iran

Allawi said in a tweet on Twitter, "In implementation of the decisions of the US Treasury, we have decided to abide by not extending the exemption granted to Iraq from the sanctions imposed on the import of gas and electricity from Iran

This tweet was written by Allawi during the visit to Saudi Arabia, and comes hours after he announced an agreement to activate the electrical connection between Iraq and Saudi Arabia

Finance Minister Ali Abdul-Amir Allawi announced, on Saturday, an agreement with Saudi Energy Minister Abdul Aziz bin Salman, to activate the electrical connection between Iraq and Saudi Arabia

Allawi wrote in a tweet on Twitter: "During my meeting with Prince Abdulaziz bin Salman, it was agreed to activate the electrical connection between Iraq and Saudi Arabia, and to develop the energy market in addition to investment and participation in financing projects for the generation, transmission and distribution of electrical energy (renewable and conventional) in Iraq
 
It is noteworthy that the Finance Minister Ali Abdul-Amir Allawi arrived in Saudi Arabia yesterday, Friday, on a visit that he said includes three axes to develop relations between the two countries

Finance Minister: We are determined to rebalance the neighbors ’exports to Iraq

Finance Minister Ali Allawi confirmed, on Sunday, Iraq’s intention to rebalance, with regard to trade with neighboring countries.   

Allawi said in a press conference followed by "Nass" (June 7, 2020), "We have a financial deficit of 5 trillion dinars per month," adding that "oil gives us 92% of the state's revenues, and that 25% of the national product goes to salaries and allowances."  

"We will work to motivate the private sector to play a leading role in promoting development," the Finance Minister stressed.  

Regarding trade relations with Saudi Arabia, Allawi mentioned that "Saudi exports to Iraq are equivalent to only 10% of Turkey and Iran, and we want to restore balance", pointing out that "the Saudi side explained that the bureaucratic environment in Iraq is preventing investment, and we discussed solutions to that, and we will open a page New with Saudi Arabia and Kuwait in the economic field. "   

Allawi spoke about a series of reforms to manage customs and taxes, saying that "our economic policy is to move the wheel of investment."  

He explained that "the OPEC agreement contributed to the increase in oil prices to three times."

The Parliamentary Legal Committee confirmed, on Sunday, that the upcoming parliament sessions will be devoted to passing the Federal Budget Bill for the year 2020 and the Federal Court Law.

Committee member Hussein Ali said in a statement to "Information", that "the parliament will pass in the next two weeks all laws that relate to the economic aspect of crossing from the current financial crisis," noting that "the draft Maronite Federal Law 2020 will be the first laws that will pass soon." He added, "The Federal Court Law is ready and may be voted on during next week's sessions."

A member of the House of Representatives for the Siyaron al-Shammari bloc confirmed today, Sunday, that his bloc is seeking with a number of political forces seeking to pass an equitable election law with wide popular participation.
